Who Stole 3.6M Tax Records from South Carolina?

For nearly a dozen years, residents of South Carolina have been kept in the dark by state and federal investigators over who was responsible for hacking into the state’s revenue department in 2012 and stealing tax and bank account information for 3.6 million people. The answer may no longer be a mystery: KrebsOnSecurity found compelling clues suggesting the intrusion was carried out by the same Russian hacking crew that stole of millions of payment card records from big box retailers like Home Depot and Target in the years that followed.

Questions about who stole tax and financial data on roughly three quarters of all South Carolina residents came to the fore last week at the confirmation hearing of Mark Keel, who was appointed in 2011 by Gov. Nikki Haley to head the state’s law enforcement division. If approved, this would be Keel’s third six-year term in that role.

The Associated Press reports that Keel was careful not to release many details about the breach at his hearing, telling lawmakers he knows who did it but that he wasn’t ready to name anyone.

“I think the fact that we didn’t come up with a whole lot of people’s information that got breached is a testament to the work that people have done on this case,” Keel asserted.

A ten-year retrospective published in 2022 by The Post and Courier in Columbia, S.C. said investigators determined the breach began on Aug. 13, 2012, after a state IT contractor clicked a malicious link in an email. State officials said they found out about the hack from federal law enforcement on October 10, 2012.

KrebsOnSecurity examined posts across dozens of cybercrime forums around that time, and found only one instance of someone selling large volumes of tax data in the year surrounding the breach date.

On Oct. 7, 2012 — three days before South Carolina officials say they first learned of the intrusion — a notorious cybercriminal who goes by the handle “Rescator” advertised the sale of “a database of the tax department of one of the states.”

“Bank account information, SSN and all other information,” Rescator’s sales thread on the Russian-language crime forum Embargo read. “If you purchase the entire database, I will give you access to it.”

A week later, Rescator posted a similar offer on the exclusive Russian forum Mazafaka, saying he was selling information from a U.S. state tax database, without naming the state. Rescator said the data exposed included Social Security Number (SSN), employer, name, address, phone, taxable income, tax refund amount, and bank account number.

“There is a lot of information, I am ready to sell the entire database, with access to the database, and in parts,” Rescator told Mazafaka members. “There is also information on corporate taxpayers.”

On Oct. 26, 2012, the state announced the breach publicly. State officials said they were working with investigators from the U.S. Secret Service and digital forensics experts from Mandiant, which produced an incident report (PDF) that was later published by South Carolina Dept. of Revenue. KrebsOnSecurity sought comment from the Secret Service, South Carolina prosecutors, and Mr. Keel’s office. This story will be updated if any of them respond. Update: The Secret Service declined to comment.

On Nov. 18, 2012, Rescator told fellow denizens of the forum Verified he was selling a database of 65,000 records with bank account information from several smaller, regional financial institutions. Rescator’s sales thread on Verified listed more than a dozen database fields, including account number, name, address, phone, tax ID, date of birth, employer and occupation.

Asked to provide more context about the database for sale, Rescator told forum members the database included financial records related to tax filings of a U.S. state. Rescator added that there was a second database of around 80,000 corporations that included social security numbers, names and addresses, but no financial information.

The AP says South Carolina paid $12 million to Experian for identity theft protection and credit monitoring for its residents after the breach.

“At the time, it was one of the largest breaches in U.S. history but has since been surpassed greatly by hacks to Equifax, Yahoo, Home Depot, Target and PlayStation,” the AP’s Jeffrey Collins wrote.

As it happens, Rescator’s criminal hacking crew was directly responsible for the 2013 breach at Target and the 2014 hack of Home Depot. The Target intrusion saw Rescator’s cybercrime shops selling roughly 40 million stolen payment cards, and 56 million cards from Home Depot customers.

Who is Rescator? On Dec. 14, 2023, KrebsOnSecurity published the results of a 10-year investigation into the identity of Rescator, a.k.a. Mikhail Borisovich Shefel, a 36-year-old who lives in Moscow and who recently changed his last name to Lenin.

Mr. Keel’s assertion that somehow the efforts of South Carolina officials following the breach may have lessened its impact on citizens seems unlikely. The stolen tax and financial data appears to have been sold openly on cybercrime forums by one of the Russian underground’s most aggressive and successful hacking crews.

While there are no indications from reviewing forum posts that Rescator ever sold the data, his sales threads came at a time when the incidence of tax refund fraud was skyrocketing.

Tax-related identity theft occurs when someone uses a stolen identity and SSN to file a tax return in that person’s name claiming a fraudulent refund. Victims usually first learn of the crime after having their returns rejected because scammers beat them to it. Even those who are not required to file a return can be victims of refund fraud, as can those who are not actually owed a refund from the U.S. Internal Revenue Service (IRS).

According to a 2013 report from the Treasury Inspector General’s office, the IRS issued nearly $4 billion in bogus tax refunds in 2012, and more than $5.8 billion in 2013. The money largely was sent to people who stole SSNs and other information on U.S. citizens, and then filed fraudulent tax returns on those individuals claiming a large refund but at a different address.

It remains unclear why Shefel has never been officially implicated in the breaches at Target, Home Depot, or in South Carolina. It may be that Shefel has been indicted, and that those indictments remain sealed for some reason. Perhaps prosecutors were hoping Shefel would decide to leave Russia, at which point it would be easier to apprehend him if he believed no one was looking for him.

But all signs are that Shefel is deeply rooted in Russia, and has no plans to leave. In January 2024, authorities in Australia, the United States and the U.K. levied financial sanctions against 33-year-old Russian man Aleksandr Ermakov for allegedly stealing data on 10 million customers of the Australian health insurance giant Medibank.

A week after those sanctions were put in place, KrebsOnSecurity published a deep dive on Ermakov, which found that he co-ran a Moscow-based IT security consulting business along with Mikhail Shefel called Shtazi-IT.

A Close Up Look at the Consumer Data Broker Radaris

If you live in the United States, the data broker Radaris likely knows a great deal about you, and they are happy to sell what they know to anyone. But how much do we know about Radaris? Publicly available data indicates that in addition to running a dizzying array of people-search websites, the co-founders of Radaris operate multiple Russian-language dating services and affiliate programs. It also appears many of their businesses have ties to a California marketing firm that works with a Russian state-run media conglomerate currently sanctioned by the U.S. government.

Formed in 2009, Radaris is a vast people-search network for finding data on individuals, properties, phone numbers, businesses and addresses. Search for any American’s name in Google and the chances are excellent that a listing for them at Radaris.com will show up prominently in the results.

Radaris reports typically bundle a substantial amount of data scraped from public and court documents, including any current or previous addresses and phone numbers, known email addresses and registered domain names. The reports also list address and phone records for the target’s known relatives and associates. Such information could be useful if you were trying to determine the maiden name of someone’s mother, or successfully answer a range of other knowledge-based authentication questions.

Currently, consumer reports advertised for sale at Radaris.com are being fulfilled by a different people-search company called TruthFinder. But Radaris also operates a number of other people-search properties — like Centeda.com — that sell consumer reports directly and behave almost identically to TruthFinder: That is, reel the visitor in with promises of detailed background reports on people, and then charge a $34.99 monthly subscription fee just to view the results.

The Better Business Bureau (BBB) assigns Radaris a rating of “F” for consistently ignoring consumers seeking to have their information removed from Radaris’ various online properties. Of the 159 complaints detailed there in the last year, several were from people who had used third-party identity protection services to have their information removed from Radaris, only to receive a notice a few months later that their Radaris record had been restored.

What’s more, Radaris’ automated process for requesting the removal of your information requires signing up for an account, potentially providing more information about yourself that the company didn’t already have (see screenshot above).

Radaris has not responded to requests for comment.

Radaris, TruthFinder and others like them all force users to agree that their reports will not be used to evaluate someone’s eligibility for credit, or a new apartment or job. This language is so prominent in people-search reports because selling reports for those purposes would classify these firms as consumer reporting agencies (CRAs) and expose them to regulations under the Fair Credit Reporting Act (FCRA).

These data brokers do not want to be treated as CRAs, and for this reason their people search reports typically do not include detailed credit histories, financial information, or full Social Security Numbers (Radaris reports include the first six digits of one’s SSN).

But in September 2023, the U.S. Federal Trade Commission found that TruthFinder and another people-search service Instant Checkmate were trying to have it both ways. The FTC levied a $5.8 million penalty against the companies for allegedly acting as CRAs because they assembled and compiled information on consumers into background reports that were marketed and sold for employment and tenant screening purposes.

The FTC also found TruthFinder and Instant Checkmate deceived users about background report accuracy. The FTC alleges these companies made millions from their monthly subscriptions using push notifications and marketing emails that claimed that the subject of a background report had a criminal or arrest record, when the record was merely a traffic ticket.

“All the while, the companies touted the accuracy of their reports in online ads and other promotional materials, claiming that their reports contain “the MOST ACCURATE information available to the public,” the FTC noted. The FTC says, however, that all the information used in their background reports is obtained from third parties that expressly disclaim that the information is accurate, and that TruthFinder and Instant Checkmate take no steps to verify the accuracy of the information.

The FTC said both companies deceived customers by providing “Remove” and “Flag as Inaccurate” buttons that did not work as advertised. Rather, the “Remove” button removed the disputed information only from the report as displayed to that customer; however, the same item of information remained visible to other customers who searched for the same person.

The FTC also said that when a customer flagged an item in the background report as inaccurate, the companies never took any steps to investigate those claims, to modify the reports, or to flag to other customers that the information had been disputed.

WHO IS RADARIS?

According to Radaris’ profile at the investor website Pitchbook.com, the company’s founder and “co-chief executive officer” is a Massachusetts resident named Gary Norden, also known as Gary Nard.

An analysis of email addresses known to have been used by Mr. Norden shows he is a native Russian man whose real name is Igor Lybarsky (also spelled Lubarsky). Igor’s brother Dmitry, who goes by “Dan,” appears to be the other co-CEO of Radaris. Dmitry Lybarsky’s Facebook/Meta account says he was born in March 1963.

Indirectly or directly, the Lybarskys own multiple properties in both Sherborn and Wellesley, Mass. However, the Radaris website is operated by an offshore entity called Bitseller Expert Ltd, which is incorporated in Cyprus. Neither Lybarsky brother responded to requests for comment.

A review of the domain names registered by Gary Norden shows that beginning in the early 2000s, he and Dan built an e-commerce empire by marketing prepaid calling cards and VOIP services to Russian expatriates who are living in the United States and seeking an affordable way to stay in touch with loved ones back home.

In 2012, the main company in charge of providing those calling services — Wellesley Hills, Mass-based Unipoint Technology Inc. — was fined $179,000 by the U.S. Federal Communications Commission, which said Unipoint never applied for a license to provide international telecommunications services.

DomainTools.com shows the email address gnard@unipointtech.com is tied to 137 domains, including radaris.com. DomainTools also shows that the email addresses used by Gary Norden for more than two decades — epop@comby.com, gary@barksy.com and gary1@eprofit.com, among others — appear in WHOIS registration records for an entire fleet of people-search websites, including: centeda.com, virtory.com, clubset.com, kworld.com, newenglandfacts.com, and pub360.com.

Still more people-search platforms tied to Gary Norden– like publicreports.com and arrestfacts.com — currently funnel interested customers to third-party search companies, such as TruthFinder and PersonTrust.com.

The email addresses used by Gary Nard/Gary Norden are also connected to a slew of data broker websites that sell reports on businesses, real estate holdings, and professionals, including bizstanding.com, homemetry.com, trustoria.com, homeflock.com, rehold.com, difive.com and projectlab.com.

AFFILIATE & ADULT

Domain records indicate that Gary and Dan for many years operated a now-defunct pay-per-click affiliate advertising network called affiliate.ru. That entity used domain name servers tied to the aforementioned domains comby.com and eprofit.com, as did radaris.ru.

A machine-translated version of Affiliate.ru, a Russian-language site that advertised hundreds of money making affiliate programs, including the Comfi.com prepaid calling card affiliate.

Comby.com used to be a Russian language social media network that looked a great deal like Facebook. The domain now forwards visitors to Privet.ru (“hello” in Russian), a dating site that claims to have 5 million users. Privet.ru says it belongs to a company called Dating Factory, which lists offices in Switzerland. Privet.ru uses the Gary Norden domain eprofit.com for its domain name servers.

Dating Factory’s website says it sells “powerful dating technology” to help customers create unique or niche dating websites. A review of the sample images available on the Dating Factory homepage suggests the term “dating” in this context refers to adult websites. Dating Factory also operates a community called FacebookOfSex, as well as the domain analslappers.com.

RUSSIAN AMERICA

Email addresses for the Comby and Eprofit domains indicate Gary Norden operates an entity in Wellesley Hills, Mass. called RussianAmerican Holding Inc. (russianamerica.com). This organization is listed as the owner of the domain newyork.ru, which is a site dedicated to orienting newcomers from Russia to the Big Apple.

Newyork.ru’s terms of service refer to an international calling card company called ComFi Inc. (comfi.com) and list an address as PO Box 81362 Wellesley Hills, Ma. Other sites that include this address are russianamerica.com, russianboston.com, russianchicago.com, russianla.com, russiansanfran.com, russianmiami.com, russiancleveland.com and russianseattle.com (currently offline).

ComFi is tied to Comfibook.com, which was a search aggregator website that collected and published data from many online and offline sources, including phone directories, social networks, online photo albums, and public records.

AMERICAN RUSSIAN MEDIA

Many of the U.S. city-specific online properties apparently tied to Gary Norden include phone numbers on their contact pages for a pair of Russian media and advertising firms based in southern California. The phone number 323-874-8211 appears on the websites russianla.com, russiasanfran.com, and rosconcert.com, which sells tickets to theater events performed in Russian.

