Many Public Salesforce Sites are Leaking Private Data

A shocking number of organizations — including banks and healthcare providers — are leaking private and sensitive information from their public Salesforce Community websites, KrebsOnSecurity has learned. The data exposures all stem from a misconfiguration in Salesforce Community that allows an unauthenticated user to access records that should only be available after logging in.

A researcher found DC Health had five Salesforce Community sites exposing data.

Salesforce Community is a widely-used cloud-based software product that makes it easy for organizations to quickly create websites. Customers can access a Salesforce Community website in two ways: Authenticated access (requiring login), and guest user access (no login required). The guest access feature allows unauthenticated users to view specific content and resources without needing to log in.

However, sometimes Salesforce administrators mistakenly grant guest users access to internal resources, which can cause unauthorized users to access an organization’s private information and lead to potential data leaks.

Until being contacted by this reporter on Monday, the state of Vermont had at least five separate Salesforce Community sites that allowed guest access to sensitive data, including a Pandemic Unemployment Assistance program that exposed the applicant’s full name, Social Security number, address, phone number, email, and bank account number.

Vermont’s Chief Information Security Officer Scott Carbee said his security teams have been conducting a full review of their Salesforce Community sites, and already found one additional Salesforce site operated by the state that was also misconfigured to allow guest access to sensitive information.

“My team is frustrated by the permissive nature of the platform,” Carbee said.

Carbee said the vulnerable sites were all created rapidly in response to the Coronavirus pandemic, and were not subjected to their normal security review process.

“During the pandemic, we were largely standing up tons of applications, and let’s just say a lot of them didn’t have the full benefit of our dev/ops process,” Carbee said. “In our case, we didn’t have any native Salesforce developers when we had to suddenly stand up all these sites.”

Earlier this week, KrebsOnSecurity notified Columbus, Ohio-based Huntington Bank that its recently acquired TCF Bank had a Salesforce Community website that was leaking documents related to commercial loans. The data fields in those loan applications included name, address, full Social Security number, title, federal ID, IP address, average monthly payroll, and loan amount.

Huntington Bank has disabled the leaky TCF Bank Salesforce website. Matthew Jennings, deputy chief information security officer at Huntington, said the company was still investigating how the misconfiguration occurred, how long it lasted, and how many records may have been exposed.

KrebsOnSecurity learned of the leaks from security researcher Charan Akiri, who said he wrote a program that identified hundreds of other organizations running misconfigured Salesforce pages. But Akiri said he’s been wary of probing too far, and has had difficulty getting responses from most of the organizations he has notified to date.

“In January and February 2023, I contacted government organizations and several companies, but I did not receive any response from these organizations,” Akiri said. “To address the issue further, I reached out to several CISOs on LinkedIn and Twitter. As a result, five companies eventually fixed the problem. Unfortunately, I did not receive any responses from government organizations.”

The problem Akiri has been trying to raise awareness about came to the fore in August 2021, when security researcher Aaron Costello published a blog post explaining how misconfigurations in Salesforce Community sites could be exploited to reveal sensitive data (Costello subsequently published a follow-up post detailing how to lock down Salesforce Community sites).

On Monday, KrebsOnSecurity used Akiri’s findings to notify Washington D.C. city administrators that at least five different public DC Health websites were leaking sensitive information. One DC Health Salesforce Community website designed for health professionals seeking to renew licenses with the city leaked documents that included the applicant’s full name, address, Social Security number, date of birth, license number and expiration, and more.

Akiri said he notified the Washington D.C. government in February about his findings, but received no response. Reached by KrebsOnSecurity, interim Chief Information Security Officer Mike Rupert initially said the District had hired a third party to investigate, and that the third party confirmed the District’s IT systems were not vulnerable to data loss from the reported Salesforce configuration issue.

But after being presented with a document including the Social Security number of a health professional in D.C. that was downloaded in real-time from the DC Health public Salesforce website, Rupert acknowledged his team had overlooked some configuration settings.

Washington, D.C. health administrators are still smarting from a data breach earlier this year at the health insurance exchange DC Health Link, which exposed personal information for more than 56,000 users, including many members of Congress.

That data later wound up for sale on a top cybercrime forum. The Associated Press reports that the DC Health Link breach was likewise the result of human error, and said an investigation revealed the cause was a DC Health Link server that was “misconfigured to allow access to the reports on the server without proper authentication.”

Salesforce says the data exposures are not the result of a vulnerability inherent to the Salesforce platform, but they can occur when customers’ access control permissions are misconfigured.

“As previously communicated to all Experience Site and Sites customers, we recommend utilizing the Guest User Access Report Package to assist in reviewing access control permissions for unauthenticated users,” reads a Salesforce advisory from Sept. 2022. “Additionally, we suggest reviewing the following Help article, Best Practices and Considerations When Configuring the Guest User Profile.”

In a written statement, Salesforce said it is actively focused on data security for organizations with guest users, and that it continues to release “robust tools and guidance for our customers,” including:

“We’ve also continued to update our Guest User security policies, beginning with our Spring ‘21 release with more to come in Summer ‘23,” the statement reads. “Lastly, we continue to proactively communicate with customers to help them understand the capabilities available to them, and how they can best secure their instance of Salesforce to meet their security, contractual, and regulatory obligations.”

3CX Breach Was a Double Supply Chain Compromise

We learned some remarkable new details this week about the recent supply-chain attack on VoIP software provider 3CX. The lengthy, complex intrusion has all the makings of a cyberpunk spy novel: North Korean hackers using legions of fake executive accounts on LinkedIn to lure people into opening malware disguised as a job offer; malware targeting Mac and Linux users working at defense and cryptocurrency firms; and software supply-chain attacks nested within earlier supply chain attacks.

Researchers at ESET say this job offer from a phony HSBC recruiter on LinkedIn was North Korean malware masquerading as a PDF file.

In late March 2023, 3CX disclosed that its desktop applications for both Windows and macOS were compromised with malicious code that gave attackers the ability to download and run code on all machines where the app was installed. 3CX says it has more than 600,000 customers and 12 million users in a broad range of industries, including aerospace, healthcare and hospitality.

3CX hired incident response firm Mandiant, which released a report on Wednesday that said the compromise began in 2022 when a 3CX employee installed a malware-laced software package distributed via an earlier software supply chain compromise that began with a tampered installer for X_TRADER, a software package provided by Trading Technologies.

“This is the first time Mandiant has seen a software supply chain attack lead to another software supply chain attack,” reads the April 20 Mandiant report.

Mandiant found the earliest evidence of compromise uncovered within 3CX’s network was through the VPN using the employee’s corporate credentials, two days after the employee’s personal computer was compromised.

“Eventually, the threat actor was able to compromise both the Windows and macOS build environments,” 3CX said in an April 20 update on their blog.

Mandiant concluded that the 3CX attack was orchestrated by the North Korean state-sponsored hacking group known as Lazarus, a determination that was independently reached earlier by researchers at Kaspersky Lab and Elastic Security.

Mandiant found the compromised 3CX software would download malware that sought out new instructions by consulting encrypted icon files hosted on GitHub. The decrypted icon files revealed the location of the malware’s control server, which was then queried for a third stage of the malware compromise — a password stealing program dubbed ICONICSTEALER.

Meanwhile, the security firm ESET today published research showing remarkable similarities between the malware used in the 3CX supply chain attack and Linux-based malware that was recently deployed via fake job offers from phony executive profiles on LinkedIn. The researchers said this was the first time Lazarus had been spotted deploying malware aimed at Linux users.

As reported in a series last summer here, LinkedIn has been inundated this past year by fake executive profiles for people supposedly employed at a range of technology, defense, energy and financial companies. In many cases, the phony profiles spoofed chief information security officers at major corporations, and some attracted quite a few connections before their accounts were terminated.

Mandiant, Proofpoint and other experts say Lazarus has long used these bogus LinkedIn profiles to lure targets into opening a malware-laced document that is often disguised as a job offer. This ongoing North Korean espionage campaign using LinkedIn was first documented in August 2020 by ClearSky Security, which said the Lazarus group operates dozens of researchers and intelligence personnel to maintain the campaign globally.

Microsoft Corp., which owns LinkedIn, said in September 2022 that it had detected a wide range of social engineering campaigns using a proliferation of phony LinkedIn accounts. Microsoft said the accounts were used to impersonate recruiters at technology, defense and media companies, and to entice people into opening a malicious file. Microsoft found the attackers often disguised their malware as legitimate open-source software like Sumatra PDF and the SSH client Putty.

Microsoft attributed those attacks to North Korea’s Lazarus hacking group, although they’ve traditionally referred to this group as “ZINC“. That is, until earlier this month, when Redmond completely revamped the way it names threat groups; Microsoft now references ZINC as “Diamond Sleet.”

The ESET researchers said they found a new fake job lure tied to an ongoing Lazarus campaign on LinkedIn designed to compromise Linux operating systems. The malware was found inside of a document that offered an employment contract at the multinational bank HSBC.

“A few weeks ago, a native Linux payload was found on VirusTotal with an HSBC-themed PDF lure,” wrote ESET researchers Peter Kalnai and Marc-Etienne M.Leveille. “This completes Lazarus’s ability to target all major desktop operating systems. In this case, we were able to reconstruct the full chain, from the ZIP file that delivers a fake HSBC job offer as a decoy, up until the final payload.”

ESET said the malicious PDF file used in the scheme appeared to have a file extension of “.pdf,” but that this was a ruse. ESET discovered that the dot in the filename wasn’t a normal period but instead a Unicode character (U+2024) representing a “leader dot,” which is often used in tables of contents to connect section headings with the page numbers on which those sections begin.

“The use of the leader dot in the filename was probably an attempt to trick the file manager into treating the file as an executable instead of a PDF,” the researchers continued. “This could cause the file to run when double-clicked instead of opening it with a PDF viewer.”

ESET said anyone who opened the file would see a decoy PDF with a job offer from HSBC, but in the background the executable file would download additional malware payloads. The ESET team also found the malware was able to manipulate the program icon displayed by the malicious PDF, possibly because fiddling with the file extension could cause the user’s system to display a blank icon for the malware lure.

Kim Zetter, a veteran Wired.com reporter and now independent security journalist, interviewed Mandiant researchers who said they expect “many more victims” will be discovered among the customers of Trading Technologies and 3CX now that news of the compromised software programs is public.

“Mandiant informed Trading Technologies on April 11 that its X_Trader software had been compromised, but the software maker says it has not had time to investigate and verify Mandiant’s assertions,” Zetter wrote in her Zero Day newsletter on Substack. For now, it remains unclear whether the compromised X_Trader software was downloaded by people at other software firms.

If there’s a silver lining here, the X_Trader software had been decommissioned in April 2020 — two years before the hackers allegedly embedded malware in it.

“The company hadn’t released new versions of the software since that time and had stopped providing support for the product, making it a less-than-ideal vector for the North Korean hackers to infect customers,” Zetter wrote.

Microsoft (& Apple) Patch Tuesday, April 2023 Edition

Microsoft today released software updates to plug 100 security holes in its Windows operating systems and other software, including a zero-day vulnerability that is already being used in active attacks. Not to be outdone, Apple has released a set of important updates addressing two zero-day vulnerabilities that are being used to attack iPhones, iPads and Macs.

On April 7, Apple issued emergency security updates to fix two weaknesses that are being actively exploited, including CVE-2023-28206, which can be exploited by apps to seize control over a device. CVE-2023-28205 can be used by a malicious or hacked website to install code.

Both vulnerabilities are addressed in iOS/iPadOS 16.4.1, iOS 15.7.5, and macOS 12.6.5 and 11.7.6. If you use Apple devices and you don’t have automatic updates enabled (they are on by default), you should probably take care of that soon as detailed instructions on how to attack CVE-2023-28206 are now public.

Microsoft’s bevy of 100 security updates released today include CVE-2023-28252, which is a weakness in Windows that Redmond says is under active attack. The vulnerability is in the Windows Common Log System File System (CLFS) driver, a core Windows component that was the source of attacks targeting a different zero-day vulnerability in February 2023.

“If it seems familiar, that’s because there was a similar 0-day patched in the same component just two months ago,” said Dustin Childs at the Trend Micro Zero Day Initiative. “To me, that implies the original fix was insufficient and attackers have found a method to bypass that fix. As in February, there is no information about how widespread these attacks may be. This type of exploit is typically paired with a code execution bug to spread malware or ransomware.”

According to the security firm Qualys, this vulnerability has been leveraged by cyber criminals to deploy Nokoyawa ransomware.

“This is a relatively new strain for which there is some open source intel to suggest that it is possibly related to Hive ransomware – one of the most notable ransomware families of 2021 and linked to breaches of over 300+ organizations in a matter of just a few months,” said Bharat Jogi, director of vulnerability and threat research at Qualys.

Jogi said while it is still unclear which exact threat actor is targeting CVE-2023-28252, targets have been observed in South and North America, regions across Asia and at organizations in the Middle East.

Satnam Narang at Tenable notes that CVE-2023-28252 is also the second CLFS zero-day disclosed to Microsoft by researchers from Mandiant and DBAPPSecurity (CVE-2022-37969), though it is unclear if both of these discoveries are related to the same attacker.

Seven of the 100 vulnerabilities Microsoft fixed today are rated “Critical,” meaning they can be used to install malicious code with no help from the user. Ninety of the flaws earned Redmond’s slightly less-dire “Important” label, which refers to weaknesses that can be used to undermine the security of the system but which may require some amount of user interaction.

Narang said Microsoft has rated nearly 90% of this month’s vulnerabilities as “Exploitation Less Likely,” while just 9.3% of flaws were rated as “Exploitation More Likely.” Kevin Breen at Immersive Labs zeroed in on several notable flaws in that 9.3%, including CVE-2023-28231, a remote code execution vulnerability in a core Windows network process (DHCP) with a CVSS score of 8.8.

“‘Exploitation more likely’ means it’s not being actively exploited but adversaries may look to try and weaponize this one,” Breen said. “Micorosft does note that successful exploitation requires an attacker to have already gained initial access to the network. This could be via social engineering, spear phishing attacks, or exploitation of other services.”

Breen also called attention to CVE-2023-28220 and CVE-2023-28219 — a pair of remote code execution vulnerabilities affecting Windows Remote Access Servers (RAS) that also earned Microsoft’s “exploitation more likely” label.

“An attacker can exploit this vulnerability by sending a specially crafted connection request to a RAS server, which could lead to remote code execution,” Breen said. While not standard in all organizations, RAS servers typically have direct access from the Internet where most users and services are connected. This makes it extremely enticing for attackers as they don’t need to socially engineer their way into an organization. They can simply scan the internet for RAS servers and automate the exploitation of vulnerable devices.”

A Serial Tech Investment Scammer Takes Up Coding?

John Clifton Davies, a 60-year-old con man from the United Kingdom who fled the country in 2015 before being sentenced to 12 years in prison for fraud, has enjoyed a successful life abroad swindling technology startups by pretending to be a billionaire investor. Davies’ newest invention appears to be “CodesToYou,” which purports to be a “full cycle software development company” based in the U.K.

Several articles here have delved into the history of John Bernard, the pseudonym used by a fake billionaire technology investor who tricked dozens of startups into giving him tens of millions of dollars.