Historic domain registration records from DomainTools show rosconcert.com was registered in 2003 to Unipoint Technologies — the same company fined by the FCC for not having a license. Rosconcert.com also lists the phone number 818-377-2101.

A phone number just a few digits away — 323-874-8205 — appears as a point of contact on newyork.ru, russianmiami.com, russiancleveland.com, and russianchicago.com. A search in Google shows this 82xx number range — and the 818-377-2101 number — belong to two different entities at the same UPS Store mailbox in Tarzana, Calif: American Russian Media Inc. (armediacorp.com), and Lamedia.biz.

Armediacorp.com is the home of FACT Magazine, a glossy Russian-language publication put out jointly by the American-Russian Business Council, the Hollywood Chamber of Commerce, and the West Hollywood Chamber of Commerce.

Lamedia.biz says it is an international media organization with more than 25 years of experience within the Russian-speaking community on the West Coast. The site advertises FACT Magazine and the Russian state-owned media outlet Channel One. Clicking the Channel One link on the homepage shows Lamedia.biz offers to submit advertising spots that can be shown to Channel One viewers. The price for a basic ad is listed at $500.

In May 2022, the U.S. government levied financial sanctions against Channel One that bar US companies or citizens from doing business with the company.

The website of lamedia.biz offers to sell advertising on two Russian state-owned media firms currently sanctioned by the U.S. government.

LEGAL ACTIONS AGAINST RADARIS

In 2014, a group of people sued Radaris in a class-action lawsuit claiming the company’s practices violated the Fair Credit Reporting Act. Court records indicate the defendants never showed up in court to dispute the claims, and as a result the judge eventually awarded the plaintiffs a default judgement and ordered the company to pay $7.5 million.

But the plaintiffs in that civil case had a difficult time collecting on the court’s ruling. In response, the court ordered the radaris.com domain name (~9.4M monthly visitors) to be handed over to the plaintiffs.

However, in 2018 Radaris was able to reclaim their domain on a technicality. Attorneys for the company argued that their clients were never named as defendants in the original lawsuit, and so their domain could not legally be taken away from them in a civil judgment.

“Because our clients were never named as parties to the litigation, and were never served in the litigation, the taking of their property without due process is a violation of their rights,” Radaris’ attorneys argued.

In October 2023, an Illinois resident filed a class-action lawsuit against Radaris for allegedly using people’s names for commercial purposes, in violation of the Illinois Right of Publicity Act.

On Feb. 8, 2024, a company called Atlas Data Privacy Corp. sued Radaris LLC for allegedly violating “Daniel’s Law,” a statute that allows New Jersey law enforcement, government personnel, judges and their families to have their information completely removed from people-search services and commercial data brokers. Atlas has filed at least 140 similar Daniel’s Law complaints against data brokers recently.

Daniel’s Law was enacted in response to the death of 20-year-old Daniel Anderl, who was killed in a violent attack targeting a federal judge (his mother). In July 2020, a disgruntled attorney who had appeared before U.S. District Judge Esther Salas disguised himself as a Fedex driver, went to her home and shot and killed her son (the judge was unharmed and the assailant killed himself).

Earlier this month, The Record reported on Atlas Data Privacy’s lawsuit against LexisNexis Risk Data Management, in which the plaintiffs representing thousands of law enforcement personnel in New Jersey alleged that after they asked for their information to remain private, the data broker retaliated against them by freezing their credit and falsely reporting them as identity theft victims.

Another data broker sued by Atlas Data Privacy — pogodata.com — announced on Mar. 1 that it was likely shutting down because of the lawsuit.

“The matter is far from resolved but your response motivates us to try to bring back most of the names while preserving redaction of the 17,000 or so clients of the redaction company,” the company wrote. “While little consolation, we are not alone in the suit – the privacy company sued 140 property-data sites at the same time as PogoData.”

Atlas says their goal is convince more states to pass similar laws, and to extend those protections to other groups such as teachers, healthcare personnel and social workers. Meanwhile, media law experts say they’re concerned that enacting Daniel’s Law in other states would limit the ability of journalists to hold public officials accountable, and allow authorities to pursue criminals charges against media outlets that publish the same type of public and governments records that fuel the people-search industry.

PEOPLE-SEARCH CARVE-OUTS

There are some pending changes to the US legal and regulatory landscape that could soon reshape large swaths of the data broker industry. But experts say it is unlikely that any of these changes will affect people-search companies like Radaris.

On Feb. 28, 2024, the White House issued an executive order that directs the U.S. Department of Justice (DOJ) to create regulations that would prevent data brokers from selling or transferring abroad certain data types deemed too sensitive, including genomic and biometric data, geolocation and financial data, as well as other as-yet unspecified personal identifiers. The DOJ this week published a list of more than 100 questions it is seeking answers to regarding the data broker industry.

In August 2023, the Consumer Financial Protection Bureau (CFPB) announced it was undertaking new rulemaking related to data brokers.

Justin Sherman, an adjunct professor at Duke University, said neither the CFPB nor White House rulemaking will likely address people-search brokers because these companies typically get their information by scouring federal, state and local government records. Those government files include voting registries, property filings, marriage certificates, motor vehicle records, criminal records, court documents, death records, professional licenses, bankruptcy filings, and more.

“These dossiers contain everything from individuals’ names, addresses, and family information to data about finances, criminal justice system history, and home and vehicle purchases,” Sherman wrote in an October 2023 article for Lawfare. “People search websites’ business pitch boils down to the fact that they have done the work of compiling data, digitizing it, and linking it to specific people so that it can be searched online.”

Sherman said while there are ongoing debates about whether people search data brokers have legal responsibilities to the people about whom they gather and sell data, the sources of this information — public records — are completely carved out from every single state consumer privacy law.

“Consumer privacy laws in California, Colorado, Connecticut, Delaware, Indiana, Iowa, Montana, Oregon, Tennessee, Texas, Utah, and Virginia all contain highly similar or completely identical carve-outs for ‘publicly available information’ or government records,” Sherman wrote. “Tennessee’s consumer data privacy law, for example, stipulates that “personal information,” a cornerstone of the legislation, does not include ‘publicly available information,’ defined as:

“…information that is lawfully made available through federal, state, or local government records, or information that a business has a reasonable basis to believe is lawfully made available to the general public through widely distributed media, by the consumer, or by a person to whom the consumer has disclosed the information, unless the consumer has restricted the information to a specific audience.”

Sherman said this is the same language as the carve-out in the California privacy regime, which is often held up as the national leader in state privacy regulations. He said with a limited set of exceptions for survivors of stalking and domestic violence, even under California’s newly passed Delete Act — which creates a centralized mechanism for consumers to ask some third-party data brokers to delete their information — consumers across the board cannot exercise these rights when it comes to data scraped from property filings, marriage certificates, and public court documents, for example.

“With some very narrow exceptions, it’s either extremely difficult or impossible to compel these companies to remove your information from their sites,” Sherman told KrebsOnSecurity. “Even in states like California, every single consumer privacy law in the country completely exempts publicly available information.”

Canadian Man Stuck in Triangle of E-Commerce Fraud

A Canadian man who says he’s been falsely charged with orchestrating a complex e-commerce scam is seeking to clear his name. His case appears to involve “triangulation fraud,” which occurs when a consumer purchases something online — from a seller on Amazon or eBay, for example — but the seller doesn’t actually own the item for sale. Instead, the seller purchases the item from an online retailer using stolen payment card data. In this scam, the unwitting buyer pays the scammer and receives what they ordered, and very often the only party left to dispute the transaction is the owner of the stolen payment card.

Timothy Barker, 56, was until recently a Band Manager at Duncan’s First Nation, a First Nation in northwestern Alberta, Canada. A Band Manager is responsible for overseeing the delivery of all Band programs, including community health services, education, housing, social assistance, and administration.

Barker told KrebsOnSecurity that during the week of March 31, 2023 he and the director of the Band’s daycare program discussed the need to purchase items for the community before the program’s budget expired for the year.

“There was a rush to purchase items on the Fiscal Year 2023 timeline as the year ended on March 31,” Barker recalled.

Barker said he bought seven “Step2 All Around Playtime Patio with Canopy” sets from a seller on Amazon.ca, using his payment card on file to pay nearly $2,000 for the items.

On the morning of April 7, Barker’s Facebook account received several nasty messages from an Ontario woman he’d never met. She demanded to know why he’d hacked her Walmart account and used it to buy things that were being shipped to his residence. Barker shared a follow-up message from the woman, who later apologized for losing her temper.

“If this is not the person who did this to me, I’m sorry, I’m pissed,” the lady from Ontario said. “This order is being delivered April 14th to the address above. If not you, then someone who has the same name. Now I feel foolish.”

On April 12, 2023, before the Amazon purchases had even arrived at his home, Barker received a call from an investigator with the Royal Canadian Mounted Police (RCMP), who said Barker urgently needed to come down to the local RCMP office for an interview related to “an investigation.” Barker said the officer wouldn’t elaborate at the time on the nature of the investigation, and that he told the officer he was in Halifax for several days but could meet after his return home.

According to Barker, the investigator visited his home anyway the following day and began questioning his wife, asking about his whereabouts, his work, and when he might return home.

On April 14, six boxes arrived to partially fulfill his Amazon order; another box was delayed, and the Amazon.ca seller he’d purchased from said the remaining box was expected to ship the following week. Barker said he was confused because all six boxes came from Walmart instead of Amazon, and the shipping labels had his name and address on them but carried a contact phone number in Mexico.

Three days later, the investigator called again, demanding he submit to an interview.

“He then asked where my wife was and what her name is,” Barker said. “He wanted to know her itinerary for the day. I am now alarmed and frightened — this doesn’t feel right.”

Barker said he inquired with a local attorney about a consultation, but that the RCMP investigator showed up at his house before he could speak to the lawyer. The investigator began taking pictures of the boxes from his Amazon order.

“The [investigator] derisively asked why would anyone order so many play sets?” Barker said. “I started to give the very logical answer that we are helping families improve their children’s home life and learning for toddlers when he cut me off and gave the little speech about giving a statement after my arrest. He finally told me that he believes that I used someone’s credit card in Ontario to purchase the Walmart products.”

Eager to clear his name, Barker said he shared with the police copies of his credit card bills and purchase history at Amazon. But on April 21, the investigator called again to say he was coming to arrest Barker for theft.

“He said that if I was home at five o’clock then he would serve the papers at the house and it would go easy and I wouldn’t have to go to the station,” Barker recalled. “If I wasn’t home, then he would send a search team to locate me and drag me to the station. He said he would kick the door down if I didn’t answer my phone. He said he had every right to break our door down.”

Barker said he briefly conferred with an attorney about how to handle the arrest. Later that evening, the RCMP arrived with five squad cars and six officers.

“I asked if handcuffs were necessary – there is no danger of violence,” Barker said. “I was going to cooperate. His response was to turn me around and cuff me. He walked me outside and stood me beside the car for a full 4 or 5 minutes in full view of all the neighbors.”

Barker believes he and the Ontario woman are both victims of triangulation fraud, and that someone likely hacked the Ontario woman’s Walmart account and added his name and address as a recipient.

But he says he has since lost his job as a result of the arrest, and now he can’t find new employment because he has a criminal record. Barker’s former employer — Duncan’s First Nation — did not respond to requests for comment.

“In Canada, a criminal record is not a record of conviction, it’s a record of charges and that’s why I can’t work now,” Barker said. “Potential employers never find out what the nature of it is, they just find out that I have a criminal arrest record.”

Barker said that right after his arrest, the RCMP called the Ontario woman and told her they’d solved the crime and arrested the perpetrator.

“They even told her my employer had put me on administrative leave,” he said. “Surely, they’re not allowed to do that.”

Contacted by KrebsOnSecurity, the woman whose Walmart account was used to fraudulently purchase the child play sets said she’s not convinced this was a case of triangulation fraud. She declined to elaborate on why she believed this, other than to say the police told her Barker was a bad guy.

“I don’t think triangulation fraud was used in this case,” she said. “My actual Walmart.ca account was hacked and an order was placed on my account, using my credit card. The only thing Mr. Barker did was to order the item to be delivered to his address in Alberta.”

Barker shared with this author all of the documentation he gave to the RCMP, including screenshots of his Amazon.ca account showing that the items in dispute were sold by a seller named “Adavio,” and that the merchant behind this name was based in Turkey.

That Adavio account belongs to a young computer engineering student and “SEO expert” based in Adana, Turkey who did not respond to requests for comment.

Amazon.ca said it conducted an investigation and found that Mr. Barker never filed a complaint about the seller or transaction in question. The company noted that Adavio currently has a feedback rating of 4.5 stars out of 5.

“Amazon works hard to provide customers with a great experience and it’s our commitment to go above and beyond to make things right for customers,” Amazon.ca said in a written statement. “If a customer has an issue with an order, they may flag to Amazon through our Customer Service page.”

Barker said when he went to file a complaint with Amazon last year he could no longer find the Adavio account on the website, and that the site didn’t have a category for the type of complaint he wanted to file.

When he first approached KrebsOnSecurity about his plight last summer, Barker said he didn’t want any media attention to derail the chances of having his day in court, and confronting the RCMP investigator with evidence proving that he was being wrongfully prosecuted and maligned.

But a week before his court date arrived at the end of November 2023, prosecutors announced the charges against him would be stayed, meaning they had no immediate plans to prosecute the case further but that the investigation could still be reopened at some point in the future.

The RCMP declined to comment for this story, other than to confirm they had issued a stay of proceedings in the case.

Barker says the stay has left him in legal limbo — denying him the ability to clear his name, while giving the RCMP a free pass for a botched investigation. He says he has considered suing the investigating officer for defamation, but has been told by his attorney that the bar for success in such cases against the government is extremely high.

“I’m a 56-year-old law-abiding citizen, and I haven’t broken any laws,” Barker said, wondering aloud who would be stupid enough to use someone else’s credit card and have the stolen items shipped directly to their home.

“Their putting a stay on the proceedings without giving any evidence or explanation allows them to cover up bad police work,” he said. “It’s all so stupid.”

Triangulation fraud is hardly a new thing. KrebsOnSecurity first wrote about it from an e-commerce vendor’s perspective in 2015, but the scam predates that story by many years and is now a well-understood problem. The Canadian authorities should either let Mr. Barker have his day in court, or drop the charges altogether.

LeakedSource Owner Quit Ashley Madison a Month Before 2015 Hack

[This is Part III in a series on research conducted for a recent Hulu documentary on the 2015 hack of marital infidelity website AshleyMadison.com.]

In 2019, a Canadian company called Defiant Tech Inc. pleaded guilty to running LeakedSource[.]com, a service that sold access to billions of passwords and other data exposed in countless data breaches. KrebsOnSecurity has learned that the owner of Defiant Tech, a 32-year-old Ontario man named Jordan Evan Bloom, was hired in late 2014 as a developer for the marital infidelity site AshleyMadison.com. Bloom resigned from AshleyMadison citing health reasons in June 2015 — less than one month before unidentified hackers stole data on 37 million users — and launched LeakedSource three months later.

On Jan. 15, 2018, the Royal Canadian Mounted Police (RCMP) charged then 27-year-old Bloom, of Thornhill, Ontario, with selling stolen personal identities online through the website LeakedSource[.]com.

LeakedSource was advertised on a number of popular cybercrime forums as a service that could help hackers break into valuable or high-profile accounts. LeakedSource also tried to pass itself off as a legal, legitimate business that was marketing to security firms and professionals.

The RCMP arrested Bloom in December 2017, and said he made approximately $250,000 selling hacked data, which included information on 37 million user accounts leaked in the 2015 Ashley Madison breach.

Subsequent press releases from the RCMP about the LeakedSource investigation omitted any mention of Bloom, and referred to the defendant only as Defiant Tech. In a legal settlement that is quintessentially Canadian, the matter was resolved in 2019 after Defiant Tech agreed to plead guilty. The RCMP declined to comment for this story.

A GREY MARKET

The Impact Team, the hacker group that claimed responsibility for stealing and leaking the AshleyMadison user data, also leaked several years worth of email from then-CEO Noel Biderman. A review of those messages shows that Ashley Madison hired Jordan Evan Bloom as a PHP developer in December 2014 — even though the company understood that Bloom’s success as a programmer and businessman was tied to shady and legally murky enterprises.

Bloom’s recommendation came to Biderman via Trevor Sykes, then chief technology officer for Ashley Madison parent firm Avid Life Media (ALM). The following is an email from Sykes to Biderman dated Nov. 14, 2014:

“Greetings Noel,

“We’d like to offer Jordan Bloom the position of PHP developer reporting to Mike Morris for 75k CAD/Year. He did well on the test, but he also has a great understanding of the business side of things having run small businesses himself. This was an internal referral.”

When Biderman responded that he needed more information about the candidate, Sykes replied that Bloom was independently wealthy as a result of his forays into the shadowy world of “gold farming”  — the semi-automated use of large numbers of player accounts to win some advantage that is usually related to cashing out game accounts or inventory. Gold farming is particularly prevalent in massively multiplayer online role-playing games (MMORPGs), such as RuneScape and World of Warcraft.

“In his previous experience he had been doing RMT (Real Money Trading),” Sykes wrote. “This is the practice of selling virtual goods in games for real world money. This is a grey market, which is usually against the terms and services of the game companies.” Here’s the rest of his message to Biderman:

“RMT sellers traditionally have a lot of problems with chargebacks, and payment processor compliance. During my interview with him, I spent some time focusing in on this. He had to demonstrate to the processor, Paypal, at the time he had a business and technical strategy to address his charge back rate.”

“He ran this company himself, and did all the coding, including the integration with the processors,” Sykes continued in his assessment of Bloom. “Eventually he was squeezed out by Chinese gold farmers, and their ability to market with much more investment than he could. In addition the cost of ‘farming’ the virtual goods was cheaper in China to do than in North America.”

COME, ABUSE WITH US

The gold farming reference is fascinating because in 2017 KrebsOnSecurity published Who Ran LeakedSource?, which examined clues suggesting that one of the administrators of LeakedSource also was the admin of abusewith[.]us, a site unabashedly dedicated to helping people hack email and online gaming accounts.

Abusewith[.]us began in September 2013 as a forum for learning and teaching how to hack accounts at Runescape, an MMORPG set in a medieval fantasy realm where players battle for kingdoms and riches.

The currency with which Runescape players buy and sell weapons, potions and other in-game items are virtual gold coins, and many of Abusewith[dot]us’s early members traded in a handful of commodities: Phishing kits and exploits that could be used to steal Runescape usernames and passwords from fellow players; virtual gold plundered from hacked accounts; and databases from hacked forums and websites related to Runescape and other online games.

That 2017 report here interviewed a Michigan man who acknowledged being administrator of Abusewith[.]us, but denied being the operator of LeakedSource. Still, the story noted that LeakedSource likely had more than one operator, and breached records show Bloom was a prolific member of Abusewith[.]us.

In an email to all employees on Dec. 1, 2014, Ashley Madison’s director of HR said Bloom graduated from York University in Toronto with a degree in theoretical physics, and that he has been an active programmer since high school.

“He’s a proprietor of a high traffic multiplayer game and developer/publisher of utilities such as PicTrace,” the HR director enthused. “He will be a great addition to the team.”

PicTrace appears to have been a service that allowed users to glean information about anyone who viewed an image hosted on the platform, such as their Internet address, browser type and version number. A copy of pictrace[.]com from Archive.org in 2012 redirects to the domain qksnap.com, which DomainTools.com says was registered to a Jordan Bloom from Thornhill, ON that same year.

The street address listed in the registration records for qksnap.com — 204 Beverley Glen Blvd — also shows up in the registration records for leakadvisor[.]com, a domain registered in 2017 just months after Canadian authorities seized the servers running LeakedSource.

A review of passive DNS records from DomainTools indicates that in 2013 pictrace[.]com shared a server with just a handful of other domains, including Near-Reality[.]com — a popular RuneScape Private Server (RSPS) game based on the RuneScape MMORPG.

Copies of near-reality[.]com from 2013 via Archive.org show the top of the community’s homepage was retrofitted with a message saying Near Reality was no longer available due to a copyright dispute. Although the site doesn’t specify the other party to the copyright dispute, it appears Near-Reality got sued by Jagex, the owner of RuneScape.

The message goes on to say the website will no longer “encourage, facilitate, enable or condone (i) any infringement of copyright in RuneScape or any other Jagex product; nor (ii) any breach of the terms and conditions of RuneScape or any other Jagex product.”

AGENTJAGS

Near Reality also has a Facebook page that was last updated in 2019, when its owner posted a link to a news story about Defiant Tech’s guilty plea in the LeakedSource investigation. That Facebook page indicates Bloom also went by the nickname “Agentjags.”

“Just a quick PSA,” reads a post to the Near Reality Facebook page dated Jan. 21, 2018, which linked to a story about the charges against Bloom and a photo of Bloom standing in front of his lime-green Lamborghini. “Agentjags has got involved in some shady shit that may have compromised your personal details. I advise anyone who is using an old NR [Near Reality] password for anything remotely important should change it ASAP.”

By the beginning of 2016, Bloom was nowhere to be found, and was suspected of having fled his country for the Caribbean, according to the people commenting on the Near Reality Facebook page:

“Jordan aka Agentjags has gone missing,” wrote a presumed co-owner of the Facebook page. “He is supposedly hiding in St. Lucia, doing what he loved, scuba-diving. Any information to his whereabouts will be appreciated.”

KrebsOnSecurity ran the unusual nickname “AgentJags” through a search at Constella Intelligence, a commercial service that tracks breached data sets. That search returned just a few dozen results — and virtually all were accounts at various RuneScape-themed sites, including a half-dozen accounts at Abusewith[.]us.

Constella found other “AgentJags” accounts tied to the email address ownagegaming1@gmail.com. The marketing firm Apollo.io experienced a data breach several years back, and according to Apollo the email address ownagegaming1@gmail.com belongs to Jordan Bloom in Ontario.

Constella also revealed that the password frequently used by ownagegaming1@gmail.com across many sites was some variation on “niggapls,” which my 2017 report found was also the password used by the administrator of LeakedSource.

Constella discovered that the email eric.malek@rogers.com comes up when one searches for “AgentJags.” This is curious because emails leaked from Ashley Madison’s then-CEO Biderman show that Eric Malek from Toronto was the Ashley Madison employee who initially recommended Bloom for the PHP developer job.

According to DomainTools.com, Eric.Malek@rogers.com was used to register the domain devjobs.ca, which previously advertised “the most exciting developer jobs in Canada, delivered to you weekly.” Constella says eric.malek@rogers.com also had an account at Abusewith[.]us — under the nickname “Jags.

Biderman’s email records show Eric Malek was also a PHP developer for Ashley Madison, and that he was hired into this position just a few months before Bloom — on Sept. 2, 2014. The CEO’s leaked emails show Eric Malek resigned from his developer position at Ashley Madison on June 19, 2015.

“Please note that Eric Malek has resigned from this position with Avid and his last day will be June 19th,” read a June 5, 2015 email from ALM’s HR director. “He is resigning to deal with some personal issues which include health issues. Because he is not sure how much time it will take to resolve, he is not requesting a leave of absence (his time off will be indefinite). Overall, he likes the company and plans to reach out to Trevor or I when the issues are resolved to see what is available at that time.”

A follow-up email from Biderman demanded, “want to know where he’s truly going….,” and it’s unclear whether there was friction with Malek’s departure. But ALM General Counsel Avi Weisman replied indicating that Malek probably would not sign an “Exit Acknowledgment Form” prior to leaving, and that the company had unanswered questions for Malek.

“Aneka should dig during exit interview,” Weisman wrote. “Let’s see if he balks at signing the Acknowledgment.”

Bloom’s departure notice from Ashley Madison’s HR person, dated June 23, 2015, read:

“Please note that Jordan Bloom has resigned from his position as PHP Developer with Avid. He is leaving for personal reasons. He has a neck issue that will require surgery in the upcoming months and because of his medical appointment schedule and the pain he is experiencing he can no longer commit to a full-time schedule. He may pick up contract work until he is back to 100%.”

A follow-up note to Biderman about this announcement read:

“Note that he has disclosed that he is independently wealthy so he can get by without FT work until he is on the mend. He has signed the Exit Acknowledgement Form already without issue. He also says he would consider reapplying to Avid in the future if we have opportunities available at that time.”

Perhaps Mr. Bloom hurt his neck from craning it around blind spots in his Lamborghini. Maybe it was from a bad scuba outing. Whatever the pain in Bloom’s neck was, it didn’t stop him from launching himself fully into LeakedSource[.]com, which was registered roughly one month after the Impact Team leaked data on 37 million Ashley Madison accounts.

Mr. Malek declined a request for comment. A now-deleted LinkedIn profile for Malek from December 2018 listed him as a “technical recruiter” from Toronto who also attended Mr. Bloom’s alma mater — York University. That resume did not mention Mr. Malek’s brief stint as a PHP developer at Ashley Madison.

“Developer, entrepreneur, and now technical recruiter of the most uncommon variety!” Mr. Malek’s LinkedIn profile enthused. “Are you a developer, or other technical specialist, interested in working with a recruiter who can properly understand your concerns and aspirations, technical, environmental and financial? Don’t settle for a ‘hack’; this is your career, let’s do it right! Connect with me on LinkedIn. Note: If you are not a resident of Canada/Toronto, I cannot help you.”

INTERVIEW WITH BLOOM

Mr. Bloom told KrebsOnSecurity he had no role in harming or hacking Ashley Madison. Bloom validated his identity by responding at one of the email addresses mentioned above, and agreed to field questions so long as KrebsOnSecurity agreed to publish our email conversation in full (PDF).

Bloom said Mr. Malek did recommend him for the Ashley Madison job, but that Mr. Malek also received a $5,000 referral bonus for doing so. Given Mr. Malek’s stated role as a technical recruiter, it seems likely he also recommended several other employees to Ashley Madison.

Bloom was asked whether anyone at the RCMP, Ashley Madison or any authority anywhere ever questioned him in connection with the July 2015 hack of Ashley Madison. He replied that he was called once by someone claiming to be from the Toronto Police Service asking if he knew anything about the Ashley Madison hack.

“The AM situation was not something they pursued according to the RCMP disclosure,” Bloom wrote. “Learning about the RCMP’s most advanced cyber investigative techniques and capabilities was very interesting though. I was eventually told information by a third party which included knowledge that law enforcement effectively knew who the hacker was, but didn’t have enough evidence to proceed with a case. That is the extent of my involvement with any authorities.”

As to his company’s guilty plea for operating LeakedSource, Bloom maintains that the judge at his preliminary inquiry found that even if everything the Canadian government alleged was true it would not constitute a violation of any law in Canada with respect the charges the RCMP leveled against him, which included unauthorized use of a computer and “mischief to data.”

“In Canada at the lower court level we are allowed to possess stolen information and manipulate our copies of them as we please,” Bloom said. “The judge however decided that a trial was required to determine whether any activities of mine were reckless, as the other qualifier of intentionally criminal didn’t apply. I will note here that nothing I was accused of doing would have been illegal if done in the United States of America according to their District Attorney. +1 for free speech in America vs freedom of expression in Canada.”