John Bernard’s real name is John Clifton Davies, a convicted fraudster from the United Kingdom who is currently a fugitive from justice. For several years until reinventing himself again quite recently, Bernard pretended to be a billionaire Swiss investor who made his fortunes in the dot-com boom 20 years ago.

The Private Office of John Bernard” let it be known to investment brokers that he had tens of millions of dollars to invest in tech startups, and he attracted a stream of new victims by offering extraordinarily generous finder’s fees to brokers who helped him secure new clients. But those brokers would eventually get stiffed because Bernard’s company would never consummate a deal.

Bernard would promise to invest millions in tech startups, and then insist that companies pay tens of thousands of dollars worth of due diligence fees up front. However, the due diligence company he insisted on using — another Swiss firm called The Inside Knowledge GmbH — also was secretly owned by Bernard, who would invariably pull out of the deal after receiving the due diligence money.

A variety of clues suggest Davies has recently adopted at least one other identity — Alan John Mykhailov — who is listed as chairman of a British concern called CodesToYou LTD, incorporated in May 2022. The CodesToYou website says the company employs talented coders in several countries, and that its programmers offer “your ultimate balance between speed, cost and quality.”

In response to questions from KrebsOnSecurity, CodesToYou’s marketing manager — who gave their name only as “Zhena” — said the company was not affiliated with any John Bernard or John Clifton Davies, and maintained that CodesToYou is a legitimate enterprise.

But publicly available information about this company and its leadership suggests otherwise. Official incorporation documents from the U.K.’s Companies House represent that CodesToYou is headed by an Alan John Mykhailov, a British citizen born in March 1958.

Companies House says Mykhailov is an officer in three other companies, including one called Blackstone Corporate Alliance Ltd. According to the Swiss business tracking service business-monitor.ch, Blackstone Corporate Alliance Ltd. is currently the entity holding a decision-making role in John Bernard’s fake due diligence company — The Inside Knowledge GmbH — which is now in liquidation.

Also listed as a partner in Blackstone Corporate Alliance Limited is Igor Hubskyi (a.k.a. Igor Gubskyi), a Ukrainian man who was previously president of The Inside Knowledge GmbH.

The CodesToYou website says the company’s marketing team lead is Maria Yakovleva, and the photo of this employee matches the profile for the LinkedIn account name “Maria Y.” That same LinkedIn profile and photo previously listed Maria by a different first and last name — Mariya Kulikova; back then, Ms. Kulikova’s LinkedIn profile said she was an executive assistant in The Private Office of Mr. John Bernard.

Companies House lists Alan John Mykhailov as a current officer in two other companies, including Frisor Limited, and Ardelis Solutions Limited. A cached copy of the now-defunct Ardelis Solutions website says it was a private equity firm.

CodesToYou’s Maria also included Ardelis Solutions in the work history section of her LinkedIn resume. That is, until being contacted by this author on LinkedIn, after which Maria’s profile picture and any mention of Ardelis Solutions were deleted.

Listed as head of business development at CodesToYou is David Bruno, a Canadian man whose LinkedIn profile says he is founder of an organization called “World Privacy Resource.” As KrebsOnSecurity reported in 2020, Bruno was at the time promoting himself as the co-CEO of a company called SafeSwiss Secure Communication AG, and the founder of another tech startup called Secure Swiss Data.

Secure Swiss Data’s domain — secureswissdata.com — is a Swiss concern that sells encrypted email and data services. According to DomainTools.com, that website name was registered in 2015 by The Inside Knowledge GmbH. In February 2020, a press release announced that Secure Swiss Data was purchased in an “undisclosed multimillion buyout” by SafeSwiss Secure Communication AG.

A cached copy of the Ardelis Solutions website, which said it was a private equity firm and included similar stock images as John Bernard’s investment website.

When reached in 2020 and asked about his relationship to Mr. Bernard, Mr. Bruno said the two were business partners and that he couldn’t imagine that Mr. Bernard would be involved in anything improper. To this day Mr. Bruno is the only person I’ve spoken to who has had anything positive to say about Mr. Bernard.

Mr. Bruno did not respond to requests for comment this time around, but his LinkedIn profile no longer makes any mention of Secure Swiss Data or SafeSwiss — both companies he claimed to run for many years. Nor does it mention CodesToYou. However, Mr. Bruno’s former company SafeSwiss is listed as one of the six “portfolio” companies whose services are promoted on the CodesToYou website.

In mid-2021, Bruno announced he was running for public office in Ontario.

“The Kenora resident is no stranger to the government as he contributed to Canada’s new Digital Charter, Bill C-11, which is a new Cyber Security policy,” reported Drydennow.com, a news website that covers Northwestern Ontario. Drydennow says the next federal election is expected to be held on or before Oct. 16, 2023.

John Clifton Davies was convicted in 2015 of swindling businesses throughout the U.K. that were struggling financially and seeking to restructure their debt. For roughly six years, Davies ran a series of firms that pretended to offer insolvency services, but instead simply siphoned what little remaining money these companies had.

The very first entity mentioned in the technology portfolio advertised on the CodesToYou website is called “MySolve,” and it purports to offer a “multi-feature platform for insolvency practitioners.”

Mr. Davies’ fourth wife, Iryna Davies, is listed as a director of one of the insolvency consulting businesses in the U.K. that was part of John Davies’ 2015 fraud conviction. Prior to his trial for fraud, Davies served 16 months in jail before being cleared of murdering his third wife on their honeymoon in India: Colette Davies, 39, died after falling 80 feet from a viewing point at a steep gorge in the Himachal Pradesh region of India.

Mr. Davies was charged with murder and fraud after he attempted to collect GBP 132,000 in her life insurance payout, but British prosecutors ultimately conceded they did not have enough evidence to convict him.

The scams favored by Davies and his alter egos are smart because he never approaches investors directly; rather, investors are incentivized to put his portfolio in front of tech firms seeking financial backing. And all the best cons begin as an idea or possibility planted in the target’s mind.

It’s also a reliable scam because companies bilked by small-time investment schemes rarely pursue legal action, mainly because the legal fees involved can quickly surpass the losses. On top of that, many victims will likely be too ashamed to admit their duping. Victims who do press their case in court and win then face the daunting challenge of collecting damages from a slew of ephemeral shell corporations.

The latest Bernard victim to speak publicly — a Norwegian company hoping to build a fleet of environmentally friendly shipping vessels — is now embroiled in a lawsuit over a deal gone bad. As part of that scam, Bernard falsely claimed to have secured $100 million from six other wealthy investors, including the founder of Uber and the artist Abel Makkonen Tesfaye, better known as The Weeknd.

Patches have been released for a critical security flaw impacting the WooCommerce Payments plugin for WordPress, which is installed on over 500,000 websites. Why You Should Opt Out of Sharing Data With Your Mobile Provider

A new breach involving data from nine million AT&T customers is a fresh reminder that your mobile provider likely collects and shares a great deal of information about where you go and what you do with your mobile device — unless and until you affirmatively opt out of this data collection. Here’s a primer on why you might want to do that, and how.

Telecommunications giant AT&T disclosed this month that a breach at a marketing vendor exposed certain account information for nine million customers. AT&T said the data exposed did not include sensitive information, such as credit card or Social Security numbers, or account passwords, but was limited to “Customer Proprietary Network Information” (CPNI), such as the number of lines on an account.

Certain questions may be coming to mind right now, like “What the heck is CPNI?” And, ‘If it’s so ‘customer proprietary,’ why is AT&T sharing it with marketers?” Also maybe, “What can I do about it?” Read on for answers to all three questions.

AT&T’s disclosure said the information exposed included customer first name, wireless account number, wireless phone number and email address. In addition, a small percentage of customer records also exposed the rate plan name, past due amounts, monthly payment amounts and minutes used.

CPNI refers to customer-specific “metadata” about the account and account usage, and may include:

-Called phone numbers
-Time of calls
-Length of calls
-Cost and billing of calls
-Service features
-Premium services, such as directory call assistance

According to a succinct CPNI explainer at TechTarget, CPNI is private and protected information that cannot be used for advertising or marketing directly.

“An individual’s CPNI can be shared with other telecommunications providers for network operating reasons,” wrote TechTarget’s Gavin Wright. “So, when the individual first signs up for phone service, this information is automatically shared by the phone provider to partner companies.”

Is your mobile Internet usage covered by CPNI laws? That’s less clear, as the CPNI rules were established before mobile phones and wireless Internet access were common. TechTarget’s CPNI primer explains:

“Under current U.S. law, cellphone use is only protected as CPNI when it is being used as a telephone. During this time, the company is acting as a telecommunications provider requiring CPNI rules. Internet use, websites visited, search history or apps used are not protected CPNI because the company is acting as an information services provider not subject to these laws.”

Hence, the carriers can share and sell this data because they’re not explicitly prohibited from doing so. All three major carriers say they take steps to anonymize the customer data they share, but researchers have shown it is not terribly difficult to de-anonymize supposedly anonymous web-browsing data.

“Your phone, and consequently your mobile provider, know a lot about you,” wrote Jack Morse for Mashable. “The places you go, apps you use, and the websites you visit potentially reveal all kinds of private information — e.g. religious beliefs, health conditions, travel plans, income level, and specific tastes in pornography. This should bother you.”

Happily, all of the U.S. carriers are required to offer customers ways to opt out of having data about how they use their devices shared with marketers. Here’s a look at some of the carrier-specific practices and opt-out options.

AT&T

AT&T’s policy says it shares device or “ad ID”, combined with demographics including age range, gender, and ZIP code information with third parties which explicitly include advertisers, programmers, and networks, social media networks, analytics firms, ad networks and other similar companies that are involved in creating and delivering advertisements.

AT&T said the data exposed on 9 million customers was several years old, and mostly related to device upgrade eligibility. This may sound like the data went to just one of its partners who experienced a breach, but in all likelihood it also went to hundreds of AT&T’s partners.

AT&T’s CPNI opt-out page says it shares CPNI data with several of its affiliates, including WarnerMedia, DirecTV and Cricket Wireless. Until recently, AT&T also shared CPNI data with Xandr, whose privacy policy in turn explains that it shares data with hundreds of other advertising firms. Microsoft bought Xandr from AT&T last year.

T-MOBILE

According to the Electronic Privacy Information Center (EPIC), T-Mobile seems to be the only company out of the big three to extend to all customers the rights conferred by the California Consumer Privacy Act (CCPA).

EPIC says T-Mobile customer data sold to third parties uses another unique identifier called mobile advertising IDs or “MAIDs.” T-Mobile claims that MAIDs don’t directly identify consumers, but under the CCPA MAIDs are considered “personal information” that can be connected to IP addresses, mobile apps installed or used with the device, any video or content viewing information, and device activity and attributes.

T-Mobile customers can opt out by logging into their account and navigating to the profile page, then to “Privacy and Notifications.” From there, toggle off the options for “Use my data for analytics and reporting” and “Use my data to make ads more relevant to me.”

VERIZON

Verizon’s privacy policy says it does not sell information that personally identities customers (e.g., name, telephone number or email address), but it does allow third-party advertising companies to collect information about activity on Verizon websites and in Verizon apps, through MAIDs, pixels, web beacons and social network plugins.

According to Wired.com’s tutorial, Verizon users can opt out by logging into their Verizon account through a web browser or the My Verizon mobile app. From there, select the Account tab, then click Account Settings and Privacy Settings on the web. For the mobile app, click the gear icon in the upper right corner and then Manage Privacy Settings.

On the privacy preferences page, web users can choose “Don’t use” under the Custom Experience section. On the My Verizon app, toggle any green sliders to the left.

EPIC notes that all three major carriers say resetting the consumer’s device ID and/or clearing cookies in the browser will similarly reset any opt-out preferences (i.e., the customer will need to opt out again), and that blocking cookies by default may also block the opt-out cookie from being set.

T-Mobile says its opt out is device-specific and/or browser-specific. “In most cases, your opt-out choice will apply only to the specific device or browser on which it was made. You may need to separately opt out from your other devices and browsers.”

Both AT&T and Verizon offer opt-in programs that gather and share far more information, including device location, the phone numbers you call, and which sites you visit using your mobile and/or home Internet connection. AT&T calls this their Enhanced Relevant Advertising Program; Verizon’s is called Custom Experience Plus.

In 2021, multiple media outlets reported that some Verizon customers were being automatically enrolled in Custom Experience Plus — even after those customers had already opted out of the same program under its previous name — “Verizon Selects.”

If none of the above opt out options work for you, at a minimum you should be able to opt out of CPNI sharing by calling your carrier, or by visiting one of their stores.

THE CASE FOR OPTING OUT

Why should you opt out of sharing CPNI data? For starters, some of the nation’s largest wireless carriers don’t have a great track record in terms of protecting the sensitive information that you give them solely for the purposes of becoming a customer — let alone the information they collect about your use of their services after that point.

In January 2023, T-Mobile disclosed that someone stole data on 37 million customer accounts, including customer name, billing address, email, phone number, date of birth, T-Mobile account number and plan details. In August 2021, T-Mobile acknowledged that hackers made off with the names, dates of birth, Social Security numbers and driver’s license/ID information on more than 40 million current, former or prospective customers who applied for credit with the company.

Last summer, a cybercriminal began selling the names, email addresses, phone numbers, SSNs and dates of birth on 23 million Americans. An exhaustive analysis of the data strongly suggested it all belonged to customers of one AT&T company or another. AT&T stopped short of saying the data wasn’t theirs, but said the records did not appear to have come from its systems and may be tied to a previous data incident at another company.

However frequently the carriers may alert consumers about CPNI breaches, it’s probably nowhere near often enough. Currently, the carriers are required to report a consumer CPNI breach only in cases “when a person, without authorization or exceeding authorization, has intentionally gained access to, used or disclosed CPNI.”

But that definition of breach was crafted eons ago, back when the primary way CPNI was exposed was through “pretexting,” such when the phone company’s employees are tricked into giving away protected customer data.

In January, regulators at the U.S. Federal Communications Commission (FCC) proposed amending the definition of “breach” to include things like inadvertent disclosure — such as when companies expose CPNI data on a poorly-secured server in the cloud. The FCC is accepting public comments on the matter until March 24, 2023.

While it’s true that the leak of CPNI data does not involve sensitive information like Social Security or credit card numbers, one thing AT&T’s breach notice doesn’t mention is that CPNI data — such as balances and payments made — can be abused by fraudsters to make scam emails and text messages more believable when they’re trying to impersonate AT&T and phish AT&T customers.

The other problem with letting companies share or sell your CPNI data is that the wireless carriers can change their privacy policies at any time, and you are assumed to be okay with those changes as long as you keep using their services.

For example, location data from your wireless device is most definitely CPNI, and yet until very recently all of the major carriers sold their customers’ real-time location data to third party data brokers without customer consent.

What was their punishment? In 2020, the FCC proposed fines totaling $208 million against all of the major carriers for selling their customers’ real-time location data. If that sounds like a lot of money, consider that all of the major wireless providers reported tens of billions of dollars in revenue last year (e.g., Verizon’s consumer revenue alone was more than $100 billion last year).

If the United States had federal privacy laws that were at all consumer-friendly and relevant to today’s digital economy, this kind of data collection and sharing would always be opt-in by default. In such a world, the enormously profitable wireless industry would likely be forced to offer clear financial incentives to customers who choose to share this information.