“Shortly after their having most of their case thrown out, the Government proposed an offer during a closed door meeting where they would drop all charges against me, provide full and complete personal immunity, and in exchange the Corporation which has since been dissolved would plead guilty,” Bloom continued. “The Corporation would also pay a modest fine.”

Bloom said he left Ashley Madison because he was bored, but he acknowledged starting LeakedSource partly in response to the Ashley Madison hack.

“I intended to leverage my gaming connections to get into security work including for other private servers such as Minecraft communities and others,” Bloom said. “After months of asking management for more interesting tasks, I became bored. Some days I had virtually nothing to do except spin in my chair so I would browse the source code for security holes to fix because I found it enjoyable.”

“I believe the decision to start LS [LeakedSource] was partly inspired by the AM hack itself, and the large number of people from a former friend group messaging me asking if XYZ person was in the leak after I revealed to them that I downloaded a copy and had the ability to browse it,” Bloom continued. “LS was never my idea – I was just a builder, and the only Canadian. In other countries it was never thought to be illegal on closer examination of their laws.”

Bloom said he still considers himself independently wealthy, and that still has the lime green Lambo. But he said he’s currently unemployed and can’t seem to land a job in what he views as his most promising career path: Information security.

“As I’m sure you’re aware, having negative media attention associated with alleged (key word) criminal activity can have a detrimental effect on employment, banking and relationships,” Bloom wrote. “I have no current interest in being a business owner, nor do I have any useful business ideas to be honest. I was and am interested in interesting Information Security/programming work but it’s too large of a risk for any business to hire someone who was formerly accused of a crime.”

Who’s Behind the DomainNetworks Snail Mail Scam?

If you’ve ever owned a domain name, the chances are good that at some point you’ve received a snail mail letter which appears to be a bill for a domain or website-related services. In reality, these misleading missives try to trick people into paying for useless services they never ordered, don’t need, and probably will never receive. Here’s a look at the most recent incarnation of this scam — DomainNetworks — and some clues about who may be behind it.

The DomainNetworks mailer may reference a domain that is or was at one point registered to your name and address. Although the letter includes the words “marketing services” in the upper right corner, the rest of the missive is deceptively designed to look like a bill for services already rendered.

DomainNetworks claims that listing your domain with their promotion services will result in increased traffic to your site. This is a dubious claim for a company that appears to be a complete fabrication, as we’ll see in a moment.  But happily, the proprietors of this enterprise were not so difficult to track down.

The website Domainnetworks[.]com says it is a business with a post office box in Hendersonville, N.C., and another address in Santa Fe, N.M. There are a few random, non-technology businesses tied to the phone number listed for the Hendersonville address, and the New Mexico address was used by several no-name web hosting companies.

However, there is little connected to these addresses and phone numbers that get us any closer to finding out who’s running Domainnetworks[.]com. And neither entity appears to be an active, official company in their supposed state of residence, at least according to each state’s Secretary of State database.

The Better Business Bureau listing for DomainNetworks gives it an “F” rating, and includes more than 100 reviews by people angry at receiving one of these scams via snail mail. Helpfully, the BBB says DomainNetworks previously operated under a different name: US Domain Authority LLC.

Copies of snail mail scam letters from US Domain Authority posted online show that this entity used the domain usdomainauthority[.]com, registered in May 2022. The Usdomainauthority mailer also featured a Henderson, NC address, albeit at a different post office box.

Usdomainauthority[.]com is no longer online, and the site seems to have blocked its pages from being indexed by the Wayback Machine at archive.org. But searching on a long snippet of text from DomainNetworks[.]com about refund requests shows that this text was found on just one other active website, according to publicwww.com, a service that indexes the HTML code of existing websites and makes it searchable.

That other website is a domain registered in January 2023 called thedomainsvault[.]com, and its registration details are likewise hidden behind privacy services. Thedomainsvault’s “Frequently Asked Questions” page is quite similar to the one on the DomainNetworks website; both begin with the question of why the company is sending a mailer that looks like a bill for domain services.

Thedomainsvault[.]com includes no useful information about the entity or people who operate it; clicking the “Contact-us” link on the site brings up a page with placeholder Lorem Ipsum text, a contact form, and a phone number of 123456789.

However, searching passive DNS records at DomainTools.com for thedomainsvault[.]com shows that at some point whoever owns the domain instructed incoming email to be sent to ubsagency@gmail.com.

The first result that currently pops up when searching for “ubsagency” in Google is ubsagency[.]com, which says it belongs to a Las Vegas-based Search Engine Optimization (SEO) and digital marketing concern generically named both United Business Service and United Business Services. UBSagency’s website is hosted at the same Ann Arbor, Mich. based hosting firm (A2 Hosting Inc) as thedomainsvault[.]com.

UBSagency’s LinkedIn page says the company has offices in Vegas, Half Moon Bay, Calif., and Renton, Wash. But once again, none of the addresses listed for these offices reveal any obvious clues about who runs UBSagency. And once again, none of these entities appear to exist as official businesses in their claimed state of residence.

Searching on ubsagency@gmail.com in Constella Intelligence shows the address was used sometime before February 2019 to create an account under the name “Sammy\Sam_Alon” at the interior decorating site Houzz.com. In January 2019, Houzz acknowledged that a data breach exposed account information on an undisclosed number of customers, including user IDs, one-way encrypted passwords, IP addresses, city and ZIP codes, as well as Facebook information.

Sammy\Sam_Alon registered at Houzz using an Internet address in Huntsville, Ala. (68.35.149.206). Constella says this address was associated with the email tropicglobal@gmail.com, which also is tied to several other “Sammy” accounts at different stores online.

Constella also says a highly unique password re-used by tropicglobal@gmail.com across numerous sites was used in connection with just a few other email accounts, including shenhavgroup@gmail.com, and distributorinvoice@mail.com.

The shenhavgroup@gmail.com address was used to register a Twitter account for a Sam Orit Alon in 2013, whose account says they are affiliated with the Shenhav Group. According to DomainTools, shenhavgroup@gmail.com was responsible for registering roughly two dozen domains, including the now-defunct unitedbusinessservice[.]com.

Constella further finds that the address distributorinvoice@mail.com was used to register an account at whmcs.com, a web hosting platform that suffered a breach of its user database several years back. The name on the WHMCS account was Shmuel Orit Alon, from Kidron, Israel.

UBSagency also has a Facebook page, or maybe “had” is the operative word because someone appears to have defaced it. Loading the Facebook page for UBSagency shows several of the images have been overlaid or replaced with a message from someone who is really disappointed with Sam Alon.

“Sam Alon is a LIAR, THIEF, COWARD AND HAS A VERY SMALL D*CK,” reads one of the messages:

The current Facebook profile page for UBSagency includes a logo that is similar to the DomainNetworks logo.

The logo in the UBSagency profile photo includes a graphic of what appears to be a magnifying glass with a line that zig-zags through bullet points inside and outside the circle, a unique pattern that is remarkably similar to the logo for DomainNetworks:

Constella also found that the same Huntsville IP address used by Sam Alon at Houzz was associated with yet another Houzz account, this one for someone named “Eliran.”

The UBSagency Facebook page features several messages from an Eliran “Dani” Benz, who is referred to by commenters as an employee or partner with UBSagency. The last check-in on Benz’s profile is from a beach at Rishon Letziyon in Israel earlier this year.

Neither Mr. Alon nor Mr. Benz responded to multiple requests for comment.

It may be difficult to believe that anyone would pay an invoice for a domain name or SEO service they never ordered. However, there is plenty of evidence that these phony bills often get processed by administrative personnel at organizations that end up paying the requested amount because they assume it was owed for some services already provided.

SMS Phishers Harvested Phone Numbers, Shipment Data from UPS Tracking Tool

The United Parcel Service (UPS) says fraudsters have been harvesting phone numbers and other information from its online shipment tracking tool in Canada to send highly targeted SMS phishing (a.k.a. “smishing”) messages that spoofed UPS and other top brands. The missives addressed recipients by name, included details about recent orders, and warned that those orders wouldn’t be shipped unless the customer paid an added delivery fee.

In a snail mail letter sent this month to Canadian customers, UPS Canada Ltd. said it is aware that some package recipients have received fraudulent text messages demanding payment before a package can be delivered, and that it has been working with partners in its delivery chain to try to understand how the fraud was occurring.

“During that review, UPS discovered a method by which a person who searched for a particular package or misused a package look-up tool could obtain more information about the delivery, potentially including a recipient’s phone number,” the letter reads. “Because this information could be misused by third parties, including potentially in a smishing scheme, UPS has taken steps to limit access to that information.”

The written notice goes on to say UPS believes the data exposure “affected packages for a small group of shippers and some of their customers from February 1, 2022 to April 24, 2023.”

As early as April 2022, KrebsOnSecurity began receiving tips from Canadian readers who were puzzling over why they’d just received one of these SMS phishing messages that referenced information from a recent order they’d legitimately placed at an online retailer.

In March, 2023, a reader named Dylan from British Columbia wrote in to say he’d received one of these shipping fee scam messages not long after placing an order to buy gobs of building blocks directly from Lego.com. The message included his full name, phone number, and postal code, and urged him to click a link to mydeliveryfee-ups[.]info and pay a $1.55 delivery fee that was supposedly required to deliver his Legos.

“From searching the text of this phishing message, I can see that a lot of people have experienced this scam, which is more convincing because of the information the phishing text contains,” Dylan wrote. “It seems likely to me that UPS is leaking information somehow about upcoming deliveries.”

Josh is a reader who works for a company that ships products to Canada, and in early January 2023 he inquired whether there was any information about a breach at UPS Canada.

“We’ve seen many of our customers targeted with a fraudulent UPS text message scheme after placing an order,” Josh said. “A link is provided (often only after the customer responds to the text) which takes you to a captcha page, followed by a fraudulent payment collection page.”

Pivoting on the domain in the smishing message sent to Dylan shows the phishing domain shared an Internet host in Russia [91.215.85-166] with nearly two dozen other smishing related domains, including upsdelivery[.]info, legodelivery[.]info, adidascanadaltd[.]com, crocscanadafee[.]info, refw0234apple[.]info, vista-printcanada[.]info and telus-ca[.]info.

The inclusion of big-name brands in the domains of these UPS smishing campaigns suggests the perpetrators had the ability to focus their lookups on UPS customers who had recently ordered items from specific companies.

Attempts to visit these domains with a web browser failed, but loading them in a mobile device (or in my case, emulating a mobile device using a virtual machine and Developer Tools in Firefox) revealed the first stage of this smishing attack. As Josh mentioned, what first popped up was a CAPTCHA; after the visitor solved the CAPTCHA, they were taken through several more pages that requested the user’s full name, date of birth, credit card number, address, email and phone number.

In April 2022, KrebsOnSecurity heard from Alex, the CEO of a technology company in Canada who asked to leave his last name out of this story. Alex reached out when he began receiving the smishing messages almost immediately after ordering two sets of Airpods directly from Apple’s website.

What puzzled Alex most was that he’d instructed Apple to send the Airpods as a gift to two different people, and less than 24 hours later the phone number he uses for his Apple account received two of the phishing messages, both of which contained salutations that included the names of the people for whom he’d bought Airpods.

“I’d put the recipient as different people on my team, but because it was my phone number on both orders I was the one getting the texts,” Alex explained. “That same day, I got text messages referring to me as two different people, neither of whom were me.”

Alex said he believes UPS Canada either doesn’t fully understand what happened yet, or it is being coy about what it knows. He said the wording of UPS’s response misleadingly suggests the smishing attacks were somehow the result of hackers randomly looking up package information via the company’s tracking website.

Alex said it’s likely that whoever is responsible figured out how to query the UPS Canada website for only pending orders from specific brands, perhaps by exploiting some type of application programming interface (API) that UPS Canada makes or made available to its biggest retail partners.

“It wasn’t like I put the order through [on Apple.ca] and some days or weeks later I got a targeted smishing attack,” he said. “It was more or less the same day. And it was as if [the phishers] were being notified the order existed.”

The letter to UPS Canada customers does not mention whether any other customers in North America were affected, and it remains unclear whether any UPS customers outside of Canada may have been targeted.

In a statement provided to KrebsOnSecurity, Sandy Springs, Ga. based UPS [NYSE:UPS] said the company has been working with partners in the delivery chain to understand how that fraud was being perpetrated, as well as with law enforcement and third-party experts to identify the cause of this scheme and to put a stop to it.

“Law enforcement has indicated that there has been an increase in smishing impacting a number of shippers and many different industries,” reads an email from Brian Hughes, director of financial and strategy communications at UPS.

“Out of an abundance of caution, UPS is sending privacy incident notification letters to individuals in Canada whose information may have been impacted,” Hughes said. “We encourage our customers and general consumers to learn about the ways they can stay protected against attempts like this by visiting the UPS Fight Fraud website.”

Promising Jobs at the U.S. Postal Service, ‘US Job Services’ Leaks Customer Data

A sprawling online company based in Georgia that has made tens of millions of dollars purporting to sell access to jobs at the United States Postal Service (USPS) has exposed its internal IT operations and database of nearly 900,000 customers. The leaked records indicate the network’s chief technology officer in Pakistan has been hacked for the past year, and that the entire operation was created by the principals of a Tennessee-based telemarketing firm that has promoted USPS employment websites since 2016.

KrebsOnSecurity was recently contacted by a security researcher who said he found a huge tranche of full credit card records exposed online, and that at first glance the domain names involved appeared to be affiliated with the USPS.

Further investigation revealed a long-running international operation that has been emailing and text messaging people for years to sign up at a slew of websites that all promise they can help visitors secure employment at the USPS.