But until that day arrives, understand that the carriers can change their data collection and sharing policies when it suits them. And regardless of whether you actually read any notices about changes to their privacy policies, you will have agreed to those changes as long as you continue using their service.

Microsoft Patch Tuesday, March 2023 Edition

Microsoft on Tuesday released updates to quash at least 74 security bugs in its Windows operating systems and software. Two of those flaws are already being actively attacked, including an especially severe weakness in Microsoft Outlook that can be exploited without any user interaction.

The Outlook vulnerability (CVE-2023-23397) affects all versions of Microsoft Outlook from 2013 to the newest. Microsoft said it has seen evidence that attackers are exploiting this flaw, which can be done without any user interaction by sending a booby-trapped email that triggers automatically when retrieved by the email server — before the email is even viewed in the Preview Pane.

While CVE-2023-23397 is labeled as an “Elevation of Privilege” vulnerability, that label doesn’t accurately reflect its severity, said Kevin Breen, director of cyber threat research at Immersive Labs.

Known as an NTLM relay attack, it allows an attacker to get someone’s NTLM hash [Windows account password] and use it in an attack commonly referred to as “Pass The Hash.”

“The vulnerability effectively lets the attacker authenticate as a trusted individual without having to know the person’s password,” Breen said. “This is on par with an attacker having a valid password with access to an organization’s systems.”

Security firm Rapid7 points out that this bug affects self-hosted versions of Outlook like Microsoft 365 Apps for Enterprise, but Microsoft-hosted online services like Microsoft 365 are not vulnerable.

The other zero-day flaw being actively exploited in the wild — CVE-2023-24880 — is a “Security Feature Bypass” in Windows SmartScreen, part of Microsoft’s slate of endpoint protection tools.

Patch management vendor Action1 notes that the exploit for this bug is low in complexity and requires no special privileges. But it does require some user interaction, and can’t be used to gain access to private information or privileges. However, the flaw can allow other malicious code to run without being detected by SmartScreen reputation checks.

Dustin Childs, head of threat awareness at Trend Micro’s Zero Day Initiative, said CVE-2023-24880 allows attackers to create files that would bypass Mark of the Web (MOTW) defenses.

“Protective measures like SmartScreen and Protected View in Microsoft Office rely on MOTW, so bypassing these makes it easier for threat actors to spread malware via crafted documents and other infected files that would otherwise be stopped by SmartScreen,” Childs said.

Seven other vulnerabilities Microsoft patched this week earned its most-dire “critical” severity label, meaning the updates address security holes that could be exploited to give the attacker full, remote control over a Windows host with little or no interaction from the user.

Also this week, Adobe released eight patches addressing a whopping 105 security holes across a variety of products, including Adobe Photoshop, Cold Fusion, Experience Manager, Dimension, Commerce, Magento, Substance 3D Stager, Cloud Desktop Application, and Illustrator.

Highlights from the New U.S. Cybersecurity Strategy

The Biden administration today issued its vision for beefing up the nation’s collective cybersecurity posture, including calls for legislation establishing liability for software products and services that are sold with little regard for security. The White House’s new national cybersecurity strategy also envisions a more active role by cloud providers and the U.S. military in disrupting cybercriminal infrastructure, and it names China as the single biggest cyber threat to U.S. interests.

The strategy says the White House will work with Congress and the private sector to develop legislation that would prevent companies from disavowing responsibility for the security of their software products or services.

Coupled with this stick would be a carrot: An as-yet-undefined “safe harbor framework” that would lay out what these companies could do to demonstrate that they are making cybersecurity a central concern of their design and operations.

“Any such legislation should prevent manufacturers and software publishers with market power from fully disclaiming liability by contract, and establish higher standards of care for software in specific high-risk scenarios,” the strategy explains. “To begin to shape standards of care for secure software development, the Administration will drive the development of an adaptable safe harbor framework to shield from liability companies that securely develop and maintain their software products and services.”

Brian Fox, chief technology officer and founder of the software supply chain security firm Sonatype, called the software liability push a landmark moment for the industry.

“Market forces are leading to a race to the bottom in certain industries, while contract law allows software vendors of all kinds to shield themselves from liability,” Fox said. “Regulations for other industries went through a similar transformation, and we saw a positive result — there’s now an expectation of appropriate due care, and accountability for those who fail to comply. Establishing the concept of safe harbors allows the industry to mature incrementally, leveling up security best practices in order to retain a liability shield, versus calling for sweeping reform and unrealistic outcomes as previous regulatory attempts have.”

THE MOST ACTIVE, PERSISTENT THREAT

In 2012 (approximately three national cyber strategies ago), then director of the U.S. National Security Agency (NSA) Keith Alexander made headlines when he remarked that years of successful cyber espionage campaigns from Chinese state-sponsored hackers represented “the greatest transfer of wealth in history.”

The document released today says the People’s Republic of China (PRC) “now presents the broadest, most active, and most persistent threat to both government and private sector networks,” and says China is “the only country with both the intent to reshape the international order and, increasingly, the economic, diplomatic, military, and technological power to do so.”

Many of the U.S. government’s efforts to restrain China’s technology prowess involve ongoing initiatives like the CHIPS Act, a new law signed by President Biden last year that sets aside more than $50 billion to expand U.S.-based semiconductor manufacturing and research and to make the U.S. less dependent on foreign suppliers; the National Artificial Intelligence Initiative; and the National Strategy to Secure 5G.

As the maker of most consumer gizmos with a computer chip inside, China is also the source of an incredible number of low-cost Internet of Things (IoT) devices that are not only poorly secured, but are probably more accurately described as insecure by design.

The Biden administration said it would continue its previously announced plans to develop a system of labeling that could be applied to various IoT products and give consumers some idea of how secure the products may be. But it remains unclear how those labels might apply to products made by companies outside of the United States.

FIGHTING BADNESS IN THE CLOUD

One could convincingly make the case that the world has witnessed yet another historic transfer of wealth and trade secrets over the past decade — in the form of ransomware and data ransom attacks by Russia-based cybercriminal syndicates, as well as Russian intelligence agency operations like the U.S. government-wide Solar Winds compromise.

On the ransomware front, the White House strategy seems to focus heavily on building the capability to disrupt the digital infrastructure used by adversaries that are threatening vital U.S. cyber interests. The document points to the 2021 takedown of the Emotet botnet — a cybercrime machine that was heavily used by multiple Russian ransomware groups — as a model for this activity, but says those disruptive operations need to happen faster and more often.

To that end, the Biden administration says it will expand the capacity of the National Cyber Investigative Joint Task Force (NCIJTF), the primary federal agency for coordinating cyber threat investigations across law enforcement agencies, the intelligence community, and the Department of Defense.

“To increase the volume and speed of these integrated disruption campaigns, the Federal Government must further develop technological and organizational platforms that enable continuous, coordinated operations,” the strategy observes. “The NCIJTF will expand its capacity to coordinate takedown and disruption campaigns with greater speed, scale, and frequency. Similarly, DoD and the Intelligence Community are committed to bringing to bear their full range of complementary authorities to disruption campaigns.”

The strategy anticipates the U.S. government working more closely with cloud and other Internet infrastructure providers to quickly identify malicious use of U.S.-based infrastructure, share reports of malicious use with the government, and make it easier for victims to report abuse of these systems.

“Given the interest of the cybersecurity community and digital infrastructure owners and operators in continuing this approach, we must sustain and expand upon this model so that collaborative disruption operations can be carried out on a continuous basis,” the strategy argues. “Threat specific collaboration should take the form of nimble, temporary cells, comprised of a small number of trusted operators, hosted and supported by a relevant hub. Using virtual collaboration platforms, members of the cell would share information bidirectionally and work rapidly to disrupt adversaries.”

But here, again, there is a carrot-and-stick approach: The administration said it is taking steps to implement Executive Order (EO) 13984 –issued by the Trump administration in January 2021 — which requires cloud providers to verify the identity of foreign persons using their services.

“All service providers must make reasonable attempts to secure the use of their infrastructure against abuse or other criminal behavior,” the strategy states. “The Administration will prioritize adoption and enforcement of a risk-based approach to cybersecurity across Infrastructure-as-a-Service providers that addresses known methods and indicators of malicious activity including through implementation of EO 13984.”

Ted Schlein, founding partner of the cybersecurity venture capital firm Ballistic Ventures, said how this gets implemented will determine whether it can be effective.

“Adversaries know the NSA, which is the elite portion of the nation’s cyber defense, cannot monitor U.S.-based infrastructure, so they just use U.S.-based cloud infrastructure to perpetrate their attacks,” Schlein said. “We have to fix this. I believe some of this section is a bit pollyannaish, as it assumes a bad actor with a desire to do a bad thing will self-identify themselves, as the major recommendation here is around KYC (‘know your customer’).”

INSURING THE INSURERS

One brief but interesting section of the strategy titled “Explore a Federal Cyber Insurance Backdrop” contemplates the government’s liability and response to a too-big-to-fail scenario or “catastrophic cyber incident.”

“We will explore how the government can stabilize insurance markets against catastrophic risk to drive better cybersecurity practices and to provide market certainty when catastrophic events do occur,” the strategy reads.

When the Bush administration released the first U.S. national cybersecurity strategy 20 years ago after the 9/11 attacks, the popular term for that same scenario was a “digital Pearl Harbor,” and there was a great deal of talk then about how the cyber insurance market would soon help companies shore up their cybersecurity practices.

In the wake of countless ransomware intrusions, many companies now hold cybersecurity insurance to help cover the considerable costs of responding to such intrusions. Leaving aside the question of whether insurance coverage has helped companies improve security, what happens if every one of these companies has to make a claim at the same time?

The notion of a Digital Pearl Harbor incident struck many experts at the time as a hyperbolic justification for expanding the government’s digital surveillance capabilities, and an overstatement of the capabilities of our adversaries. But back in 2003, most of the world’s companies didn’t host their entire business in the cloud.

Today, nobody questions the capabilities, goals and outcomes of dozens of nation-state level cyber adversaries. And these days, a catastrophic cyber incident could be little more than an extended, simultaneous outage at multiple cloud providers.

Hackers Claim They Breached T-Mobile More Than 100 Times in 2022

Three different cybercriminal groups claimed access to internal networks at communications giant T-Mobile in more than 100 separate incidents throughout 2022, new data suggests. In each case, the goal of the attackers was the same: Phish T-Mobile employees for access to internal company tools, and then convert that access into a cybercrime service that could be hired to divert any T-Mobile user’s text messages and phone calls to another device.

The conclusions above are based on an extensive analysis of Telegram chat logs from three distinct cybercrime groups or actors that have been identified by security researchers as particularly active in and effective at “SIM-swapping,” which involves temporarily seizing control over a target’s mobile phone number.

Countless websites and online services use SMS text messages for both password resets and multi-factor authentication. This means that stealing someone’s phone number often can let cybercriminals hijack the target’s entire digital life in short order — including access to any financial, email and social media accounts tied to that phone number.

All three SIM-swapping entities that were tracked for this story remain active in 2023, and they all conduct business in open channels on the instant messaging platform Telegram. KrebsOnSecurity is not naming those channels or groups here because they will simply migrate to more private servers if exposed publicly, and for now those servers remain a useful source of intelligence about their activities.

Each advertises their claimed access to T-Mobile systems in a similar way. At a minimum, every SIM-swapping opportunity is announced with a brief “Tmobile up!” or “Tmo up!” message to channel participants. Other information in the announcements includes the price for a single SIM-swap request, and the handle of the person who takes the payment and information about the targeted subscriber.

The information required from the customer of the SIM-swapping service includes the target’s phone number, and the serial number tied to the new SIM card that will be used to receive text messages and phone calls from the hijacked phone number.

Initially, the goal of this project was to count how many times each entity claimed access to T-Mobile throughout 2022, by cataloging the various “Tmo up!” posts from each day and working backwards from Dec. 31, 2022.

But by the time we got to claims made in the middle of May 2022, completing the rest of the year’s timeline seemed unnecessary. The tally shows that in the last seven-and-a-half months of 2022, these groups collectively made SIM-swapping claims against T-Mobile on 104 separate days — often with multiple groups claiming access on the same days.

KrebsOnSecurity shared a large amount of data gathered for this story with T-Mobile. The company declined to confirm or deny any of these claimed intrusions. But in a written statement, T-Mobile said this type of activity affects the entire wireless industry.

“And we are constantly working to fight against it,” the statement reads. “We have continued to drive enhancements that further protect against unauthorized access, including enhancing multi-factor authentication controls, hardening environments, limiting access to data, apps or services, and more. We are also focused on gathering threat intelligence data, like what you have shared, to help further strengthen these ongoing efforts.”

TMO UP!

While it is true that each of these cybercriminal actors periodically offer SIM-swapping services for other mobile phone providers — including AT&T, Verizon and smaller carriers — those solicitations appear far less frequently in these group chats than T-Mobile swap offers. And when those offers do materialize, they are considerably more expensive.

The prices advertised for a SIM-swap against T-Mobile customers in the latter half of 2022 ranged between USD $1,000 and $1,500, while SIM-swaps offered against AT&T and Verizon customers often cost well more than twice that amount.

To be clear, KrebsOnSecurity is not aware of specific SIM-swapping incidents tied to any of these breach claims. However, the vast majority of advertisements for SIM-swapping claims against T-Mobile tracked in this story had two things in common that set them apart from random SIM-swapping ads on Telegram.

First, they included an offer to use a mutually trusted “middleman” or escrow provider for the transaction (to protect either party from getting scammed). More importantly, the cybercriminal handles that were posting ads for SIM-swapping opportunities from these groups generally did so on a daily or near-daily basis — often teasing their upcoming swap events in the hours before posting a “Tmo up!” message announcement.

In other words, if the crooks offering these SIM-swapping services were ripping off their customers or claiming to have access that they didn’t, this would be almost immediately obvious from the responses of the more seasoned and serious cybercriminals in the same chat channel.

There are plenty of people on Telegram claiming to have SIM-swap access at major telecommunications firms, but a great many such offers are simply four-figure scams, and any pretenders on this front are soon identified and banned (if not worse).

One of the groups that reliably posted “Tmo up!” messages to announce SIM-swap availability against T-Mobile customers also reliably posted “Tmo down!” follow-up messages announcing exactly when their claimed access to T-Mobile employee tools was discovered and revoked by the mobile giant.

A review of the timestamps associated with this group’s incessant “Tmo up” and “Tmo down” posts indicates that while their claimed access to employee tools usually lasted less than an hour, in some cases that access apparently went undiscovered for several hours or even days.

TMO TOOLS

How could these SIM-swapping groups be gaining access to T-Mobile’s network as frequently as they claim? Peppered throughout the daily chit-chat on their Telegram channels are solicitations for people urgently needed to serve as “callers,” or those who can be hired to social engineer employees over the phone into navigating to a phishing website and entering their employee credentials.

Allison Nixon is chief research officer for the New York City-based cybersecurity firm Unit 221B. Nixon said these SIM-swapping groups will typically call employees on their mobile devices, pretend to be someone from the company’s IT department, and then try to get the person on the other end of the line to visit a phishing website that mimics the company’s employee login page.