Sites like FederalJobsCenter[.]com also show up prominently in Google search results for USPS employment, and steer applicants toward making credit card “registration deposits” to ensure that one’s application for employment is reviewed. These sites also sell training, supposedly to help ace an interview with USPS human resources.

FederalJobsCenter’s website is full of content that makes it appear the site is affiliated with the USPS, although its “terms and conditions” state that it is not. Rather, the terms state that FederalJobsCenter is affiliated with an entity called US Job Services, which says it is based in Lawrenceville, Ga.

“US Job Services provides guidance, coaching, and live assistance to postal job candidates to help them perform better in each of the steps,” the website explains.

The site says applicants need to make a credit card deposit to register, and that this amount is refundable if the applicant is not offered a USPS job within 30 days after the interview process.

But a review of the public feedback on US Job Services and dozens of similar names connected to this entity over the years shows a pattern of activity: Applicants pay between $39.99 and $100 for USPS job coaching services, and receive little if anything in return. Some reported being charged the same amount monthly.

The U.S. Federal Trade Commission (FTC) has sued several times over the years to disrupt various schemes offering to help people get jobs at the Postal Service. Way back in 1998, the FTC and the USPS took action against several organizations that were selling test or interview preparation services for potential USPS employees.

“Companies promising jobs with the U.S. Postal Service are breaking federal law,” the joint USPS-FTC statement said.

In that 1998 case, the defendants behind the scheme were taking out classified ads in newspapers. Ditto for a case the FTC brought in 2005. By 2008, the USPS job exam preppers had shifted to advertising their schemes mostly online. And in 2013, the FTC won a nearly $5 million judgment against a Kentucky company purporting to offer such services.

Tim McKinlay authored a report last year at Affiliateunguru.com on whether the US Job Services website job-postal[.]com was legitimate or a scam. He concluded it was a scam based on several factors, including that the website listed multiple other names (suggesting it had recently switched names), and that he got nothing from the transaction with the job site.

“They openly admit they’re not affiliated with the US Postal Service, but claim to be experts in the field, and that, just by following the steps on their site, you easily pass the postal exams and get a job in no time,” McKinlay wrote. “But it’s really just a smoke and mirrors game. The site’s true purpose is to collect $46.95 from as many people as possible. And considering how popular this job is, they’re probably making a killing.”

US JOB SERVICES

KrebsOnSecurity was alerted to the data exposure by Patrick Barry, chief information officer at Charlotte, NC based Rebyc Security. Barry said he found that not only was US Job Services leaking its customer payment records in real-time and going back to 2016, but its website also leaked a log file from 2019 containing the site administrator’s contact information and credentials to the site’s back-end database.

Barry shared screenshots of that back-end database, which show the email address for the administrator of US Job Services is tab.webcoder@gmail.com. According to cyber intelligence platform Constella Intelligence, that email address is tied to the LinkedIn profile for a developer in Karachi, Pakistan named Muhammed Tabish Mirza.

A search on tab.webcoder@gmail.com at DomainTools.com reveals that email address was used to register several USPS-themed domains, including postal2017[.]com, postaljobscenter[.]com and usps-jobs[.]com.

Mr. Mirza declined to respond to questions, but the exposed database information was removed from the Internet almost immediately after KrebsOnSecurity shared the offending links.

A “Campaigns” tab on that web panel listed several advertising initiatives tied to US Job Services websites, with names like “walmart drip campaign,” “hiring activity due to virus,” “opt-in job alert SMS,” and “postal job opening.”

Another page on the US Job Services panel included a script for upselling people who call in response to email and text message solicitations, with an add-on program that normally sells for $1,200 but is being “practically given away” for a limited time, for just $49.

“There’s something else we have you can take advantage of that can help you make more money,” the script volunteers. “It’s an easy to use 12-month career development plan and program to follow that will result in you getting any job you want, not just at the post office….anywhere…and then getting promoted rapidly.”

It’s bad enough that US Job Services was leaking customer data: Constella Intelligence says the email address tied to Mr. Mirza shows up in more than a year’s worth of “bot logs” created by a malware infection from the Redline infostealer.

Constella reports that for roughly a year between 2021 and 2022, a Microsoft Windows device regularly used by Mr. Mirza and his colleagues was actively uploading all of the device’s usernames, passwords and authentication cookies to cybercriminals based in Russia.

NEXT LEVEL SUPPORT

The web-based backend for US Job Services lists more than 160 people under its “Users & Teams” tab. This page indicates that access to the consumer and payment data collected by US Job Services is currently granted to several other coders who work with Mr. Mirza in Pakistan, and to multiple executives, contractors and employees working for a call center in Murfreesboro, Tennessee.

The call center — which operates as Nextlevelsupportcenters[.]com and thenextlevelsupport[.]com — curiously has several key associates with a history of registering USPS jobs-related domain names.

The US Job Services website has more than 160 users, including most of the employees at Next Level Support.

The website for NextLevelSupport says it was founded in 2017 by a Gary Plott, whose LinkedIn profile describes him as a seasoned telecommunications industry expert. The leaked backend database for US Job Services says Plott is a current administrator on the system, along with several other Nextlevel founders listed on the company’s site.

Reached via telephone, Plott initially said his company was merely a “white label” call center that multiple clients use to interact with customers, and that the content their call center is responsible for selling on behalf of US Job Services was not produced by NextLevelSupport.

“A few years ago, we started providing support for this postal product,” Plott said. “We didn’t develop the content but agreed we would support it.”

Interestingly, DomainTools says the Gmail address used by Plott in the US Jobs system was also used to register multiple USPS job-related domains, including postaljobssite[.]com, postalwebsite[.]com, usps-nlf[.]com, usps-nla[.]com.

Asked to reconcile this with his previous statement, Plott said he never did anything with those sites but acknowledged that his company did decide to focus on the US Postal jobs market from the very beginning.

Plott said his company never refuses to issue a money-back request from a customer, because doing so would result in costly chargebacks for NextLevel (and presumably for the many credit card merchant accounts apparently set up by Mr. Mirza).

“We’ve never been deceptive,” Plott said, noting that customers of the US Job Services product receive a digital download with tips on how to handle a USPS interview, as well as unlimited free telephone support if they need it.

“We’ve never told anyone we were the US Postal Service,” Plott continued. “We make sure people fully understand that they are not required to buy this product, but we think we can help you and we have testimonials from people we have helped. But ultimately you as the customer make that decision.”

An email address in the US Job Services teams page for another user — Stephanie Dayton — was used to register the domains postalhiringreview[.]com, and postalhiringreviewboard[.]org back in 2014. Reached for comment, Ms. Dayton said she has provided assistance to Next Level Support Centers with their training and advertising, but never in the capacity as an employee.

Perhaps the most central NextLevel associate who had access to US Job Services was Russell Ramage, a telemarketer from Warner Robins, Georgia. Ramage is listed in South Carolina incorporation records as the owner of a now-defunct call center service called Smart Logistics, a company whose name appears in the website registration records for several early and long-running US Job Services sites.

According to the state of Georgia, Russell Ramage was the registered agent of several USPS job-themed companies.

The leaked records show the email address used by Ramage also registered multiple USPS jobs-related domains, including postalhiringcenter[.]com, postalhiringreviews[.]com, postaljobs-email[.]com, and postaljobssupport1[.]com.

A review of business incorporation records in Georgia indicate Ramage was the registered agent for at least three USPS-related companies over the years, including Postal Career Placement LLC, Postal Job Services Inc., and Postal Operations Inc. All three companies were founded in 2015, and are now dissolved.

An obituary dated February 2023 says Russell Ramage recently passed away at the age of 41. No cause of death was stated, but the obituary goes on to say that Russ “Rusty” Ramage was “preceded in death by his mother, Anita Lord Ramage, pets, Raine and Nola and close friends, Nicole Reeves and Ryan Rawls.”

In 2014, then 33-year-old Ryan “Jootgater” Rawls of Alpharetta, Georgia pleaded guilty to conspiring to distribute controlled substances. Rawls also grew up in Warner Robins, and was one of eight suspects charged with operating a secret darknet narcotics ring called the Farmer’s Market, which federal prosecutors said trafficked in millions of dollars worth of controlled substances.

Reuters reported that an eighth suspect in that case had died by the time of Rawls’ 2014 guilty plea, although prosecutors declined to offer further details about that. According to his obituary, Ryan Christopher Rawls died at the age of 38 on Jan. 28, 2019.

In a comment on Ramage’s memorial wall, Stephanie Dayton said she began working with Ramage in 2006.

“Our friendship far surpassed a working one, we had a very close bond and became like brother and sister,” Dayton wrote. “I loved Russ deeply and he was like family. He was truly one of the best human beings I have ever known. He was kind and sweet and truly cared about others. Never met anyone like him. He will be truly missed. RIP brother.”

The FTC and USPS note that while applicants for many entry-level postal jobs are required to take a free postal exam, the tests are usually offered only every few years in any particular district, and there are no job placement guarantees based on score.

“If applicants pass the test by scoring at least 70 out of 100, they are placed on a register, ranked by their score,” the FTC explained. “When a position becomes open, the local post office looks to the applicable register for that geographic location and calls the top three applicants. The score is only one of many criteria taken into account for employment. The exams test general aptitude, something that cannot necessarily be increased by studying.”

The FTC says anyone interested in a job at the USPS should inquire at their local postal office, where applicants generally receive a free packet of information about required exams. More information about job opportunities at the postal service is available at the USPS’s careers website.

Michael Martel, spokesperson for the United States Postal Inspection Service, said in a written statement that the USPS has no affiliation with the websites or companies named in this story.

“To learn more about employment with USPS, visit USPS.com/careers,” Martel wrote. “If you are the victim of a crime online report it to the FBI’s Internet Crime Complaint Center (IC3) at www.ic3.gov. To report fraud committed through or toward the USPS, its employees, or customers, report it to the United States Postal Inspection Service (USPIS) at www.uspis.gov/report.”

Google Suspends Chinese E-Commerce App Pinduoduo Over Malware

Google says it has suspended the app for the Chinese e-commerce giant Pinduoduo after malware was found in versions of the software. The move comes just weeks after Chinese security researchers published an analysis suggesting the popular e-commerce app sought to seize total control over affected devices by exploiting multiple security vulnerabilities in a variety of Android-based smartphones.

In November 2022, researchers at Google’s Project Zero warned about active attacks on Samsung mobile phones which chained together three security vulnerabilities that Samsung patched in March 2021, and which would have allowed an app to add or read any files on the device.

Google said it believes the exploit chain for Samsung devices belonged to a “commercial surveillance vendor,” without elaborating further. The highly technical writeup also did not name the malicious app in question.

On Feb. 28, 2023, researchers at the Chinese security firm DarkNavy published a blog post purporting to show evidence that a major Chinese ecommerce company’s app was using this same three-exploit chain to read user data stored by other apps on the affected device, and to make its app nearly impossible to remove.

DarkNavy likewise did not name the app they said was responsible for the attacks. In fact, the researchers took care to redact the name of the app from multiple code screenshots published in their writeup. DarkNavy did not respond to requests for clarification.

“At present, a large number of end users have complained on multiple social platforms,” reads a translated version of the DarkNavy blog post. “The app has problems such as inexplicable installation, privacy leakage, and inability to uninstall.”

Update, March 27, 1:24 p.m. ET: Dan Goodin over at Ars Technica has an important update on this story that indicates the Pinduoduo code was exploiting a zero-day vulnerability in Android — not Samsung. From that piece:

“A preliminary analysis by Lookout found that at least two off-Play versions of Pinduoduo for Android exploited CVE-2023-20963, the tracking number for an Android vulnerability Google patched in updates that became available to end users two weeks ago. This privilege-escalation flaw, which was exploited prior to Google’s disclosure, allowed the app to perform operations with elevated privileges. The app used these privileges to download code from a developer-designated site and run it within a privileged environment.

“The malicious apps represent “a very sophisticated attack for an app-based malware,” Christoph Hebeisen, one of three Lookout researchers who analyzed the file, wrote in an email. “In recent years, exploits have not usually been seen in the context of mass-distributed apps. Given the extremely intrusive nature of such sophisticated app-based malware, this is an important threat mobile users need to protect against.”

On March 3, 2023, a denizen of the now-defunct cybercrime community BreachForums posted a thread which noted that a unique component of the malicious app code highlighted by DarkNavy also was found in the ecommerce application whose name was apparently redacted from the DarkNavy analysis: Pinduoduo.

A Mar. 3, 2023 post on BreachForums, comparing the redacted code from the DarkNavy analysis with the same function in the Pinduoduo app available for download at the time.

On March 4, 2023, e-commerce expert Liu Huafang posted on the Chinese social media network Weibo that Pinduoduo’s app was using security vulnerabilities to gain market share by stealing user data from its competitors. That Weibo post has since been deleted.

On March 7, the newly created Github account Davinci1010 published a technical analysis claiming that until recently Pinduoduo’s source code included a “backdoor,” a hacking term used to describe code that allows an adversary to remotely and secretly connect to a compromised system at will.

That analysis includes links to archived versions of Pinduoduo’s app released before March 5 (version 6.50 and lower), which is when Davinci1010 says a new version of the app removed the malicious code.

Pinduoduo has not yet responded to requests for comment. Pinduoduo parent company PDD Holdings told Reuters Google has not shared details about why it suspended the app.

The company told CNN that it strongly rejects “the speculation and accusation that Pinduoduo app is malicious just from a generic and non-conclusive response from Google,” and said there were “several apps that have been suspended from Google Play at the same time.”

Pinduoduo is among China’s most popular e-commerce platforms, boasting approximately 900 million monthly active users.