Nixon argues that many people in the security community tend to discount the threat from voice phishing attacks as somehow “low tech” and “low probability” threats.

“I see it as not low-tech at all, because there are a lot of moving parts to phishing these days,” Nixon said. “You have the caller who has the employee on the line, and the person operating the phish kit who needs to spin it up and down fast enough so that it doesn’t get flagged by security companies. Then they have to get the employee on that phishing site and steal their credentials.”

In addition, she said, often there will be yet another co-conspirator whose job it is to use the stolen credentials and log into employee tools. That person may also need to figure out how to make their device pass “posture checks,” a form of device authentication that some companies use to verify that each login is coming only from employer-issued phones or laptops.

For aspiring criminals with little experience in scam calling, there are plenty of sample call transcripts available on these Telegram chat channels that walk one through how to impersonate an IT technician at the targeted company — and how to respond to pushback or skepticism from the employee. Here’s a snippet from one such tutorial that appeared recently in one of the SIM-swapping channels:

“Hello this is James calling from Metro IT department, how’s your day today?”

(yea im doing good, how r u)

i’m doing great, thank you for asking

i’m calling in regards to a ticket we got last week from you guys, saying you guys were having issues with the network connectivity which also interfered with [Microsoft] Edge, not letting you sign in or disconnecting you randomly. We haven’t received any updates to this ticket ever since it was created so that’s why I’m calling in just to see if there’s still an issue or not….”

TMO DOWN!

The TMO UP data referenced above, combined with comments from the SIM-swappers themselves, indicate that while many of their claimed accesses to T-Mobile tools in the middle of 2022 lasted hours on end, both the frequency and duration of these events began to steadily decrease as the year wore on.

T-Mobile declined to discuss what it may have done to combat these apparent intrusions last year. However, one of the groups began to complain loudly in late October 2022 that T-Mobile must have been doing something that was causing their phished access to employee tools to die very soon after they obtained it.

One group even remarked that they suspected T-Mobile’s security team had begun monitoring their chats.

Indeed, the timestamps associated with one group’s TMO UP/TMO DOWN notices show that their claimed access was often limited to less than 15 minutes throughout November and December of 2022.

Whatever the reason, the calendar graphic above clearly shows that the frequency of claimed access to T-Mobile decreased significantly across all three SIM-swapping groups in the waning weeks of 2022.

SECURITY KEYS

T-Mobile US reported revenues of nearly $80 billion last year. It currently employs more than 71,000 people in the United States, any one of whom can be a target for these phishers.

T-Mobile declined to answer questions about what it may be doing to beef up employee authentication. But Nicholas Weaver, a researcher and lecturer at University of California, Berkeley’s International Computer Science Institute, said T-Mobile and all the major wireless providers should be requiring employees to use physical security keys for that second factor when logging into company resources.

“These breaches should not happen,” Weaver said. “Because T-Mobile should have long ago issued all employees security keys and switched to security keys for the second factor. And because security keys provably block this style of attack.”

The most commonly used security keys are inexpensive USB-based devices. A security key implements a form of multi-factor authentication known as Universal 2nd Factor (U2F), which allows the user to complete the login process simply by inserting the USB key and pressing a button on the device. The key works without the need for any special software drivers.

The allure of U2F devices for multi-factor authentication is that even if an employee who has enrolled a security key for authentication tries to log in at an impostor site, the company’s systems simply refuse to request the security key if the user isn’t on their employer’s legitimate website, and the login attempt fails. Thus, the second factor cannot be phished, either over the phone or Internet.

THE ROLE OF MINORS IN SIM-SWAPPING

Nixon said one confounding aspect of SIM-swapping is that these criminal groups tend to recruit teenagers to do their dirty work.

“A huge reason this problem has been allowed to spiral out of control is because children play such a prominent role in this form of breach,” Nixon said.

Nixon said SIM-swapping groups often advertise low-level jobs on places like Roblox and Minecraft, online games that are extremely popular with young adolescent males.

“Statistically speaking, that kind of recruiting is going to produce a lot of people who are underage,” she said. “They recruit children because they’re naive, you can get more out of them, and they have legal protections that other people over 18 don’t have.”

For example, she said, even when underage SIM-swappers are arrested, the offenders tend to go right back to committing the same crimes as soon as they’re released.

In January 2023, T-Mobile disclosed that a “bad actor” stole records on roughly 37 million current customers, including their name, billing address, email, phone number, date of birth, and T-Mobile account number.

In August 2021, T-Mobile acknowledged that hackers made off with the names, dates of birth, Social Security numbers and driver’s license/ID information on more than 40 million current, former or prospective customers who applied for credit with the company. That breach came to light after a hacker began selling the records on a cybercrime forum.

In the shadow of such mega-breaches, any damage from the continuous attacks by these SIM-swapping groups can seem insignificant by comparison. But Nixon says it’s a mistake to dismiss SIM-swapping as a low volume problem.

“Logistically, you may only be able to get a few dozen or a hundred SIM-swaps in a day, but you can pick any customer you want across their entire customer base,” she said. “Just because a targeted account takeover is low volume doesn’t mean it’s low risk. These guys have crews that go and identify people who are high net worth individuals and who have a lot to lose.”

Nixon said another aspect of SIM-swapping that causes cybersecurity defenders to dismiss the threat from these groups is the perception that they are full of low-skilled “script kiddies,” a derisive term used to describe novice hackers who rely mainly on point-and-click hacking tools.

“They underestimate these actors and say this person isn’t technically sophisticated,” she said. “But if you’re rolling around in millions worth of stolen crypto currency, you can buy that sophistication. I know for a fact some of these compromises were at the hands of these ‘script kiddies,’ but they’re not ripping off other people’s scripts so much as hiring people to make scripts for them. And they don’t care what gets the job done, as long as they get to steal the money.”

When Low-Tech Hacks Cause High-Impact Breaches

Web hosting giant GoDaddy made headlines this month when it disclosed that a multi-year breach allowed intruders to steal company source code, siphon customer and employee login credentials, and foist malware on customer websites. Media coverage understandably focused on GoDaddy’s admission that it suffered three different cyberattacks over as many years at the hands of the same hacking group.  But it’s worth revisiting how this group typically got in to targeted companies: By calling employees and tricking them into navigating to a phishing website.

In a filing with the U.S. Securities and Exchange Commission (SEC), GoDaddy said it determined that the same “sophisticated threat actor group” was responsible for three separate intrusions, including:

-March 2020: A spear-phishing attack on a GoDaddy employee compromised the hosting login credentials of approximately 28,000 GoDaddy customers, as well as login credentials for a small number employees;

-November 2021: A compromised GoDaddy password let attackers steal source code and information tied to 1.2 million customers, including website administrator passwords, sFTP credentials, and private SSL keys;

-December 2022: Hackers gained access to and installed malware on GoDaddy’s cPanel hosting servers that “intermittently redirected random customer websites to malicious sites.”

“Based on our investigation, we believe these incidents are part of a multi-year campaign by a sophisticated threat actor group that, among other things, installed malware on our systems and obtained pieces of code related to some services within GoDaddy,” the company stated in its SEC filing.

What else do we know about the cause of these incidents? We don’t know much about the source of the November 2021 incident, other than GoDaddy’s statement that it involved a compromised password, and that it took about two months for the company to detect the intrusion. GoDaddy has not disclosed the source of the breach in December 2022 that led to malware on some customer websites.

But we do know the March 2020 attack was precipitated by a spear-phishing attack against a GoDaddy employee. GoDaddy described the incident at the time in general terms as a social engineering attack, but one of its customers affected by that March 2020 breach actually spoke to one of the hackers involved.

The hackers were able to change the Domain Name System (DNS) records for the transaction brokering site escrow.com so that it pointed to an address in Malaysia that was host to just a few other domains, including the then brand-new phishing domain servicenow-godaddy[.]com.

The general manager of Escrow.com found himself on the phone with one of the GoDaddy hackers, after someone who claimed they worked at GoDaddy called and said they needed him to authorize some changes to the account.

In reality, the caller had just tricked a GoDaddy employee into giving away their credentials, and he could see from the employee’s account that Escrow.com required a specific security procedure to complete a domain transfer.

The general manager of Escrow.com said he suspected the call was a scam, but decided to play along for about an hour — all the while recording the call and coaxing information out of the scammer.

“This guy had access to the notes, and knew the number to call,” to make changes to the account, the CEO of Escrow.com told KrebsOnSecurity. “He was literally reading off the tickets to the notes of the admin panel inside GoDaddy.”

About halfway through this conversation — after being called out by the general manager as an imposter — the hacker admitted that he was not a GoDaddy employee, and that he was in fact part of a group that enjoyed repeated success with social engineering employees at targeted companies over the phone.

Absent from GoDaddy’s SEC statement is another spate of attacks in November 2020, in which unknown intruders redirected email and web traffic for multiple cryptocurrency services that used GoDaddy in some capacity.

It is possible this incident was not mentioned because it was the work of yet another group of intruders. But in response to questions from KrebsOnSecurity at the time, GoDaddy said that incident also stemmed from a “limited” number of GoDaddy employees falling for a sophisticated social engineering scam.

“As threat actors become increasingly sophisticated and aggressive in their attacks, we are constantly educating employees about new tactics that might be used against them and adopting new security measures to prevent future attacks,” GoDaddy said in a written statement back in 2020.

Voice phishing or “vishing” attacks typically target employees who work remotely. The phishers will usually claim that they’re calling from the employer’s IT department, supposedly to help troubleshoot some issue. The goal is to convince the target to enter their credentials at a website set up by the attackers that mimics the organization’s corporate email or VPN portal.

Experts interviewed for an August 2020 story on a steep rise in successful voice phishing attacks said there are generally at least two people involved in each vishing scam: One who is social engineering the target over the phone, and another co-conspirator who takes any credentials entered at the phishing page — including multi-factor authentication codes shared by the victim — and quickly uses them to log in to the company’s website.

The attackers are usually careful to do nothing with the phishing domain until they are ready to initiate a vishing call to a potential victim. And when the attack or call is complete, they disable the website tied to the domain.

This is key because many domain registrars will only respond to external requests to take down a phishing website if the site is live at the time of the abuse complaint. This tactic also can stymie efforts by companies that focus on identifying newly-registered phishing domains before they can be used for fraud.

GoDaddy’s latest SEC filing indicates the company had nearly 7,000 employees as of December 2022. In addition, GoDaddy contracts with another 3,000 people who work full-time for the company via business process outsourcing companies based primarily in India, the Philippines and Colombia.

Many companies now require employees to supply a one-time password — such as one sent via SMS or produced by a mobile authenticator app — in addition to their username and password when logging in to company assets online. But both SMS and app-based codes can be undermined by phishing attacks that simply request this information in addition to the user’s password.

One multifactor option — physical security keys — appears to be immune to these advanced scams. The most commonly used security keys are inexpensive USB-based devices. A security key implements a form of multi-factor authentication known as Universal 2nd Factor (U2F), which allows the user to complete the login process simply by inserting the USB device and pressing a button on the device. The key works without the need for any special software drivers.

In July 2018, Google disclosed that it had not had any of its 85,000+ employees successfully phished on their work-related accounts since early 2017, when it began requiring all employees to use physical security keys in place of one-time codes.

New Protections for Food Benefits Stolen by Skimmers

Millions of Americans receiving food assistance benefits just earned a new right that they can’t yet enforce: The right to be reimbursed if funds on their Electronic Benefit Transfer (EBT) cards are stolen by card skimming devices secretly installed at cash machines and grocery store checkout lanes.

On December 29, 2022, President Biden signed into law the Consolidated Appropriations Act of 2023, which — for the first time ever — includes provisions for the replacement of stolen EBT benefits. This is a big deal because in 2022, organized crime groups began massively targeting EBT accounts — often emptying affected accounts at ATMs immediately after the states disperse funds each month.

EBT cards can be used along with a personal identification number (PIN) to pay for goods at participating stores, and to withdraw cash from an ATM. However, EBT cards differ from debit cards issued to most Americans in two important ways. First, most states do not equip EBT cards with smart chip technology, which can make the cards more difficult and expensive for skimming thieves to clone.

More critically, EBT participants traditionally have had little hope of recovering food assistance funds when their cards were copied by card-skimming devices and used for fraud. That’s because while the EBT programs are operated by individually by the states, those programs are funded by the U.S. Department of Agriculture (USDA), which until late last year was barred from reimbursing states for stolen EBT funds.

The protections passed in the 2023 Appropriations Act allow states to use federal funds to replace stolen EBT benefits, and they permit states to seek reimbursement for any skimmed EBT funds they may have replaced from their own coffers (dating back to Oct. 1, 2022).

But first, all 50 states must each submit a plan for how they are going to protect and replace food benefits stolen via card skimming. Guidance for the states in drafting those plans was issued by the USDA on Jan. 31 (PDF), and states that don’t get them done before Feb. 27, 2023 risk losing the ability to be reimbursed for EBT fraud losses.

Deborah Harris is a staff attorney at The Massachusetts Law Reform Institute (MLRI), a nonprofit legal assistance organization that has closely tracked the EBT skimming epidemic. In November 2022, the MLRI filed a class-action lawsuit against Massachusetts on behalf of thousands of low-income families who were collectively robbed of more than $1 million in food assistance benefits by card skimming devices secretly installed at cash machines and grocery store checkout lanes across the state.

Harris said she’s pleased that the USDA guidelines were issued so promptly, and that the guidance for states was not overly prescriptive. For example, some security experts have suggested that adding contactless capability to EBT cards could help participants avoid skimming devices altogether. But Harris said contactless cards do not require a PIN, which is the only thing that stops EBT cards from being drained at the ATM when a participant’s card is lost or stolen.

Then again, nothing in the guidance even mentions chip-based cards, or any other advice for improving the physical security of EBT cards. Rather, it suggests states should seek to develop the capability to perform basic fraud detection and alerting on suspicious transactions, such as when an EBT card that is normally used only in one geographic area suddenly is used to withdraw cash at an ATM halfway across the country.

“Besides having the states move fast to approve their plans, we’d also like to see a focused effort to move states from magstripe-only cards to chip, and also assisting states to develop the algorithms that will enable them to identify likely incidents of stolen benefits,” Harris said.

Harris said Massachusetts has begun using algorithms to look for these suspicious transaction patterns throughout its EBT network, and now has the ability to alert households and verify transactions. But she said most states do not have this capability.

“We have heard that other states aren’t currently able to do that,” Harris said. “But encouraging states to more affirmatively identify instances of likely theft and assisting with the claims and verification process is critical. Most households can’t do that on their own, and in Massachusetts it’s very hard for a person to get a copy of their transaction history. Some states can do that through third-party apps, but something so basic should not be on the burden of EBT households.”

Some states aren’t waiting for direction from the federal government to beef up EBT card security. Like Maryland, which identified more than 1,400 households hit by EBT skimming attacks last year — a tenfold increase over 2021.

Advocates for EBT beneficiaries in Maryland are backing Senate Bill 401 (PDF), which would require the use of chip technology and ongoing monitoring for suspicious activity (a hearing on SB401 is scheduled in the Maryland Senate Finance Commission for Thursday, Feb. 23, at 1 p.m.).