Most of the news coverage of Google’s move against Pinduoduo emphasizes that the malware was found in versions of the Pinduoduo app available outside of Google’s app store — Google Play.

“Off-Play versions of this app that have been found to contain malware have been enforced on via Google Play Protect,” a Google spokesperson said in a statement to Reuters, adding that the Play version of the app has been suspended for security concerns.

However, Google Play is not available to consumers in China. As a result, the app will still be available via other mobile app stores catering to the Chinese market — including those operated by Huawei, Oppo, Tencent and VIVO.

Google said its ban did not affect the PDD Holdings app Temu, which is an online shopping platform in the United States. According to The Washington Post, four of the Apple App Store’s 10 most-downloaded free apps are owned by Chinese companies, including Temu and the social media network TikTok.

The Pinduoduo suspension comes as lawmakers in Congress this week are gearing up to grill the CEO of TikTok over national security concerns. TikTok, which is owned by Beijing-based ByteDance, said last month that it now has roughly 150 million monthly active users in the United States.

Highlights from the New U.S. Cybersecurity Strategy

The Biden administration today issued its vision for beefing up the nation’s collective cybersecurity posture, including calls for legislation establishing liability for software products and services that are sold with little regard for security. The White House’s new national cybersecurity strategy also envisions a more active role by cloud providers and the U.S. military in disrupting cybercriminal infrastructure, and it names China as the single biggest cyber threat to U.S. interests.

The strategy says the White House will work with Congress and the private sector to develop legislation that would prevent companies from disavowing responsibility for the security of their software products or services.

Coupled with this stick would be a carrot: An as-yet-undefined “safe harbor framework” that would lay out what these companies could do to demonstrate that they are making cybersecurity a central concern of their design and operations.

“Any such legislation should prevent manufacturers and software publishers with market power from fully disclaiming liability by contract, and establish higher standards of care for software in specific high-risk scenarios,” the strategy explains. “To begin to shape standards of care for secure software development, the Administration will drive the development of an adaptable safe harbor framework to shield from liability companies that securely develop and maintain their software products and services.”

Brian Fox, chief technology officer and founder of the software supply chain security firm Sonatype, called the software liability push a landmark moment for the industry.

“Market forces are leading to a race to the bottom in certain industries, while contract law allows software vendors of all kinds to shield themselves from liability,” Fox said. “Regulations for other industries went through a similar transformation, and we saw a positive result — there’s now an expectation of appropriate due care, and accountability for those who fail to comply. Establishing the concept of safe harbors allows the industry to mature incrementally, leveling up security best practices in order to retain a liability shield, versus calling for sweeping reform and unrealistic outcomes as previous regulatory attempts have.”

THE MOST ACTIVE, PERSISTENT THREAT

In 2012 (approximately three national cyber strategies ago), then director of the U.S. National Security Agency (NSA) Keith Alexander made headlines when he remarked that years of successful cyber espionage campaigns from Chinese state-sponsored hackers represented “the greatest transfer of wealth in history.”

The document released today says the People’s Republic of China (PRC) “now presents the broadest, most active, and most persistent threat to both government and private sector networks,” and says China is “the only country with both the intent to reshape the international order and, increasingly, the economic, diplomatic, military, and technological power to do so.”

Many of the U.S. government’s efforts to restrain China’s technology prowess involve ongoing initiatives like the CHIPS Act, a new law signed by President Biden last year that sets aside more than $50 billion to expand U.S.-based semiconductor manufacturing and research and to make the U.S. less dependent on foreign suppliers; the National Artificial Intelligence Initiative; and the National Strategy to Secure 5G.

As the maker of most consumer gizmos with a computer chip inside, China is also the source of an incredible number of low-cost Internet of Things (IoT) devices that are not only poorly secured, but are probably more accurately described as insecure by design.

The Biden administration said it would continue its previously announced plans to develop a system of labeling that could be applied to various IoT products and give consumers some idea of how secure the products may be. But it remains unclear how those labels might apply to products made by companies outside of the United States.

FIGHTING BADNESS IN THE CLOUD

One could convincingly make the case that the world has witnessed yet another historic transfer of wealth and trade secrets over the past decade — in the form of ransomware and data ransom attacks by Russia-based cybercriminal syndicates, as well as Russian intelligence agency operations like the U.S. government-wide Solar Winds compromise.

On the ransomware front, the White House strategy seems to focus heavily on building the capability to disrupt the digital infrastructure used by adversaries that are threatening vital U.S. cyber interests. The document points to the 2021 takedown of the Emotet botnet — a cybercrime machine that was heavily used by multiple Russian ransomware groups — as a model for this activity, but says those disruptive operations need to happen faster and more often.

To that end, the Biden administration says it will expand the capacity of the National Cyber Investigative Joint Task Force (NCIJTF), the primary federal agency for coordinating cyber threat investigations across law enforcement agencies, the intelligence community, and the Department of Defense.

“To increase the volume and speed of these integrated disruption campaigns, the Federal Government must further develop technological and organizational platforms that enable continuous, coordinated operations,” the strategy observes. “The NCIJTF will expand its capacity to coordinate takedown and disruption campaigns with greater speed, scale, and frequency. Similarly, DoD and the Intelligence Community are committed to bringing to bear their full range of complementary authorities to disruption campaigns.”

The strategy anticipates the U.S. government working more closely with cloud and other Internet infrastructure providers to quickly identify malicious use of U.S.-based infrastructure, share reports of malicious use with the government, and make it easier for victims to report abuse of these systems.

“Given the interest of the cybersecurity community and digital infrastructure owners and operators in continuing this approach, we must sustain and expand upon this model so that collaborative disruption operations can be carried out on a continuous basis,” the strategy argues. “Threat specific collaboration should take the form of nimble, temporary cells, comprised of a small number of trusted operators, hosted and supported by a relevant hub. Using virtual collaboration platforms, members of the cell would share information bidirectionally and work rapidly to disrupt adversaries.”

But here, again, there is a carrot-and-stick approach: The administration said it is taking steps to implement Executive Order (EO) 13984 –issued by the Trump administration in January 2021 — which requires cloud providers to verify the identity of foreign persons using their services.

“All service providers must make reasonable attempts to secure the use of their infrastructure against abuse or other criminal behavior,” the strategy states. “The Administration will prioritize adoption and enforcement of a risk-based approach to cybersecurity across Infrastructure-as-a-Service providers that addresses known methods and indicators of malicious activity including through implementation of EO 13984.”

Ted Schlein, founding partner of the cybersecurity venture capital firm Ballistic Ventures, said how this gets implemented will determine whether it can be effective.

“Adversaries know the NSA, which is the elite portion of the nation’s cyber defense, cannot monitor U.S.-based infrastructure, so they just use U.S.-based cloud infrastructure to perpetrate their attacks,” Schlein said. “We have to fix this. I believe some of this section is a bit pollyannaish, as it assumes a bad actor with a desire to do a bad thing will self-identify themselves, as the major recommendation here is around KYC (‘know your customer’).”

INSURING THE INSURERS

One brief but interesting section of the strategy titled “Explore a Federal Cyber Insurance Backdrop” contemplates the government’s liability and response to a too-big-to-fail scenario or “catastrophic cyber incident.”

“We will explore how the government can stabilize insurance markets against catastrophic risk to drive better cybersecurity practices and to provide market certainty when catastrophic events do occur,” the strategy reads.

When the Bush administration released the first U.S. national cybersecurity strategy 20 years ago after the 9/11 attacks, the popular term for that same scenario was a “digital Pearl Harbor,” and there was a great deal of talk then about how the cyber insurance market would soon help companies shore up their cybersecurity practices.

In the wake of countless ransomware intrusions, many companies now hold cybersecurity insurance to help cover the considerable costs of responding to such intrusions. Leaving aside the question of whether insurance coverage has helped companies improve security, what happens if every one of these companies has to make a claim at the same time?

The notion of a Digital Pearl Harbor incident struck many experts at the time as a hyperbolic justification for expanding the government’s digital surveillance capabilities, and an overstatement of the capabilities of our adversaries. But back in 2003, most of the world’s companies didn’t host their entire business in the cloud.

Today, nobody questions the capabilities, goals and outcomes of dozens of nation-state level cyber adversaries. And these days, a catastrophic cyber incident could be little more than an extended, simultaneous outage at multiple cloud providers.

New Protections for Food Benefits Stolen by Skimmers

Millions of Americans receiving food assistance benefits just earned a new right that they can’t yet enforce: The right to be reimbursed if funds on their Electronic Benefit Transfer (EBT) cards are stolen by card skimming devices secretly installed at cash machines and grocery store checkout lanes.

On December 29, 2022, President Biden signed into law the Consolidated Appropriations Act of 2023, which — for the first time ever — includes provisions for the replacement of stolen EBT benefits. This is a big deal because in 2022, organized crime groups began massively targeting EBT accounts — often emptying affected accounts at ATMs immediately after the states disperse funds each month.

EBT cards can be used along with a personal identification number (PIN) to pay for goods at participating stores, and to withdraw cash from an ATM. However, EBT cards differ from debit cards issued to most Americans in two important ways. First, most states do not equip EBT cards with smart chip technology, which can make the cards more difficult and expensive for skimming thieves to clone.

More critically, EBT participants traditionally have had little hope of recovering food assistance funds when their cards were copied by card-skimming devices and used for fraud. That’s because while the EBT programs are operated by individually by the states, those programs are funded by the U.S. Department of Agriculture (USDA), which until late last year was barred from reimbursing states for stolen EBT funds.

The protections passed in the 2023 Appropriations Act allow states to use federal funds to replace stolen EBT benefits, and they permit states to seek reimbursement for any skimmed EBT funds they may have replaced from their own coffers (dating back to Oct. 1, 2022).

But first, all 50 states must each submit a plan for how they are going to protect and replace food benefits stolen via card skimming. Guidance for the states in drafting those plans was issued by the USDA on Jan. 31 (PDF), and states that don’t get them done before Feb. 27, 2023 risk losing the ability to be reimbursed for EBT fraud losses.

Deborah Harris is a staff attorney at The Massachusetts Law Reform Institute (MLRI), a nonprofit legal assistance organization that has closely tracked the EBT skimming epidemic. In November 2022, the MLRI filed a class-action lawsuit against Massachusetts on behalf of thousands of low-income families who were collectively robbed of more than $1 million in food assistance benefits by card skimming devices secretly installed at cash machines and grocery store checkout lanes across the state.

Harris said she’s pleased that the USDA guidelines were issued so promptly, and that the guidance for states was not overly prescriptive. For example, some security experts have suggested that adding contactless capability to EBT cards could help participants avoid skimming devices altogether. But Harris said contactless cards do not require a PIN, which is the only thing that stops EBT cards from being drained at the ATM when a participant’s card is lost or stolen.

Then again, nothing in the guidance even mentions chip-based cards, or any other advice for improving the physical security of EBT cards. Rather, it suggests states should seek to develop the capability to perform basic fraud detection and alerting on suspicious transactions, such as when an EBT card that is normally used only in one geographic area suddenly is used to withdraw cash at an ATM halfway across the country.

“Besides having the states move fast to approve their plans, we’d also like to see a focused effort to move states from magstripe-only cards to chip, and also assisting states to develop the algorithms that will enable them to identify likely incidents of stolen benefits,” Harris said.

Harris said Massachusetts has begun using algorithms to look for these suspicious transaction patterns throughout its EBT network, and now has the ability to alert households and verify transactions. But she said most states do not have this capability.

“We have heard that other states aren’t currently able to do that,” Harris said. “But encouraging states to more affirmatively identify instances of likely theft and assisting with the claims and verification process is critical. Most households can’t do that on their own, and in Massachusetts it’s very hard for a person to get a copy of their transaction history. Some states can do that through third-party apps, but something so basic should not be on the burden of EBT households.”

Some states aren’t waiting for direction from the federal government to beef up EBT card security. Like Maryland, which identified more than 1,400 households hit by EBT skimming attacks last year — a tenfold increase over 2021.

Advocates for EBT beneficiaries in Maryland are backing Senate Bill 401 (PDF), which would require the use of chip technology and ongoing monitoring for suspicious activity (a hearing on SB401 is scheduled in the Maryland Senate Finance Commission for Thursday, Feb. 23, at 1 p.m.).

Michelle Salomon Madaio is a director at the Homeless Persons Representation Project, a legal assistance organization based in Silver Spring, Md. Madaio said the bill would require the state Department of Human Services to replace skimmed benefits, not only after the bill goes into effect but also retroactively from January 2020 to the present.

Madaio said the bill also would require the state to monitor for patterns of suspicious activity on EBT cards, and to develop a mechanism to contact potentially affected households.

“For most of the skimming victims we’ve worked with, the fraudulent transactions would be pretty easy to spot because they mostly happened in the middle of the night or out of state, or both,” Madaio said. “To make matters worse, a lot of families whose benefits were scammed then incurred late fees on many other things as a result.”

It is not difficult to see why organized crime groups have pounced on EBT cards as easy money. In most traditional payment card transactions, there are usually several parties that have a financial interest in minimizing fraud and fraud losses, including the bank that issued the card, the card network (Visa, MasterCard, Discover, etc.), and the merchant.

But that infrastructure simply does not exist within state EBT programs, and it certainly isn’t a thing at the inter-state level. What that means is that the vast majority of EBT cards have zero fraud controls, which is exactly what continues to make them so appealing to thieves.

For now, the only fraud controls available to most EBT cardholders include being especially paranoid about where they use their cards, and frequently changing their PINs.

According to USDA guidance issued prior to the passage of the appropriations act, EBT cardholders should consider changing their card PIN at least once a month.

“By changing PINs frequently, at least monthly, and doing so before benefit issuance dates, households can minimize their risk of stolen benefits from a previously skimmed EBT card,” the USDA advised.