Michelle Salomon Madaio is a director at the Homeless Persons Representation Project, a legal assistance organization based in Silver Spring, Md. Madaio said the bill would require the state Department of Human Services to replace skimmed benefits, not only after the bill goes into effect but also retroactively from January 2020 to the present.

Madaio said the bill also would require the state to monitor for patterns of suspicious activity on EBT cards, and to develop a mechanism to contact potentially affected households.

“For most of the skimming victims we’ve worked with, the fraudulent transactions would be pretty easy to spot because they mostly happened in the middle of the night or out of state, or both,” Madaio said. “To make matters worse, a lot of families whose benefits were scammed then incurred late fees on many other things as a result.”

It is not difficult to see why organized crime groups have pounced on EBT cards as easy money. In most traditional payment card transactions, there are usually several parties that have a financial interest in minimizing fraud and fraud losses, including the bank that issued the card, the card network (Visa, MasterCard, Discover, etc.), and the merchant.

But that infrastructure simply does not exist within state EBT programs, and it certainly isn’t a thing at the inter-state level. What that means is that the vast majority of EBT cards have zero fraud controls, which is exactly what continues to make them so appealing to thieves.

For now, the only fraud controls available to most EBT cardholders include being especially paranoid about where they use their cards, and frequently changing their PINs.

According to USDA guidance issued prior to the passage of the appropriations act, EBT cardholders should consider changing their card PIN at least once a month.

“By changing PINs frequently, at least monthly, and doing so before benefit issuance dates, households can minimize their risk of stolen benefits from a previously skimmed EBT card,” the USDA advised.

The Power of Relationships: Executive Buy-In and Security Culture for Bolstering Resilience

“Where do we start?”

This is the question every CISO asks about every new program. In fact, I ask and answer that question many times a month. There’s a reason for this, of course. A strong start to any project builds momentum, reassures stakeholders, and sets the stage for what’s to come. Security resilience initiatives are no different. Security resilience is the ability to anticipate and respond to unpredictable threats or changes, and then emerge stronger. It’s hard to imagine a more vital undertaking for CISOs. And as with all initiatives, CISOs always want to know where to begin.

They’re likely to find some valuable starting points in the Security Outcomes Report, Volume 3: Achieving Security Resilience, the latest in a series of reports released by Cisco and reflecting the viewpoints of 4,700 IT and security professionals from 26 countries. The report identifies seven success factors CISOs can pursue to improve outcomes within their own enterprise security resilience programs, placing a high priority on security resilience. The seven success factors range in nature from the architectural—simplifying your hybrid IT environment, maximizing zero trust adoption—to more relationship-focused factors.

It’s the latter that caught my eye.

Seven success factors for resilience:

  1. Establish executive support
  2. Cultivate a culture of security
  3. Hold resources in reserve
  4. Simplify hybrid cloud environments
  5. Maximize zero trust adoption
  6. Extend detection and response capabilities
  7. Take security to the edge

Solid relationships enable security resilience

It shouldn’t surprise any CISO that the first two success factors are built around relationships. These factors zero in on relationships with company leadership (as measured by establishing executive support) and relationships with people across the organization (as measured by cultivating a culture of security). Experienced CISOs know that these factors can make or break security initiatives.

Given the objective of security resilience is to withstand threats and come back even stronger, it’s clear that resilience must exist before, during, and after a cybersecurity incident. This has repercussions on the executive level and throughout the business. Lack of executive support can lead to detection, response, and recovery capabilities that are chronically underfunded. This leaves CISOs at a disadvantage when security incidents do inevitably happen and panic strikes the C-suite. What’s more, CISOs who lack strong executive relationships may also find themselves struggling to oversee incident management and coordinate communications. And afterward? Remediating and improving the security posture, which often impacts multiple parts of the organization beyond IT and often requires significant investment, stalls without a necessary lift from leadership.

The security report, which scores resilience levels across a series of criteria, finds that organizations reporting a strong backing from leadership have resilience scores that are 39% higher when compared to organizations reporting weak support. “Bridges to the C-suite are built upon a solid understanding of how the business works and how security initiatives can make it work even better,” notes the report. “Support goes both ways in any relationship, after all.”

In addition to keeping the program aligned, CISOs must keep in communication with their peers and superiors. Those who share only transactional relationships within the C-Suite find their interactions limited to status updates and budget requests. Transformational relationships, however, involve more frequent and deeper communication and interactions, which cover a broader set of topics than submitting the latest budget ask. They are, in other words, more valuable.

A security culture can create willing resilience partners

Of course, executive support is just one crucial factor for success. Resilience programs need broad support from throughout the organization, not just at the top. Every time an employee picks up a mouse or accesses an app from their mobile phone, they make a choice to either strengthen or lessen the organization’s security posture. Every time an improvement is necessary following a security event, cultural buy-in determines whether this new request from security is implemented or circumvented.

According to the report, organizations that successfully foster a culture of security can see a 46% increase in resilience compared to those who lack such a culture. Much like aligning a program with the business direction furthers leadership buy-in, CISOs need to align security policy with the functional direction of the business—but in a way that helps employees see security measures as protecting not just corporate data and IT assets but also their own future. When employees aren’t on board or see security measures as IT concerns with no relation to them, resilience suffers. “Frequent security policy violations and workarounds,” notes the report, “are evidence of poor security culture.” By viewing policy exceptions as feedback, and investigating these from the perspective of identifying and correcting misalignment, security leaders can enroll employees as the willing participants in the solution—rather than contributors to the problem.

Security leaders know, by and large, what we need to do to secure our organizations. We have frameworks with pages of controls. We have risk registers with lists of action items. Where we often struggle is translating this knowledge into action. To do that, we must see our efforts within the strategic context of executive leaders and the tactical reality of the line managers in our organization. We must personalize and prioritize our efforts around what matters to the people we collaborate with. It is through engaging people that our security programs become human-centric and, in turn, become more resilient.

Where do we start? With relationships. Good relationships lead to good security programs, and good security programs lead to great relationships. And all of these contribute to security resilience.

One of the aspects Rines appreciates most of this structure is getting “a widely varied set of perspectives and experiences that help build a more reliable, more robust product, which is why we’re here.”

Another benefit to having colleagues across the globe is the sharing of recipes, a perk Senior Site Reliability Engineer Bernard Ting particularly enjoys. Proactively communicating with colleagues virtually “helps you to form bonds with people from other teams. You can always learn something new about cultures elsewhere. I talk to people about food and so I’m always gathering recipes from people from all over the world,” Ting shared.

2. Gathering virtually inspires collaborative problem-solving

While some may fear that working remotely could lead to feelings of isolation and loneliness, a different camaraderie can flourish in the structure of our distributed teams. With colleagues across time zones, “there’s always someone there who you can reach out to help solve your problem,” Rines said.

Collaboration hours are another way Site Reliability Engineering Manager Jaya Sistla has cultivated virtual community and problem-solving. These hours are blocked off for team members to talk about what they’re working on. “The main thing is being able to ask for help so you don’t go into the rabbit hole debugging things,” Sistla said.

Ting points out that working in a distributed model allows you to really engage in virtual events and conversations. Given that the team mainly communicates through online chat, Ting has found that “forces you to see everyone as equally approachable, which has made me more comfortable reaching out to people from anywhere in the world.”

3. Intentional online socializing strengthens teams working remotely

For folks sharing an office, collaboration can happen through casual chats over coffee. When facing a challenge, you can ask your neighbor for support. While ideally virtual communication could have a similar cadence and spontaneity, the logistics of remote and distributed work require intentionality and being proactive in connecting with colleagues as people and as co-workers.

When Ting first started working remotely, he felt that every meeting needed to be formal and have a business objective. By sharing his feelings with his manager, he was reassured that “socializing is a very important part of teamwork, because if you don’t have a good relationship with your colleagues you’re not going to be able to have healthy discussions, healthy conflict or be able to critique each other when the situation arises.”

Since that conversation, Ting has been more proactive about catching up with colleagues, which can include sharing a coffee over video chat. Duo’s “coffee roulette” formalizes the process as every month, employees who opt in can be randomly paired up for a quick half-hour chat focused exclusively on socializing. Ting has found being proactive about socializing virtually helpful. “It’s made me more intentional with my time and really treasure the social experience you can get,” he said.

4. Remote management + training can be effective

Some folks may be concerned that without a manager observing their efforts and work ethic day in and day out, it may be harder to recognize accomplishments and challenges. Ting found that within his team “when you work on projects and in your one-on-ones with your managers, they’re always very intentional about learning what you’ve been doing and seeing what your progress is like on certain projects. I’ve been asked, ‘How do you think you can improve? What are some of the things you’ve been doing outside of the team work?’”

To cultivate cross-team collaboration and education, there are thoughtfully planned virtual lunch and learns. “We schedule training sessions and common meetings at times that are flexible for everyone. If it has to be repeated, we do it so people can comfortably attend rather than stretching themselves and attending at odd hours,” Sistla said.

5. Informal communication = hugely important [bonus points for individualized emojis]

For Software Engineer Nick Aspinall, an important and fun part of working remotely is keeping in touch with virtual messaging. One unique perk has been getting to create and customize emojis with team members including a few of himself in “various ridiculous states,” he said.

Connecting with colleagues on themed channels focused on personal and professional interests from coffee to pets “makes it really cool because you can meet people across different teams and still get some of the feeling of rubbing elbows that you get when you’re in the office,” Aspinall said. Participating in these virtual conversations boosts morale while also providing an endless supply of cute animal pics.

6. Conveying different information requires different formats

Given the multi-faceted nature of our work and the importance of consistent information sharing, having different communication channels and formats to communicate data with varying degrees of complexity is vital. Having information readily accessible, accurate and updated is particularly necessary in a field like cybersecurity.

Senior Software Engineer Mario Lopez finds that the variety of information sources contributes to an easeful remote working experience. For instance, for complex architecture decisions or detailing, Duo’s Wiki is the best source.

Software Engineer Hanna Fernandez has benefited from chat channels dedicated to design and engineering topics to “see what everyone’s up to and what thoughts people have,” she said. Sista pointed out these are great places to ask questions and open up dialogue to solve problems.

7. Video-on culture increases empathy and smiles

Our culture is “video-on,” meaning that it is preferred that during video meetings, as much as possible, attendees have their cameras on. Lopez loves this because “you get a bit of that personal human element.”

“We’re all people behind these screens. You definitely get some of people’s personality through text, but you get it more when you actually see them. It’s infectious when you see someone smiling. You’ve got to smile back,” he shared (while we both smiled).

8. Small talk matters

When Fernandez started at Cisco, she was advised to schedule individual meetings with everyone she would be working with on every team that she joined. That suggestion is one she’s applied even virtually.

“It’s a great strategy because I already know that my team is super talented and very smart, but this way I also get to know them as humans beyond their roles,” Fernandez said. Fernandez also finds it important to check in with co-workers and ask how they’re feeling and how their time off was. “I know a lot of people hate small talk, but it’s not just small talk. I’m genuinely interested in how my co-workers are doing.”

9. Life goals can more easily become reality

One of Ting’s biggest goals was buying his first house in the countryside outside of London. By working remotely, Ting has flexibility in his location which allowed him to achieve his goal of buying a house and settling down with his partner, while giving their dogs the space they need to be dogs.

10. Take time to transition as an engineer working remotely

When transitioning from fully remote to hybrid, it’s important to recognize that there will be some shifts to get accustomed to. As the structures of remote, distributed and hybrid work evolve, it’s important to stay flexible and notice what’s possible through multiple modalities of team building. Many teams have enjoyed in-person gatherings and connecting through virtual lunches and team games when remote.

Fernandez has had multiple roles with multiple structures at Cisco. As an intern, she was fully in person and shared desk space with other interns who collaborated on full stack engineering. While working in finance IT, Fernandez was hybrid and many of her colleagues were distributed among multiple offices. The pandemic began while she was in a DevOps role, forcing her to maintain boundaries around her work time while working fully remotely. In her current role working on Duo, Fernandez is completely remote but advocates for in-person events if possible, because “humans are social creatures who want to see each other’s faces in real life once in a while.”

For Aspinall, “when we did come back to the office, there was a bit of an adjustment period where you were overstimulated from the office.” He also wanted to ensure team members who were 100% remote were fully included. Now he sees that while half his team is fully remote and the other half is hybrid, “that doesn’t stop anyone from doing anything. All of our meetings feel the same. They’re all seamless.”

Understanding Business Email Compromise to better protect against it

What is business email compromise?

Imagine this: Your CEO sends you an email asking for your help transferring $5,000 to a new vendor for an urgent project. You make the transfer, only to find out later that the email was actually from an imposter, and that money is now in the hands of cybercriminals. Oops, right? crickets

Business Email Compromise (BEC) is a type of cybercrime that involves compromising or imitating legitimate business email accounts to carry out fraudulent transactions or steal sensitive information. The goal of a BEC attack is typically to trick the victim into transferring money, clicking on a malicious link, or disclosing sensitive information such as login credentials. BEC attacks can have a devastating impact on organizations of all sizes and in all industries, making it essential for businesses to be aware of the threat, understand the business risk, and take the necessary steps to protect themselves.

According to the latest FBI IC3 report, BEC is “one of the most financially damaging online crimes” and in 2021 was accountable for $2.4 Billion in adjusted losses for businesses and consumers.

How does BEC work?

One of the most common types of BEC attacks is called impersonating or email spoofing. By pretending to be a trusted colleague or business partner to gain the victim’s trust, the attacker uses social engineering techniques to trick the victim into clicking on a link or attachment in an email that contains malware, takes the victim to a malicious website, and has them transfer funds or change payment information.

BEC attacks can be very sophisticated and are difficult to detect. Many times, what the end-user sees on their email client does not represent the true email address of that sender, or it shows one that has been spoofed.

Typically, the attacker tries to impersonate someone in the organization with enough authority to not be questioned about what he/she is asking to be done.

How can BEC attacks be prevented?

As with everything in security, to be able to succeed in stopping BEC attacks, additional security layers & techniques should be implemented. There are several options to mitigate or reduce the number of successful BEC attacks. Creating a list of the people who will be likely to be impersonated will provide the best results. Usually, with names from the CxO level, this is known as a High Impact Personnel list. It will be used along with other security analysis engines to make sure any impersonated/spoof emails, along with other threats, get stopped and will not reach the end user.

New T-Mobile Breach Affects 37 Million Accounts

T-Mobile today disclosed a data breach affecting tens of millions of customer accounts, its second major data exposure in as many years. In a filing with federal regulators, T-Mobile said an investigation determined that someone abused its systems to harvest subscriber data tied to approximately 37 million current customer accounts.

In a filing today with the U.S. Securities and Exchange Commission, T-Mobile said a “bad actor” abused an application programming interface (API) to hoover up data on roughly 37 million current postpaid and prepaid customer accounts. The data stolen included customer name, billing address, email, phone number, date of birth, T-Mobile account number, as well as information on the number of customer lines and plan features.

APIs are essentially instructions that allow applications to access data and interact with web databases. But left improperly secured, these APIs can be leveraged by malicious actors to mass-harvest information stored in those databases. In October, mobile provider Optus disclosed that hackers abused a poorly secured API to steal data on 10 million customers in Australia.

T-Mobile said it first learned of the incident on Jan. 5, 2023, and that an investigation determined the bad actor started abusing the API beginning around Nov. 25, 2022. The company says it is in the process of notifying affected customers, and that no customer payment card data, passwords, Social Security numbers, driver’s license or other government ID numbers were exposed.

In August 2021, T-Mobile acknowledged that hackers made off with the names, dates of birth, Social Security numbers and driver’s license/ID information on more than 40 million current, former or prospective customers who applied for credit with the company. That breach came to light after a hacker began selling the records on a cybercrime forum.

Last year, T-Mobile agreed to pay $500 million to settle all class action lawsuits stemming from the 2021 breach. The company pledged to spend $150 million of that money toward beefing up its own cybersecurity.

In its filing with the SEC, T-Mobile suggested it was going to take years to fully realize the benefits of those cybersecurity improvements, even as it claimed that protecting customer data remains a top priority.

“As we have previously disclosed, in 2021, we commenced a substantial multi-year investment working with leading external cybersecurity experts to enhance our cybersecurity capabilities and transform our approach to cybersecurity,” the filing reads. “We have made substantial progress to date, and protecting our customers’ data remains a top priority.”

Despite this being the second major customer data spill in as many years, T-Mobile told the SEC the company does not expect this latest breach to have a material impact on its operations.

While that may seem like a daring thing to say in a data breach disclosure affecting a significant portion of your active customer base, consider that T-Mobile reported revenues of nearly $20 billion in the third quarter of 2022 alone. In that context, a few hundred million dollars every couple of years to make the class action lawyers go away is a drop in the bucket.

The settlement related to the 2021 breach says T-Mobile will make $350 million available to customers who file a claim. But here’s the catch: If you were affected by that 2021 breach and you haven’t filed a claim yet, please know that you have only three more days to do that.

If you were a T-Mobile customer affected by the 2021 incident, it is likely that T-Mobile has already made several efforts to notify you of your eligibility to file a claim, which includes a payout of at least $25, with the possibility of more for those who can document direct costs associated with the breach. OpenClassActions.com says the filing deadline is Jan. 23, 2023.

“If you opt for a cash payment you will receive an estimated $25.00,” the site explains. “If you reside in California, you will receive an estimated $100.00. Out of pocket losses can be reimbursed for up to $25,000.00. The amount that you claim from T-Mobile will be determined by the class action administrator based on how many people file a legitimate and timely claim form.”

There are currently no signs that hackers are selling this latest data haul from T-Mobile, but if the past is any teacher much of it will wind up posted online soon. It is a safe bet that scammers will use some of this information to target T-Mobile users with phishing messages, account takeovers and harassment.

T-Mobile customers should fully expect to see phishers taking advantage of public concern over the breach to impersonate the company — and possibly even send messages that include the recipient’s compromised account details to make the communications look more legitimate.

Data stolen and exposed in this breach may also be used for identity theft. Credit monitoring and ID theft protection services can help you recover from having your identity stolen, but most will do nothing to stop the ID theft from happening. If you want the maximum control over who should be able to view your credit or grant new lines of credit in your name, then a security freeze is your best option.

Regardless of which mobile provider you patronize, please consider removing your phone number from as many online accounts as you can. Many online services require you to provide a phone number upon registering an account, but in many cases that number can be removed from your profile afterwards.

Why do I suggest this? Many online services allow users to reset their passwords just by clicking a link sent via SMS, and this unfortunately widespread practice has turned mobile phone numbers into de facto identity documents. Which means losing control over your phone number thanks to an unauthorized SIM swap or mobile number port-out, divorce, job termination or financial crisis can be devastating.

Achieving Security Resilience: Findings from the Security Outcomes Report, Vol 3

I am excited to announce the release of Cisco’s annual flagship cybersecurity report, the Security Outcomes Report, Volume 3: Achieving Security Resilience. It’s about preparing, adapting, and overcoming security challenges and threats, and an organisation’s ability to respond and emerge stronger.It’s the organization’s ability to respond to the inevitable attacks and unexpected events that come our way. In a recent webinar on Security Trends for 2023, the team spoke about laying a good foundation, and when you do, good outcomes will come from that. The Security Outcomes Report, Vol.3 looks at the most important factors that will help you build that foundation and give you the most successful security outcomes.

An EMEA perspective

When it came to the top priority security outcome for organisations, Europe, the Middle East and Africa (EMEA) were in line with global findings. Preventing major security incidents and losses, mitigating financial losses from security incidents, and adapting to unexpected external change events or trends, were the top three. Interestingly, security leaders prioritised mitigating financial losses whereas more technical and operational security respondents placed the highest importance on preventing major incidents. It’s of course understandable to have differing focuses at different levels but this highlights the importance of agreeing and communicating shared objectives and goals.

When asked to their rate overall resilience, respondents from France had the highest score in EMEA, closely followed by Italy and the Netherlands. Germany had the lowest score (significantly lower than the rest of region and the globe). Slightly contrary to this, when asked how confident they would be to remain resilient in a ‘worst case’ cybersecurity event, France came out second to last with only 27% saying they are strongly confident. The most confident country is the Netherlands with 54%.

Globally across all sizes of business the security outcome that organizations most struggle with is recruiting and retaining talented security personnel; the UK and Germany also noted this as top, reinforcing the ongoing battle against the security skills gap.

Seven success factors

The report analyses the seven success factors that have shown to improve overall security resilience:

  1. Establishing executive support can increase security resilience by 39%.
  2. Cultivating a culture of security boosts security resilience by 46%.
  3. Holding resources in reserve (don’t max out or overwork your staff) can increase it by up to 15%.
  4. Simplifying hybrid cloud environments makes an 18% difference over complex ones. ​
  5. Maximizing zero trust adoption can lead to 30% gains.​
  6. Extending detection and response capabilities show 45% better resilience scores.
  7. Taking security to the edge improves resilience by 27%.

Identity Thieves Bypassed Experian Security to View Credit Reports

Identity thieves have been exploiting a glaring security weakness in the website of Experian, one of the big three consumer credit reporting bureaus. Normally, Experian requires that those seeking a copy of their credit report successfully answer several multiple choice questions about their financial history. But until the end of 2022, Experian’s website allowed anyone to bypass these questions and go straight to the consumer’s report. All that was needed was the person’s name, address, birthday and Social Security number.

The vulnerability in Experian’s website was exploitable after one applied to see their credit file via annualcreditreport.com.

In December, KrebsOnSecurity heard from Jenya Kushnir, a security researcher living in Ukraine who said he discovered the method being used by identity thieves after spending time on Telegram chat channels dedicated to the cashing out of compromised identities.

“I want to try and help to put a stop to it and make it more difficult for [ID thieves] to access, since [Experian is] not doing shit and regular people struggle,” Kushnir wrote in an email to KrebsOnSecurity explaining his motivations for reaching out. “If somehow I can make small change and help to improve this, inside myself I can feel that I did something that actually matters and helped others.”

Kushnir said the crooks learned they could trick Experian into giving them access to anyone’s credit report, just by editing the address displayed in the browser URL bar at a specific point in Experian’s identity verification process.

Following Kushnir’s instructions, I sought a copy of my credit report from Experian via annualcreditreport.com — a website that is required to provide all Americans with a free copy of their credit report from each of the three major reporting bureaus, once per year.

Annualcreditreport.com begins by asking for your name, address, SSN and birthday. After I supplied that and told Annualcreditreport.com I wanted my report from Experian, I was taken to Experian.com to complete the identity verification process.

Normally at this point, Experian’s website would present four or five multiple-guess questions, such as “Which of the following addresses have you lived at?”

Kushnir told me that when the questions page loads, you simply change the last part of the URL from “/acr/oow/” to “/acr/report,” and the site would display the consumer’s full credit report.

But when I tried to get my report from Experian via annualcreditreport.com, Experian’s website said it didn’t have enough information to validate my identity. It wouldn’t even show me the four multiple-guess questions. Experian said I had three options for a free credit report at this point: Mail a request along with identity documents, call a phone number for Experian, or upload proof of identity via the website.

But that didn’t stop Experian from showing me my full credit report after I changed the Experian URL as Kushnir had instructed — modifying the error page’s trailing URL from “/acr/OcwError” to simply “/acr/report”.

Experian’s website then immediately displayed my entire credit file.

Even though Experian said it couldn’t tell that I was actually me, it still coughed up my report. And thank goodness it did. The report contains so many errors that it’s probably going to take a good deal of effort on my part to straighten out.

Now I know why Experian has NEVER let me view my own file via their website. For example, there were four phone numbers on my Experian credit file: Only one of them was mine, and that one hasn’t been mine for ages.

I was so dumbfounded by Experian’s incompetence that I asked a close friend and trusted security source to try the method on her identity file at Experian. Sure enough, when she got to the part where Experian asked questions, changing the last part of the URL in her address bar to “/report” bypassed the questions and immediately displayed her full credit report. Her report also was replete with errors.

KrebsOnSecurity shared Kushnir’s findings with Experian on Dec. 23, 2022. On Dec. 27, 2022, Experian’s PR team acknowledged receipt of my Dec. 23 notification, but the company has so far ignored multiple requests for comment or clarification.

By the time Experian confirmed receipt of my report, the “exploit” Kushnir said he learned from the identity thieves on Telegram had been patched and no longer worked. But it remains unclear how long Experian’s website was making it so easy to access anyone’s credit report.

In response to information shared by KrebsOnSecurity, Senator Ron Wyden (D-Ore.) said he was disappointed — but not at all surprised — to hear about yet another cybersecurity lapse at Experian.

“The credit bureaus are poorly regulated, act as if they are above the law and have thumbed their noses at Congressional oversight,” Wyden said in a written statement. “Just last year, Experian ignored repeated briefing requests from my office after you revealed another cybersecurity lapse the company.”

Sen. Wyden’s quote above references a story published here in July 2022, which broke the news that identity thieves were hijacking consumer accounts at Experian.com just by signing up as them at Experian once more, supplying the target’s static, personal information (name, DoB/SSN, address) but a different email address.

From interviews with multiple victims who contacted KrebsOnSecurity after that story, it emerged that Experian’s own customer support representatives were actually telling consumers who got locked out of their Experian accounts to recreate their accounts using their personal information and a new email address. This was Experian’s advice even for people who’d just explained that this method was what identity thieves had used to lock them in out in the first place.

Clearly, Experian found it simpler to respond this way, rather than acknowledging the problem and addressing the root causes (lazy authentication and abhorrent account recovery practices). It’s also worth mentioning that reports of hijacked Experian.com accounts persisted into late 2022. That screw-up has since prompted a class action lawsuit against Experian.

Sen. Wyden said the Federal Trade Commission (FTC) and Consumer Financial Protection Bureau (CFPB) need to do much more to protect Americans from screw-ups by the credit bureaus.

“If they don’t believe they have the authority to do so, they should endorse legislation like my Mind Your Own Business Act, which gives the FTC power to set tough mandatory cybersecurity standards for companies like Experian,” Wyden said.

Sadly, none of this is terribly shocking behavior for Experian, which has shown itself a completely negligent custodian of obscene amounts of highly sensitive consumer information.

In April 2021, KrebsOnSecurity revealed how identity thieves were exploiting lax authentication on Experian’s PIN retrieval page to unfreeze consumer credit files. In those cases, Experian failed to send any notice via email when a freeze PIN was retrieved, nor did it require the PIN to be sent to an email address already associated with the consumer’s account.

A few days after that April 2021 story, KrebsOnSecurity broke the news that an Experian API was exposing the credit scores of most Americans.

It’s bad enough that we can’t really opt out of companies like Experian making $2.6 billion each quarter collecting and selling gobs of our personal and financial information. But there has to be some meaningful accountability when these monopolistic companies engage in negligent and reckless behavior with the very same consumer data that feeds their quarterly profits. Or when security and privacy shortcuts are found to be intentional, like for cost-saving reasons.

And as we saw with Equifax’s consolidated class-action settlement in response to letting state-sponsored hackers from China steal data on nearly 150 million Americans back in 2017, class-actions and more laughable “free credit monitoring” services from the very same companies that created the problem aren’t going to cut it.

WHAT CAN YOU DO?

It is easy to adopt a defeatist attitude with the credit bureaus, who often foul things up royally even for consumers who are quite diligent about watching their consumer credit files and disputing any inaccuracies.

But there are some concrete steps that everyone can take which will dramatically lower the risk that identity thieves will ruin your financial future. And happily, most of these steps have the side benefit of costing the credit bureaus money, or at least causing the data they collect about you to become less valuable over time.

The first step is awareness. Find out what these companies are saying about you behind your back. Keep in mind that — fair or not — your credit score as collectively determined by these bureaus can affect whether you get that loan, apartment, or job. In that context, even small, unintentional errors that are unrelated to identity theft can have outsized consequences for consumers down the road.

Each bureau is required to provide a free copy of your credit report every year. The easiest way to get yours is through annualcreditreport.com.

Some consumers report that this site never works for them, and that each bureau will insist they don’t have enough information to provide a report. I am definitely in this camp. Thankfully, a financial institution that I already have a relationship with offers the ability to view your credit file through them. Your mileage on this front may vary, and you may end up having to send copies of your identity documents through the mail or website.

When you get your report, look for anything that isn’t yours, and then document and file a dispute with the corresponding credit bureau. And after you’ve reviewed your report, set a calendar reminder to recur every four months, reminding you it’s time to get another free copy of your credit file.

If you haven’t already done so, consider making 2023 the year that you freeze your credit files at the three major reporting bureaus, including Experian, Equifax and TransUnion. It is now free to people in all 50 U.S. states to place a security freeze on their credit files. It is also free to do this for your partner and/or your dependents.

Freezing your credit means no one who doesn’t already have a financial relationship with you can view your credit file, making it unlikely that potential creditors will grant new lines of credit in your name to identity thieves. Freezing your credit file also means Experian and its brethren can no longer sell peeks at your credit history to others.

Anytime you wish to apply for new credit or a new job, or open an account at a utility or communications provider, you can quickly thaw a freeze on your credit file, and set it to freeze automatically again after a specified length of time.

Please don’t confuse a credit freeze (a.k.a. “security freeze”) with the alternative that the bureaus will likely steer you towards when you ask for a freeze: “Credit lock” services.

The bureaus pitch these credit lock services as a way for consumers to easily toggle their credit file availability with push of a button on a mobile app, but they do little to prevent the bureaus from continuing to sell your information to others.

My advice: Ignore the lock services, and just freeze your credit files already.

One final note. Frequent readers here will have noticed that I’ve criticized these so-called “knowledge-based authentication” or KBA questions that Experian’s website failed to ask as part of its consumer verification process.

KrebsOnSecurity has long assailed KBA as weak authentication because the questions and answers are drawn largely from consumer records that are public and easily accessible to organized identity theft groups.

That said, given that these KBA questions appear to be the ONLY thing standing between me and my Experian credit report, it seems like maybe they should at least take care to ensure that those questions actually get asked.

Why Zero Trust Helps Unlock Security Resilience

Speaking to many CISOs, it’s clear that many security executives view zero trust as a journey that can be difficult to start, and one that even makes identifying successful outcomes a challenge. Simultaneously, the topic of security resilience has risen up the C-level agenda and is now another focus for security teams. So, are these complementary? Or will they present conflicting demands that will disrupt rather than assist the CISO in their role?