When the Internet Engineering Task Force (IETF) announced the TLS 1.3 standard in RFC 8446 in August 2018, plenty of tools and utilities were already supporting it (even as early as the year prior, some web browsers had implemented it as their default standard, only having to roll it back due to compatibility issues. Needless to say, the rollout was not perfect).

Toward the end of 2018, EMA conducted a survey of customers regarding their TLS 1.3 implementation and migration plans. In the January 2019 report, EMA concluded:

Whether they feel they have no choice but to enable TLS 1.3 because major web server and browser vendors have already pushed ahead with it or because they need to keep pace with the industry as it embraces the new standard is unclear. What is clear is that security practitioners see the new standard as offering greater privacy and end-to-end data security for their organizations, and that the long wait for its advancement is over.

When EMA asked many of the same questions in an updated survey of 204 technology and business leaders toward the end of 2022, they found that nearly all the conclusions in the 2018/2019 report still hold true today. Here are the three biggest takeaways from this most recent survey:

  • Remote work, regulatory and vendor controls, and improved data security are drivers. With all the attention paid to data security and privacy standards over the past few years, it is little wonder that improved data security and privacy were primary drivers for implementation – and those goals were generally achieved with TLS 1.3. The push for remote working has also increased TLS 1.3 adoption because security teams are looking for better ways for remote workers (76% using) and third-party vendors (64% using) to access sensitive data.
  • Resource and implementation costs are significant. Eighty-seven percent that have implemented TLS 1.3 require some level of infrastructure changes to accommodate the update. As organizations update their network infrastructure and security tools, migration to TLS 1.3 becomes more realistic, but it is a difficult pill to swallow for many organizations to revamp their network topology due to this update. Over time, organizations will adopt TLS 1.3 for no other reason than existing technologies being depreciated – but that continues to be a slow process. There is also a real consideration about the human resources available to implement a project with very little perceived business value (81%), causing workload increases to thinly stretched security staff. Again, this will likely change as the technology changes and improves, but competing business needs will take a higher priority.
  • Visibility and monitoring considerations remain the biggest obstacle to adoption. Even with vendor controls and regulatory requirements, many organizations have delayed implementing TLS 1.3 for the significant upheaval that it would cause with their security and monitoring plans within their environment. Even with improved technologies (since the first announcement of TLS 1.3), organizations still cannot overcome these challenges. Organizations are evaluating the risks and compensating controls when it comes to delaying the implementation, and they continue to evaluate stop-gap solutions that are easier and less intrusive to implement than TLS 1.3 while road-mapping their eventual TLS 1.3 migration.

While regulatory frameworks and vendor controls continue to push the adoption of the TLS 1.3 standard, adoption still comes with a significant price tag – one that many organizations are just not yet ready or able to consume. Technology improvements will increase rates of adoption over time, such as Cisco Secure Firewall’s ability to decrypt and inspect encrypted traffic. More recent and unique technologies, like Cisco’s encrypted visibility engine, allow the firewall to recognize attack patterns in encrypted traffic without decryption. This latter functionality preserves performance and privacy of the encrypted flows without sacrificing the visibility and monitoring that 94% of respondents were concerned about.

What Are Tailgating Attacks and How to Protect Yourself From Them

Whether you’re spending time on the web or working in the office, you want peace of mind knowing that you are in a safe environment. While most of us know to take precautions when online — protecting ourselves from things like phishing attacks and other cyber threats — we should also attend to our physical security. 

One concern is tailgating — a social engineering attack where someone gets physical access to a business to take confidential information or do other harm. 

Here are some ways to protect yourself from tailgating attacks, such as an unauthorized person following you into a restricted area while on the job. 

What is a tailgating attack?

Tailgating is a type of social engineering attack where an unauthorized person gains physical access to an off-limits location — perhaps a password-protected area — where they might steal sensitive information, damage property, compromise user credentials or even install malware on computers. 

Piggybacking” is closely related to tailgating, but it involves consent from the duped employee. So, while a worker might be unaware that someone has tailgated them into a restricted area with piggybacking, the hacker might convince a worker to provide access because they are posing as, say, a delivery driver. 

Who’s at risk of tailgating attacks?

Companies, particularly at risk of being targeted by tailgating scams, include those: 

  • With many employees, often moving inside and out of the premises 
  • With multiple entrance points into a building 
  • That receive deliveries of food, packages, documents, and other things regularly 
  • That have many subcontractors working for them 
  • Where employees aren’t thoroughly trained in physical and cybersecurity protocols 

Generally speaking, companies with robust security systems in place — including using biometrics, badges, or other identity and information security measures — are better protected from tailgating and piggybacking attacks.  

But that’s not to say that some smooth-talking fraudster can’t talk someone into letting them in or finding some way around those protections. 

What are common tailgating methods?

Common types of tailgating attacks that you should be aware of on the job include:  

  • Someone walking behind you into a secure area, depending on your common courtesy to keep the door open for them 
  • A courier or delivery driver who aren’t what they seem 
  • Someone with their hands full of items to trick you into opening the door for them 
  • A person who claims they’ve lost their work ID or forgotten it at home, so that you grant them admittance 

How to protect yourself from tailgating attacks 

Protecting yourself from tailgating attacks is partly a matter of learning about the issue, raising your level of awareness on the job, and depending on your employer, putting in place more effective security systems.  

Some solutions include: 

Increased security training

Many companies know how to train employees to recognize, avoid, and cope with online security issues but may forget to provide the same diligence to physical security. How to spot and deal with threats should be part of this training, plus cultivating an awareness of surroundings and people who might be out of place.   

Management should offer a clearly stated security policy taught to everyone, which might insist that no one be allowed into a secure area without the proper pass or identification. As the security policy is updated, all employees should be aware of changes and additions. 

These security measures should be part of an overall protection program, like McAfee+, which includes antivirus software, a firewall, identity monitoring, password management, web protection, and more. 

Smart badges and cards

If you have a large business spread over several floors, it can be hard for employees to know who works there and who doesn’t, leaving them susceptible to tailgating and piggybacking attacks. Requiring smart badges and cards to access restricted areas can help cut back on unauthorized intrusions and provide better access control. 

Building fully staffed reception areas with dedicated security personnel could also be part of a larger security system. 

Biometric scanners

Biometric scanners are an even more advanced way to provide proper authentication for a worker’s identity. They scan a unique physical or audible feature of a person and compare it to a database for approved personnel.  

Examples of biometric security include: 

  • Voice recognition 
  • Iris recognition 
  • Fingerprint scans 
  • Facial recognition 
  • Heart-rate sensors 

Understanding social engineering

One reason people are vulnerable to physical and cyberattacks is that they lack education on social engineering and the kinds of threats it poses.  

Workers need to understand the full range of social engineering techniques and know-how to protect themselves, whether in their social media accounts or physical work environment.  

For their part, companies can use simulated phishing emails and tailgating attacks to raise awareness and underline how to follow protocols in dealing with them. 

Video surveillance

What Counts as “Good Faith Security Research?”

The U.S. Department of Justice (DOJ) recently revised its policy on charging violations of the Computer Fraud and Abuse Act (CFAA), a 1986 law that remains the primary statute by which federal prosecutors pursue cybercrime cases. The new guidelines state that prosecutors should avoid charging security researchers who operate in “good faith” when finding and reporting vulnerabilities. But legal experts continue to advise researchers to proceed with caution, noting the new guidelines can’t be used as a defense in court, nor are they any kind of shield against civil prosecution.

In a statement about the changes, Deputy Attorney General Lisa O. Monaco said the DOJ “has never been interested in prosecuting good-faith computer security research as a crime,” and that the new guidelines “promote cybersecurity by providing clarity for good-faith security researchers who root out vulnerabilities for the common good.”

What constitutes “good faith security research?” The DOJ’s new policy (PDF) borrows language from a Library of Congress rulemaking (PDF) on the Digital Millennium Copyright Act (DMCA), a similarly controversial law that criminalizes production and dissemination of technologies or services designed to circumvent measures that control access to copyrighted works. According to the government, good faith security research means:

“…accessing a computer solely for purposes of good-faith testing, investigation, and/or correction of a security flaw or vulnerability, where such activity is carried out in a manner designed to avoid any harm to individuals or the public, and where the information derived from the activity is used primarily to promote the security or safety of the class of devices, machines, or online services to which the accessed computer belongs, or those who use such devices, machines, or online services.”

“Security research not conducted in good faith — for example, for the purpose of discovering security holes in devices, machines, or services in order to extort the owners of such devices, machines, or services — might be called ‘research,’ but is not in good faith.”

The new DOJ policy comes in response to a Supreme Court ruling last year in Van Buren v. United States (PDF), a case involving a former police sergeant in Florida who was convicted of CFAA violations after a friend paid him to use police resources to look up information on a private citizen.

But in an opinion authored by Justice Amy Coney Barrett, the Supreme Court held that the CFAA does not apply to a person who obtains electronic information that they are otherwise authorized to access and then misuses that information.

Orin Kerr, a law professor at University of California, Berkeley, said the DOJ’s updated policy was expected given the Supreme Court ruling in the Van Buren case. Kerr noted that while the new policy says one measure of “good faith” involves researchers taking steps to prevent harm to third parties, what exactly those steps might constitute is another matter.

“The DOJ is making clear they’re not going to prosecute good faith security researchers, but be really careful before you rely on that,” Kerr said. “First, because you could still get sued [civilly, by the party to whom the vulnerability is being reported], but also the line as to what is legitimate security research and what isn’t is still murky.”

Kerr said the new policy also gives CFAA defendants no additional cause for action.

“A lawyer for the defendant can make the pitch that something is good faith security research, but it’s not enforceable,” Kerr said. “Meaning, if the DOJ does bring a CFAA charge, the defendant can’t move to dismiss it on the grounds that it’s good faith security research.”

Kerr added that he can’t think of a CFAA case where this policy would have made a substantive difference.

“I don’t think the DOJ is giving up much, but there’s a lot of hacking that could be covered under good faith security research that they’re saying they won’t prosecute, and it will be interesting to see what happens there,” he said.

The new policy also clarifies other types of potential CFAA violations that are not to be charged. Most of these include violations of a technology provider’s terms of service, and here the DOJ says “violating an access restriction contained in a term of service are not themselves sufficient to warrant federal criminal charges.” Some examples include:

-Embellishing an online dating profile contrary to the terms of service of the dating website;
-Creating fictional accounts on hiring, housing, or rental websites;
-Using a pseudonym on a social networking site that prohibits them;
-Checking sports scores or paying bills at work.

ANALYSIS

Kerr’s warning about the dangers that security researchers face from civil prosecution is well-founded. KrebsOnSecurity regularly hears from security researchers seeking advice on how to handle reporting a security vulnerability or data exposure. In most of these cases, the researcher isn’t worried that the government is going to come after them: It’s that they’re going to get sued by the company responsible for the security vulnerability or data leak.

Often these conversations center around the researcher’s desire to weigh the rewards of gaining recognition for their discoveries with the risk of being targeted with costly civil lawsuits. And almost just as often, the source of the researcher’s unease is that they recognize they might have taken their discovery just a tad too far.

Here’s a common example: A researcher finds a vulnerability in a website that allows them to individually retrieve every customer record in a database. But instead of simply polling a few records that could be used as a proof-of-concept and shared with the vulnerable website, the researcher decides to download every single file on the server.

Not infrequently, there is also concern because at some point the researcher suspected that their automated activities might have actually caused stability or uptime issues with certain services they were testing. Here, the researcher is usually concerned about approaching the vulnerable website or vendor because they worry their activities may already have been identified internally as some sort of external cyberattack.

What do I take away from these conversations? Some of the most trusted and feared security researchers in the industry today gained that esteem not by constantly taking things to extremes and skirting the law, but rather by publicly exercising restraint in the use of their powers and knowledge — and by being effective at communicating their findings in a way that maximizes the help and minimizes the potential harm.

If you believe you’ve discovered a security vulnerability or data exposure, try to consider first how you might defend your actions to the vulnerable website or vendor before embarking on any automated or semi-automated activity that the organization might reasonably misconstrue as a cyberattack. In other words, try as best you can to minimize the potential harm to the vulnerable site or vendor in question, and don’t go further than you need to prove your point.

Revisiting the Session: The Potential for Shared Signals

Sometimes in order to move forward effectively, it’s good to take stock of where we’ve been. In this blog, we’ll review a concept that has been foundational to networking and cybersecurity from the beginning: the session. Why focus on the session? As the philosophy of Zero Trust is adopted more broadly in the security industry, it’s important to understand the building blocks of access. The session is a fundamental component of access to any resource.  

To get things started, let’s start with a definition. A simple definition of a session might be: “a period of time devoted to a particular activity.” Not so bad, but the complexity for internet and network security springs from scoping the “particular activity.”  

The internet exists on top of a standardized suite of protocols that govern how data can be transmitted or exchanged between different entities. This suite, now generally referred to as the TCP/IP stack, is comprised of four distinct layers that delineate how data flows between networked resources. This is where the scoping of a session becomes obscure. The “particular activity” could refer to the network layer, which is responsible for establishing communications between the actual physical networks. Or, perhaps the activity refers to the Internet layer, which ensures the packets of data reach their destinations across network boundaries. The activity could also be the transport layer, responsible for the reliability of end-to-end communication across the network. It could also be referencing the application layer, the highest layer of the TCP/IP stack, which is responsible for the interface and protocols used by applications and users. For the familiar, these layers were originally defined in the OSI model.  