One of the most striking results coming from Cisco’s latest Security Outcomes Report is that organizations with a mature zero trust implementation – those with basic controls, constant validation and automated workflows – experience a 30% improvement in security resilience compared to those who have not started their zero trust journey. So, these two initiatives – implementing zero trust and working to achieve security resilience – appear to complement each other while supporting the CISO when a cyber black swan swims in.

Security resilience is the ability to withstand an incident and recover more strongly. In other words, ride out the storm and come back better. Meanwhile, zero trust is best known as a “never trust, always verify” principle. The idea is to check before you provide access, and authenticate identity based on a risk profile of assets and users. This starts to explain why the two are complementary.

Cisco Security Outcomes Report: Resilience Outcomes - Ranked by Importance

The top security resilience outcomes

The Security Outcomes Report summarizes the results of a survey of more than 4,700 security professionals. Among the insights that emerge are nine security resilience outcomes they consider most important. The top three outcomes for resilience are prevention, mitigation and adaptation. In other words, they prioritize first the ability to avoid an incident by having the right controls in place, then the ability to reduce and reverse the overall impact when an incident occurs, and then the ability to pivot rapidly without being bound by too rigid a set of systems. Zero trust will support these outcomes.

Preventing, or reducing the likelihood of a cybersecurity incident, is an obvious first step and no surprise as the most important outcome. Pursuing programs that identify users and monitor the health of devices is a crucial a preventative step. In fact, simply ensuring that multifactor authentication (MFA) is ubiquitous across the organization can bring an 11% improvement in security resilience.

When incidents occur, security teams will need a clear picture of the incident they are having to manage. This will help in them respond quickly, with a proactive determination of recovery requirements. Previous studies show that once a team achieves 80% coverage of critical systems, the ability to maintain continuity increases measurably. This knowledge will also help teams develop more focused incident response processes. A mature zero trust environment has also been found to almost double a team’s ability to streamline these processes when compared to a limited zero trust implementation.

Communication is key

When talking to CISOs about successful implementation programs, communication within the business emerges as a recurring theme. Security teams must inform and guide users through the phases of zero trust implementation, while emphasizing the benefits to them. When users are aware of their responsibility to keep the organization secure, they take a participatory role in an important aspect of the business. So, when an incident occurs, they can support the company’s response. This increases resilience. Research has shown that a mature program will more than double the effect of efforts to improve the security culture. Additionally, the same communication channels established to spread the word of zero trust now can be called upon when an incident requires immediate action.

Mature implementations have also been seen to help increase cost effectiveness and reduce unplanned work. This releases more resource to cope with the unexpected – another important driver of resilience surfaced in Volume 3 of the Security Outcomes Report. Having more efficient resources enables the security function to reallocate teams when needed. Reviewing and updating resource processes and procedures, along with all other important processes, is a vital part of any of any change initiative. Mature zero trust environments reflect this commitment continuous assessment and improvement.

Adapt and innovate

Inherent in organizational resilience is the ability to adapt and innovate. The corporate landscape is littered with examples of those who failed to do those two things. A zero trust environment enables organizations to lower their risk of incidents while adapting their security posture to fit the ongoing changes of the business. Think of developing new partners, supporting new products remotely, securing a changing supply chain. The basic tenets of MFA – including continuous validation, segmentation and automation – sets a foundation that accommodates those changes without compromising security. The view that security makes change difficult is becoming obsolete. With zero trust and other keys to achieving security resilience, security now is a partner in business change. And for those CISOs who fear even starting this journey, understanding the benefits should help them take that first step.

The Equifax Breach Settlement Offer is Real, For Now

Millions of people likely just received an email or snail mail notice saying they’re eligible to claim a class action payment in connection with the 2017 megabreach at consumer credit bureau Equifax. Given the high volume of reader inquiries about this, it seemed worth pointing out that while this particular offer is legit (if paltry), scammers are likely to soon capitalize on public attention to the settlement money.

In 2017, Equifax disclosed a massive, extended data breach that led to the theft of Social Security Numbers, dates of birth, addresses and other personal information on nearly 150 million people. Following a public breach response perhaps best described as a giant dumpster fire, the big-three consumer credit reporting bureau was quickly hit with nearly two dozen class-action lawsuits.

In exchange for resolving all outstanding class action claims against it, Equifax in 2019 agreed to a settlement that includes up to $425 million to help people affected by the breach.

Affected consumers were eligible to apply for at least three years of credit monitoring via all three major bureaus simultaneously, including Equifax, Experian and TransUnion. Or, if you didn’t want to take advantage of the credit monitoring offers, you could opt for a cash payment of up to $125.

The settlement also offered reimbursement for the time you may have spent remedying identity theft or misuse of your personal information caused by the breach, or purchasing credit monitoring or credit reports. This was capped at 20 total hours at $25 per hour ($500), with total cash reimbursement payments not to exceed $20,000 per consumer.

Those who did file a claim probably started receiving emails or other communications earlier this year from the Equifax Breach Settlement Fund, which has been messaging class participants about methods of collecting their payments.

How much each recipient receives appears to vary quite a bit, but probably most people will have earned a payment on the smaller end of that $125 scale — like less than $10. Those who received higher amounts likely spent more time documenting actual losses and/or explaining how the breach affected them personally.

So far this week, KrebsOnSecurity has received at least 20 messages from readers seeking more information about these notices. Some readers shared copies of letters they got in the mail along with a paper check from the Equifax Breach Settlement Fund (see screenshot above).

Others said they got emails from the Equifax Breach Settlement domain that looked like an animated greeting card offering instructions on how to redeem a virtual prepaid card.

If you received one of these settlement emails and are wary about clicking the included links (good for you, by the way), copy the redemption code and paste it into the search box at myprepaidcenter.com/redeem. Successfully completing the card application requires accepting a prepaid MasterCard agreement (PDF).

The website for the settlement — equifaxbreachsettlement.com — also includes a lookup tool that lets visitors check whether they were affected by the breach; it requires your last name and the last six digits of your Social Security Number.

But be aware that phishers and other scammers are likely to take advantage of increased public awareness of the payouts to snooker people. Tim Helming, security evangelist at DomainTools.com, today flagged several new domains that mimic the name of the real Equifax Breach Settlement website and do not appear to be defensively registered by Equifax, including equifaxbreechsettlement[.]com, equifaxbreachsettlementbreach[.]com, and equifaxsettlements[.]co.

In February 2020, the U.S. Justice Department indicted four Chinese officers of the People’s Liberation Army (PLA) for perpetrating the 2017 Equifax hack. DOJ officials said the four men were responsible for carrying out the largest theft of sensitive personal information by state-sponsored hackers ever recorded.

Equifax surpassed Wall Street’s expectations in its most recent quarterly earnings: The company reported revenues of $1.24 billion for the quarter ending September 2022.

Of course, most of those earnings come from Equifax’s continued legal ability to buy and sell eye-popping amounts of financial and personal data on U.S. consumers. As one of the three major credit bureaus, Equifax collects and packages information about your credit, salary, and employment history. It tracks how many credit cards you have, how much money you owe, and how you pay your bills. Each company creates a credit report about you, and then sells this report to businesses who are deciding whether to give you credit.

Americans currently have no legal right to opt out of this data collection and trade. But you can and also should freeze your credit, which by the way can make your credit profile less profitable for companies like Equifax — because they make money every time some potential creditor wants a peek inside your financial life. Also, it’s probably a good idea to freeze the credit of your children and/or dependents as well. It’s free on both counts.

The Upcoming UK Telecoms Security Act Part Two: Changing Mindset from Stick to Carrot

In our last blog, we gave a rundown of what the Telecommunications (Security) Act (TSA) is, why it’s been introduced, who it affects, when it starts, and how firms can prepare. Here, we take a closer look into the themes introduced by the Act, explore how the telecoms industry can explore zero trust to further improve its security posture, and outline the benefits that can be gained when complying.

When the Telecoms Security Act (TSA) was introduced, it was labelled as ‘one of the strongest telecoms security regimes in the world, a rise in standards across the board, set by the government rather than the industry’ by Matt Warman, former Minister of State at the Department for Digital, Culture, Media, and Sport. The industry is certainly feeling the impending impact of the act – with one industry pundit at an event we ran recently describing it as a ‘multi-generational change’ for the sector.

One of the headline grabbers stemming from the Act are the associated fines. With the new powers granted to it by the Act, Ofcom now has the responsibility to oversee operators’ security policies and impose fines of up to 10 percent of turnover or £100,000 a day in case operators don’t comply or the blanket ban of telecoms vendors such as Huawei. Sounds like the typical ‘stick’-based costly compliance messaging that no-one particularly wants to hear, right? But what if the TSA had some ‘carrot’-based business benefits that are much less discussed?

The TSA introduces a new security framework for the UK telecoms sector to ensure that public telecommunications providers operate secure and resilient networks and services and manage their supply chains appropriately. ny of the themes introduced in the code of practice can be aligned with the themes in a zero trust security model, which are also a focus for CISOs.

Zero trust security is a concept (also known as ‘never trust, always verify’) which establishes trust in users and devices through authentication and continuous monitoring of each access attempt, with custom security policies that protect every application. At Duo, our approach to zero trust is:

  • First, accurately establish trust – to verify user and device trust and increase visibility
  • Second, consistently enforce trust-based access – to grant the appropriate level of access and enforce access policies, based on the principle of least privilege.
  • Third, change is inevitable, especially when it comes to risk, so continuously verify trust by reassessing trust level and adjust access accordingly after initial access has been granted
  • And fourth, dynamically respond to change in trust by investigating and orchestrating response to potential incidents with increased visibility into suspicious changes in trust level.

A crucial point to note here: much like a solution that claims to help with all aspects of the TSA, telecom providers should be wary of any vendor who claims to have a zero-trust product. Both are far much bigger than any ‘silver bullet’ solution purports to offer. But there is a good reason a zero-trust framework has been mandated by the US White House for all federal agencies, and recommended by the Australian Cyber Security Centre (ACSC) and the UK’s National Cyber Security Centre (NCSC).

As well as helping to mitigate the significant cyber risks presented to the telecoms industry, a zero-trust strategy provides many business benefits. Our recent Guide to Zero Trust Maturity shows that:

  • Organisations that reported a mature implementation of zero trust were more than twice as likely to achieve business resilience (63.6%) than those with a limited zero trust implementation.
  • Organisations that achieved mature implementations of zero trust were twice as likely to report excelling at the following five security practices:
    • Accurate threat detection
    • Proactive tech refresh
    • Prompt disaster recovery
    • Timely incident response
    • Well-integrated tech
  • Organisations that claimed to have a mature implementation of zero trust were 2X more likely to report excelling across desired outcomes such as greater executive confidence (47%).

A robust zero-trust security program includes phishing-resistant multi factor authentication (MFA), access controls for devices and applications, risk-signalling, dynamic authentication, firewalls, analytics, web monitoring and more. As I said previously there is no one answer to zero trust, or indeed the TSA, but getting the basics right like strong MFA, single sign on (SSO) and device trust are an easy and effective way to get started.

The TSA will be a huge undertaking for industry, but it is important to focus on the benefits such a wide-reaching set of regulatory rules will inevitably result in. As another guest from our recent event put it: ‘the TSA is full of the latest and modern best practice around security, so the aim really is to raise the tide and all ships, which can only be a good thing.’

New Ransom Payment Schemes Target Executives, Telemedicine

Ransomware groups are constantly devising new methods for infecting victims and convincing them to pay up, but a couple of strategies tested recently seem especially devious. The first centers on targeting healthcare organizations that offer consultations over the Internet and sending them booby-trapped medical records for the “patient.” The other involves carefully editing email inboxes of public company executives to make it appear that some were involved in insider trading.

Alex Holden is founder of Hold Security, a Milwaukee-based cybersecurity firm. Holden’s team gained visibility into discussions among members of two different ransom groups: CLOP (a.k.a. “Cl0p” a.k.a. “TA505“), and a newer ransom group known as Venus.

Last month, the U.S. Department of Health and Human Services (HHS) warned that Venus ransomware attacks were targeting a number of U.S. healthcare organizations. First spotted in mid-August 2022, Venus is known for hacking into victims’ publicly-exposed Remote Desktop services to encrypt Windows devices.

Holden said the internal discussions among the Venus group members indicate this gang has no problem gaining access to victim organizations.

“The Venus group has problems getting paid,” Holden said. “They are targeting a lot of U.S. companies, but nobody wants to pay them.”

Which might explain why their latest scheme centers on trying to frame executives at public companies for insider trading charges. Venus indicated it recently had success with a method that involves carefully editing one or more email inbox files at a victim firm — to insert messages discussing plans to trade large volumes of the company’s stock based on non-public information.

“We imitate correspondence of the [CEO] with a certain insider who shares financial reports of his companies through which your victim allegedly trades in the stock market, which naturally is a criminal offense and — according to US federal laws [includes the possibility of up to] 20 years in prison,” one Venus member wrote to an underling.

“You need to create this file and inject into the machine(s) like this so that metadata would say that they were created on his computer,” they continued. “One of my clients did it, I don’t know how. In addition to pst, you need to decompose several files into different places, so that metadata says the files are native from a certain date and time rather than created yesterday on an unknown machine.”

Holden said it’s not easy to plant emails into an inbox, but it can be done with Microsoft Outlook .pst files, which the attackers may also have access to if they’d already compromised a victim network.

“It’s not going to be forensically solid, but that’s not what they care about,” he said. “It still has the potential to be a huge scandal — at least for a while — when a victim is being threatened with the publication or release of these records.”

Holden said the CLOP ransomware gang has a different problem of late: Not enough victims. The intercepted CLOP communication seen by KrebsOnSecurity shows the group bragged about twice having success infiltrating new victims in the healthcare industry by sending them infected files disguised as ultrasound images or other medical documents for a patient seeking a remote consultation.

The CLOP members said one tried-and-true method of infecting healthcare providers involved gathering healthcare insurance and payment data to use in submitting requests for a remote consultation on a patient who has cirrhosis of the liver.

“Basically, they’re counting on doctors or nurses reviewing the patient’s chart and scans just before the appointment,” Holden said. “They initially discussed going in with cardiovascular issues, but decided cirrhosis or fibrosis of the liver would be more likely to be diagnosable remotely from existing test results and scans.”

While CLOP as a money making collective is a fairly young organization, security experts say CLOP members hail from a group of Threat Actors (TA) known as “TA505,” which MITRE’s ATT&CK database says is a financially motivated cybercrime group that has been active since at least 2014. “This group is known for frequently changing malware and driving global trends in criminal malware distribution,” MITRE assessed.

In April, 2021, KrebsOnSecurity detailed how CLOP helped pioneer another innovation aimed at pushing more victims into paying an extortion demand: Emailing the ransomware victim’s customers and partners directly and warning that their data would be leaked to the dark web unless they can convince the victim firm to pay up.

Security firm Tripwire points out that the HHS advisory on Venus says multiple threat actor groups are likely distributing the Venus ransomware. Tripwire’s tips for all organizations on avoiding ransomware attacks include:

  • Making secure offsite backups.
  • Running up-to-date security solutions and ensuring that your computers are protected with the latest security patches against vulnerabilities.
  • Using hard-to-crack unique passwords to protect sensitive data and accounts, as well as enabling multi-factor authentication.
  • Encrypting sensitive data wherever possible.
  • Continuously educating and informing staff about the risks and methods used by cybercriminals to launch attacks and steal data.