TC/IP Stack

This layering framework works well for establishing the distinct session types and how we can begin to protect them.  However, the rise of cloud-based services means we must now also look at how sessions are defined in relation to the cloud — especially as we look to provide security and access controls.  At the application layer, we now have client devices with web browsers and applications that communicate to a cloud service.  Additionally, cloud services can be one or a combination of SaaS, PaaS and IaaS, each defining their own session and thus access.   

With all the different classes of sessions, there are different mechanisms and protocols by which authentication and authorization are employed to eventually provide that access.  All sessions use some type of account or credential to authenticate and evaluate a set of variables to determine authorization or access.  Some of these variables may also be similar across different sessions. For example, an enterprise may evaluate the device’s security posture (e.g. it is running the latest OS patches) as a variable to grant access at both the network and application layer. Similarly, the same username and password may be used across different session layers.   

However, each layer might also use distinct and specific variables to evaluate the appropriate access level.  For instance, the network interface layer may want to ensure cryptographic compliance of the network interfaces. A cloud service may evaluate geographical or regional compliance.  The common practice today is to have every session layer act alone to make its own access decision.  

Let’s take a step back and review.  

  • We’ve established that there are many types of sessions, and the definitions are only expanding as cloud services become more prominent.  
  • We’ve established that securing each type of session is important, yet in most cases each distinct session is evaluating a Venn diagram of variables, some common across session types, yet others specific to a particular session definition.  
  • Finally, each session layer typically makes its own access evaluation. 

Now, let’s explore something new: what if the variables and access evaluation outcomes were shared seamlessly across session layers? 

What if recent network context and activity were used to inform cloud access decisions? Or, recent user access decisions across the network layers be used to inform cloud application controls?  Think about the enhanced resilience provided if network-based risk signal like packet information could be appropriately mapped and shared with the cloud application layer. Sharing information across session boundaries provides more robust fulfillment of Zero Trust principles by striving to evaluate security context as holistically as possible at the time of access.  

In order to build a future where security decisions are informed by broader and continuous context, we’ll need tools and protocols that help us bridge tools and map data across them.  To provide improved access and security, both the bridge and the correct mapping must be in place.  It’s one thing to get the data transferred to another tool, it’s quite another to map that data into relevance for the new tool. For example, how do we map a privileged application credential to a device? And, then how do we map relevant context across systems?  

The good news is that work is starting to enable a future where regardless of session definition, security context can be mapped and shared. Protocols such as the Shared Signals and Events and the Open Policy Agent are evolving to enable timely and dynamic signal sharing between tools, but they are nascent and broader adoption is required.  Cisco has already contributed a technical reference architecture as a guide for Shared Signals and Events. We hope that by accelerating the adoption of these standards the industry gets one step closer to actively sharing relevant security context across OSI layers. While the road ahead won’t be easy, we think the sharing signals will make for a more resilient and robust security future.

Smarter Homes & Gardens: Protecting the Smart Devices in Your Home

Outfitting your smart home could get a whole lot easier this year. 

A new industry standard called Matter aims to remove a big barrier in smart home technology, one that makes different smart home devices compatible with any smart home platform—something that wasn’t possible until now. 

For years, different smart home devices have run on several different competing platforms, such as Amazon Alexa, Apple HomeKit, Google Assistant, or Samsung SmartThings. And put plainly, those different platforms didn’t work with each other. And that was unfortunate. After all, the vision for the smart home was to run everything from lights, appliances, doorbell cameras, and all kinds of connected things in your home from a central set of controls, regardless of device manufacturer or platform. 

But that hasn’t been the case, and this lack of compatibility created some headaches for homeowners. They’ve had to choose between one smart home platform over another and then only use smart devices built for that platform. For example, if you’re running a bunch of devices on Apple HomeKit and find a great deal on a new Samsung smart refrigerator with Alexa built-in, you’re pretty much out of luck if you want those devices to all work together as one in your smart home. The result is that consumers have had to check the fine print to see what’s compatible with what when shopping for smart devices. Again, a real headache. 

Matter aims to take care of that. It’s hailed as a unifying technology that will make all those devices work together. Right now, the first wave of Matter-enabled devices is on track for a mid-year launch, which means we may finally see that vision of a smart home come true—a place where all your connected stuff works together with just the sound of your voice or a tap on your phone. 

With that, let’s take a closer look at the new Matter protocol and what it offers, along with a look at security and privacy for smart home devices in general. 

How does Matter work with connected homes?

Without getting too technical about it, Matter is designed to create a more energy-efficient, secure, and reliable network for your smart home devices. Additionally, it’s designed to run independently of your internet connection, so if your internet goes out, you can still control your smart devices locally—from the app or device of your choice. 

The tech industry looks like they’re very much on board. Matter is led by the Connectivity Standards Alliance, a body of more than 200 technology companies working together to create this new standard. And if you’re wondering Amazon, Apple, Google, and Samsung are among the many members of this alliance. If the launch goes as planned, you can expect to see Matter-enabled devices and the Matter logo on several new products by the middle of the year. 

Additionally, several companies have announced that they will provide an upgrade path for existing products so that their existing customers don’t have to scrap their current smart home devices to take advantage of Matter. 

Security and privacy in your smart home 

In all, the idea is exciting. What remains to be seen is how security and privacy matters are handled, not only by the network but by the devices on it. 

As far as security goes, Matter uses a combination of encryption and blockchain technology to secure transmitted data and ensure that only the devices you trust can use the network. Considering that you may be heating your home, warming up your oven, or even locking your front door, security features like these only make sense.  

Yet looking beyond Matter and thinking about connected homes more broadly, there are a few question marks when it comes to privacy.  

Imagine for a moment what a highly connected home might look like—and all the data those connections will generate. That data will show what time of day your front door tends to unlock and lock when family members go to and from work, school, or what have you. It’ll also show when you tend to turn on your lights, cook your dinner, or turn on the house alarm for the night.  

Over time, all this data can piece together a picture of your comings and goings during a typical week. Shy of a bad actor physically casing out your home over several days, data like this simply hasn’t existed until the age of the connected home. If that data goes unprotected or if the devices creating it don’t give you some control over it, the privacy risks will run high.  

Moreover, data privacy policies come into play here as well. As consumers like us are very much aware these days, not every company treats your data the same way. Some companies have different policies around what data they may collect and then what they do with that data—like cloud sites for other smart devices, government agencies, insurance companies, law enforcement, data aggregators, data banks, social media sites, and others according to findings published by some industry groups. In a smart home that’s kitted out with devices from five, seven, or even more different manufacturers, that are multiple privacy policies in play—each of which may view and treat your private data in their own way. That’s potentially volumes of your data circulating out there, potentially in ways you aren’t aware of or that give you any control over its use. 

Of course, the issue of data privacy is nothing new and certainly not specific to smart devices. Already, the dozens of different apps and services we use as we go about our day have their own data privacy policies as well. Devices in a smart home only add to that mix, which is worth considering in our already highly connected lives. 

Protecting your smart home 

As I write this, Matter has yet to be released. Yet if you already have some smart devices in your home, you may be wondering how to make your connected home safer. Let’s take a look at a few of the things you can do to protect your smart devices and the home network they’re running on. 

Grab online protection for your smartphone 

Many smart home devices use a smartphone as a sort of remote control, not to mention as a place for gathering, storing, and sharing data. So whether you’re an Android owner or iOS owner, protect your smartphone so you can protect the things it accesses and controls—and the data stored on it too.  

Set strong, unique passwords for your smart home devices 

Early on when the first sets of smart home devices rolled out, some found themselves open to attack because they come with a default username and password, which hackers often publish on the internet as part of massive listings. (Baby monitors are a classic example.) And it remains an issue today. When you purchase any IoT device, set a fresh password using a strong method of password creation. Likewise, create an entirely new username for additional protection as well.  

Secure your internet router too 

Another device that needs good password protection is your internet router. Make sure you use a strong and unique password there as well to help prevent hackers from breaking into your home network. (A password manager as part of comprehensive online protection can help.) Also, consider changing the same of your home network so that it doesn’t personally identify you. (I’ve seen some fun alternatives to using your name or address, everything from movie lines like “May the Wi-Fi be with you” to old sitcom references like “Central Perk.”) Also check that your router is using an encryption method, like WPA2, which will keep your signal secure. If you haven’t done this sort of thing before, check the documentation that came with your router or with the internet provider if you rent or purchased it from them. 

Use multi-factor authentication 

Online banks, shops, and other services commonly offer multi-factor authentication to help protect your accounts—with the typical combination of your username, password, and a security code sent to another device you own (often a mobile phone). If your IoT device supports multi-factor authentication, consider using it there too. It throws a big barrier in the way hackers simply try and force their way in with a password/username combination, which will make your device tougher to crack.  

Update your devices regularly 

In addition to fixing the odd bug or adding the occasional new feature, app and device updates often address security gaps. Out-of-date apps and devices may have flaws that hackers can exploit, so regular updating is a must from a security standpoint. If you can set your smart home apps and devices to receive automatic updates, even better. 

Looking ahead to your connected home 

Smart homes show plenty of promise. Seeing a new and broadly adopted industry standard like Matter on the horizon may make them even more promising. Ideally, Matter will make it easier for people to bring more smart devices in their homes, and in a way that’s reliable and secure. Moreover, there are steps you can take now to help keep your smart home devices, and smart home in general, more secure as well. 

Yet when it comes to thinking about a home full of smart devices, questions around privacy remain. Smart home devices offered by different manufacturers will have different privacy policies and thus use people’s data in different ways, which puts consumers like us in a position to understand the terms, conditions, and implications of each one. Yet with data privacy being such a hot topic for consumers, the industry, and regulators already, it remains to be seen what consumer-friendly standards are set for data collection in the years to come—both in and out of the smart home.

How to Secure All Your Everyday Connected Devices

Take a roll call of all your devices that connect to the internet. These include the obvious ones – laptops, tablets, and your smartphone. But they also include the ones you may not immediately think about, such as routers, smart TVs and thermostats, virtual assistant technology, and connected fitness watches and equipment. 

Each of these devices is known as an endpoint to you. To a cybercriminal, they’re an entry point into your online information. It’s important to secure every endpoint so that you can confidently go about your day-to-day without worrying about your security. Here’s the definitive device security checklist to get you on your way confidently and safely. 

1. Laptops and desktops 

Laptops and desktops are prime entryways into your online life. Think of all the payment information, passwords, and maybe even tax documents you store on it. The best way to protect the contents of your laptops and desktops is to password-protect your computer with strong passwords or passphrases. Here are a few password and passphrase best practices: 

  • Make your password at least 12 characters long 
  • Choose a unique password that is not shared with any other device or account 
  • Replace some letters with numbers or symbols 
  • Use a mix of capital and lowercase letters 

Especially if you work at common spaces like coffee shops, the library, or even your kitchen table, get in the habit of putting your computer to sleep when you step away. Commit the sleep command shortcut to memory to make it less of a hassle. For example, on Mac computers, the keyboard command is command + option + eject, and for Windows, it’s alt + F4. 

Speaking of common spaces, whenever you log in from a public Wi-Fi network, always log in with a virtual private network (VPN). A VPN scrambles your data, making it indecipherable to any malicious characters who may be lurking on public networks. 

Multifactor authentication is another way to protect your valuable devices and accounts. This means that anyone trying to log in on your device needs to provide at least two forms of identification. Forms of ID could include a text message with a one-time code or a fingerprint or face scan in addition to a correct password. 

2. Smartphones and Tablets 

These two devices are grouped because the security features on them are similar. Just like with computers, put your device to sleep every time you walk away from it. It’s much easier and may already be in your routine to hit the sleep button when you put down your cellphone or tablet. 

Always put a passcode on your smartphones and tablets. Choose a collection of numbers that do not have an obvious connection to you, such as important birthdays or parts of your phone number. Even if they’re a random assortment, you’ll get the hang of them quickly. Or to make sure only you can enter your phone, set up a facial or fingerprint ID scan. People have several passwords and account combinations they have to remember. To take the guesswork and trial and error of logging in, consider trusting your passwords to a password manager that can remember them for you!  

A great mobile phone and tablet habit you should adopt is backing up your files regularly to the cloud. In the event that you lose your device or if someone steals it, at least it’s valuable — and in some cases, priceless — content is safe. You may be able to remotely “brick” your device to keep a stranger from breaking into your accounts. Bricking a device means remotely wiping a connected device and rendering it unusable. 

3. Router 

Your router is the gateway to all the connected devices in your home; thus, it’s key to beef up its security. The best way to do so is to make sure that you customize the router name and password to make it different from the factory settings. Always password-protect your home router! Employing password best practices you use for your online accounts and your devices will prevent strangers from hopping onto your network. Another way to keep your Wi-Fi network out of the hands of strangers is to toggle on the setting to not appear to non-users. While it’s fun seeing the quirky names your neighbors choose for their home networks, it’s best to keep yours completely private. 

4. Virtual Assistant Technology and Smart Home Devices 

There have been some unsettling reports about cybercriminals commandeering smart home devices and virtual assistant technology. For example, a cybercriminal hacked a homeowner’s virtual assistant and blasted music through the home’s speakers, and turn the heat up to 90 degrees. The key to securing the connected devices that are responsible for your heating and cooling, shopping lists, and even your home security system is to ensure it is connected to a secure router and protected by a strong password. 

Also, keep an eye on software updates, which include security upgrades. If you don’t think you have time to manually update software, set up your devices to automatically update. This will give you peace of mind knowing that you have the latest security patches and bug fixes as soon as they are available.  

IoT fitness watches and machines are fun additions to your workout routines. In the case of Peloton bikes, they track your heartbeat and location and offer a huge library of classes. However, cybercriminals may be able to track your workouts if they break their way into your fitness devices. The best way to keep your workouts private is to turn off geolocation and make sure you are up to date with all software releases and protect your accounts with strong passwords.