While the above tips are important and useful, one critical area of ransomware preparedness overlooked by too many organizations is the need to develop — and then periodically rehearse — a plan for how everyone in the organization should respond in the event of a ransomware or data ransom incident. Drilling this breach response plan is key because it helps expose weaknesses in those plans that could be exploited by the intruders.

As noted in last year’s story Don’t Wanna Pay Ransom Gangs? Test Your Backups, experts say the biggest reason ransomware targets and/or their insurance providers still pay when they already have reliable backups of their systems and data is that nobody at the victim organization bothered to test in advance how long this data restoration process might take.

“Suddenly the victim notices they have a couple of petabytes of data to restore over the Internet, and they realize that even with their fast connections it’s going to take three months to download all these backup files,” said Fabian Wosar, chief technology officer at Emsisoft. “A lot of IT teams never actually make even a back-of-the-napkin calculation of how long it would take them to restore from a data rate perspective.”

Cracking the Code to Security Resilience: Lessons from the Latest Cisco Security Outcomes Report

Two years ago, we asked the question: What actually works in cybersecurity?

Not what everyone’s doing—because there are plenty of cybersecurity reports out there that answer that question—but which data-backed practices lead to the outcomes we want to implement in cybersecurity strategies?

The result was the first Security Outcomes Report, in which we analyzed 25 cybersecurity practices against 11 desired outcomes. And thanks to a large international respondent group, together with the mighty data science powers of the Cyentia Institute, we got some good data that raised as many questions as it answered. Sure, we found some strong correlations between practices and outcomes, but why did they correlate?

Last year, our second report focused in on the top five most highly correlated practices and tried to reveal more detail that would give us some guidance on implementation. We found that certain types of technology infrastructure correlated more with those successful practices, and therefore with the outcomes we’re seeking. Is architecture really destiny when it comes to good security outcomes? It does appear to be the case, but we had more research ahead of us to be more confident in a statement that sweeping.

All the while, we’ve been listening to readers considering what they’d like to glean from this research. One big question was, “How do we turn these practices into management objectives?” In other words, now that we have some data on practices we should be implementing, how do we set measurable goals to do so? I’ve led workshops in the UK and in Colombia to help CISOs set their own objectives based on their risk management priorities, and we’ve worked to identify longer-term targets that require close alignment with business leaders.

Achieving security resilience

Another question that took a front-row seat in our presentations and just wouldn’t leave: the topic of cyber resilience, or security resilience. It’s almost reached the status of a buzzword in the security industry, but you can understand why it’s ubiquitous.

“Among the upheaval of the pandemic, political unrest, economic and climate turbulence, and war, everyone is struggling to find a new ‘business as usual’ state that includes being able to adapt better to the shaky ground beneath them.”

But what exactly is security resilience, anyway? What does it mean to security practitioners and executives around the world? And what are the associated cybersecurity outcomes that we can identify and correlate? We know it doesn’t simply mean preventing bad things from happening; that ship has sailed (and sunk). We also know that security resilience doesn’t always mean full recovery from an event or condition that has knocked you down. Rather, it means continuing to operate during an adverse situation, either at full or partial capacity, and mitigating the effects on stakeholders. Ideally speaking, security resilience also means learning from the experience and emerging stronger.

What’s new in Volume 3

Security resilience is the focus of the third volume of our Security Outcomes Report: Achieving Security Resilience. It tells us how 4,700 practitioners across 26 countries are prioritizing security resilience: what it means to them, what they’re doing successfully to achieve it, and what they’re struggling with. Once again, the data gives us interesting ideas to ponder.

A stronger security culture boosts resilience by as much as 46%. By “culture,” we don’t mean annual compliance-driven awareness training. Cybersecurity awareness is what you know; security culture is what you do. When organizations score better at being able to explain just what it is that they need to do in security and why, they make better decisions in line with their security values, and that leads to better overall security resilience.

It doesn’t matter how many people you have; it matters whether you have any of them available in reserve to respond to events. Organizations with a flexible pool of talent internally (or on standby externally) show anywhere from 11% to 15% improvement in resilience. Which makes sense, as a fully leveraged team will be strained if they have to work even harder to take on an incident.

Because so many organizations around the world are looking to the NIST Cybersecurity Framework as a guidepost for cybersecurity practices, we also analyzed which NIST CSF capabilities correlated most strongly with our list of resilience outcomes. For example, our survey respondents that do a great job tracking key systems and data are almost 11% more likely to excel at containing the spread and scope of security incidents. From one angle, this seems like an obvious result, hardly worth mentioning. On the other hand, it’s worth presenting to your management some data that shows that investing in asset inventory solutions really does have long-range effects on your ability to stop an intrusion.

And there’s much more. The report identifies—and then explores—seven success factors that, if achieved, boost our measure of overall security resilience from the bottom 10th percentile to the top 10th percentile. These include establishing a security culture and properly resourcing response teams, among others.

Rolling Up Our Sleeves: Employee Volunteers Empowered to Give Back

For these Cisconians, hands-on is the way to go when it comes to giving back. Using Cisco’s Time2Give benefit that provides 10 paid days to volunteer each year, team members rolled up their sleeves to build homes, cuddle and care for animals, distribute food and more. Building homes and hope 

Marketing Specialist, Global Events Julie Kramer used Time2Give to build a shed with Habitat for Humanity of Huron Valley. Kramer especially appreciated learning about the organization’s purpose in addition to learning how to build.  

John Hindman, an account executive, used Time2Give to spend a week in Nicaragua with SuNica, an organization centered on clean water and fellowship. Hindman cleared out downed trees, picked coffee and built treehouses to allow the organization to host more children from surrounding communities.

In the community Hindman visited, repurposing recycled materials is critical to the economy, and one way that happens is through “mining” the local landfill. Hindman’s team encouraged local employees and led games and activities for local children.

For those considering Time2Give, Hindman says, “Do it. Unplug, find something you’re passionate about, set up your out-of-office, and ignore everything work-related for the time you’re serving.”

Cuddling up with kindness

Animal lover Carrie Cordeiro, a Cisco Secure digital strategist/manager on the Brand Marketing team, volunteers with Hopalong and Muttville as a kitten cuddler and dog walker. Most of her time is spent transporting kittens, puppies, cats and dogs around the Bay Area to vet appointments, adoption centers and foster locations.

The best part for Cordeiro is “getting to interact with so many adorable animals,” she said. As for leadership support around utilizing Time2Give? “I love doing it and my management team absolutely supports it, especially when I share photos.”

Customer Success Manager Kristen Gehrke reminds us that, “You don’t always have to look far to utilize Time2Give.” She sewed a baby blanket for Bluebonnet Trails Community Services. “The best part of the experience was giving back to mothers and their babies, as I am an expecting mother myself,” she said.

Employee volunteers distribute care with consistency

Engineering Manager Blake Ellingham organized food pantry shelves and packed bags for food distributions with HTB Food Bank. “I love getting to do work with my hands that helps others,” he said.

Ellingham recommends scheduling something routine for Time2Give. “Consistency matters! By going in every week for a half day of volunteering, I was able to make great friends with the staff,” he said.

ConnectWise Quietly Patches Flaw That Helps Phishers

ConnectWise, which offers a self-hosted, remote desktop software application that is widely used by Managed Service Providers (MSPs), is warning about an unusually sophisticated phishing attack that can let attackers take remote control over user systems when recipients click the included link. The warning comes just weeks after the company quietly patched a vulnerability that makes it easier for phishers to launch these attacks.

ConnectWise Control is extremely popular among MSPs that manage, protect and service large numbers of computers remotely for client organizations. Their product provides a dynamic software client and hosted server that connects two or more computers together, and provides temporary or persistent remote access to those client systems.

When a support technician wants to use it to remotely administer a computer, the ConnectWise website generates an executable file that is digitally signed by ConnectWise and downloadable by the client via a hyperlink.

When the remote user in need of assistance clicks the link, their computer is then directly connected to the computer of the remote administrator, who can then control the client’s computer as if they were seated in front of it.

While modern Microsoft Windows operating systems by default will ask users whether they want to run a downloaded executable file, many systems set up for remote administration by MSPs disable that user account control feature for this particular application.

In October, security researcher Ken Pyle alerted ConnectWise that their client executable file gets generated based on client-controlled parameters. Meaning, an attacker could craft a ConnectWise Control client download link that would bounce or proxy the remote connection from the MSP’s servers to a server that the attacker controls.

This is dangerous because many organizations that rely on MSPs to manage their computers often set up their networks so that only remote assistance connections coming from their MSP’s networks are allowed.

Using a free ConnectWise trial account, Pyle showed the company how easy it was to create a client executable that is cryptographically signed by ConnectWise and can bypass those network restrictions by bouncing the connection through an attacker’s ConnectWise Control server.

“You as the attacker have full control over the link’s parameters, and that link gets injected into an executable file that is downloaded by the client through an unauthenticated Web interface,” said Pyle, a partner and exploit developer at the security firm Cybir. “I can send this link to a victim, they will click this link, and their workstation will connect back to my instance via a link on your site.”

On Nov. 29, roughly the same time Pyle published a blog post about his findings, ConnectWise issued an advisory warning users to be on guard against a new round email phishing attempts that mimic legitimate email alerts the company sends when it detects unusual activity on a customer account.

“We are aware of a phishing campaign that mimics ConnectWise Control New Login Alert emails and has the potential to lead to unauthorized access to legitimate Control instances,” the company said.

ConnectWise said it released software updates last month that included new protections against the misdirection vulnerability that Pyle reported.  But the company said there is no reason to believe the phishers they warned about are exploiting any of the issues reported by Pyle.

“Our team quickly triaged the report and determined the risk to partners to be minimal,” said Patrick Beggs, ConnectWise’s chief information security officer. “Nevertheless, the mitigation was simple and presented no risk to partner experience, so we put it into the then-stable 22.8 build and the then-canary 22.9 build, which were released as part of our normal release processes. Due to the low severity of the issue, we didn’t (and don’t plan to) issue a security advisory or alert, since we reserve those notifications for serious security issues.”

Beggs said the phishing attacks that sparked their advisory stemmed from an instance that was not hosted by ConnectWise.

“So we can confirm they are unrelated,” he said. “Unfortunately, phishing attacks happen far too regularly across a variety of industries and products. The timing of our advisory and Mr. Pyle’s blog were coincidental. That said, we’re all for raising more awareness of the seriousness of phishing attacks and the general importance of staying alert and aware of potentially dangerous content.”

The ConnectWise advisory warned users that before clicking any link that appears to come from their service, users should validate the content includes “domains owned by trusted sources,” and “links to go to places you recognize.”

But Pyle said this advice is not terribly useful for customers targeted in his attack scenario because the phishers can send emails directly from ConnectWise, and the short link that gets presented to the user is a wildcard domain that ends in ConnectWise Control’s own domain name — screenconnect.com. What’s more, examining the exceedingly long link generated by ConnectWise’s systems offers few insights to the average user.

“It’s signed by ConnectWise and comes from them, and if you sign up for a free trial instance, you can email people invites directly from them,” Pyle said.

ConnectWise’s warnings come amid breach reports from another major provider of remote support technologies: GoTo disclosed on Nov. 30 that it is investigating a security incident involving “unusual activity within our development environment and third-party cloud storage services. The third-party cloud storage service is currently shared by both GoTo and its affiliate, the password manager service LastPass.

In its own advisory on the incident, LastPass said they believe the intruders leveraged information stolen during a previous intrusion in August 2022 to gain access to “certain elements of our customers’ information.”  However, LastPass maintains that its “customer passwords remain safely encrypted due to LastPass’s Zero Knowledge architecture.”

In short, that architecture means if you lose or forget your all-important master LastPass password — the one needed to unlock access to all of your other passwords stored with them — LastPass can’t help you with that, because they don’t store it. But that same architecture theoretically means that hackers who might break into LastPass’s networks can’t access that information either.

U.S. Govt. Apps Bundled Russian Code With Ties to Mobile Malware Developer

A recent scoop by Reuters revealed that mobile apps for the U.S. Army and the Centers for Disease Control and Prevention (CDC) were integrating software that sends visitor data to a Russian company called Pushwoosh, which claims to be based in the United States. But that story omitted an important historical detail about Pushwoosh: In 2013, one of its developers admitted to authoring the Pincer Trojan, malware designed to surreptitiously intercept and forward text messages from Android mobile devices.

Pushwoosh says it is a U.S. based company that provides code for software developers to profile smartphone app users based on their online activity, allowing them to send tailor-made notifications. But a recent investigation by Reuters raised questions about the company’s real location and truthfulness.

The Army told Reuters it removed an app containing Pushwoosh in March, citing “security concerns.” The Army app was used by soldiers at one of the nation’s main combat training bases.

Reuters said the CDC likewise recently removed Pushwoosh code from its app over security concerns, after reporters informed the agency Pushwoosh was not based in the Washington D.C. area — as the company had represented — but was instead operated from Novosibirsk, Russia.

Pushwoosh’s software also was found in apps for “a wide array of international companies, influential nonprofits and government agencies from global consumer goods company Unilever and the Union of European Football Associations (UEFA) to the politically powerful U.S. gun lobby, the National Rifle Association (NRA), and Britain’s Labour Party.”

The company’s founder Max Konev told Reuters Pushwoosh “has no connection with the Russian government of any kind” and that it stores its data in the United States and Germany.

But Reuters found that while Pushwoosh’s social media and U.S. regulatory filings present it as a U.S. company based variously in California, Maryland and Washington, D.C., the company’s employees are located in Novosibirsk, Russia.

Reuters also learned that the company’s address in California does not exist, and that two LinkedIn accounts for Pushwoosh employees in Washington, D.C. were fake.

“Pushwoosh never mentioned it was Russian-based in eight annual filings in the U.S. state of Delaware, where it is registered, an omission which could violate state law,” Reuters reported.

Pushwoosh admitted the LinkedIn profiles were fake, but said they were created by a marketing firm to drum up business for the company — not misrepresent its location.

Pushwoosh told Reuters it used addresses in the Washington, D.C. area to “receive business correspondence” during the coronavirus pandemic. A review of the Pushwoosh founder’s online presence via Constella Intelligence shows his Pushwoosh email address was tied to a phone number in Washington, D.C. that was also connected to email addresses and account profiles for over a dozen other Pushwoosh employees.

Pushwoosh was incorporated in Novosibirsk, Russia in 2016.

THE PINCER TROJAN CONNECTION

The dust-up over Pushwoosh came in part from data gathered by Zach Edwards, a security researcher who until recently worked for the Internet Safety Labs, a nonprofit organization that funds research into online threats.

Edwards said Pushwoosh began as Arello-Mobile, and for several years the two co-branded — appearing side by side at various technology expos. Around 2016, he said, the two companies both started using the Pushwoosh name.

A search on Pushwoosh’s code base shows that one of the company’s longtime developers is a 41-year-old from Novosibirsk named Yuri Shmakov. In 2013, KrebsOnSecurity interviewed Shmakov for the story, “Who Wrote the Pincer Android Trojan?” wherein Shmakov acknowledged writing the malware as a freelance project.

Shmakov told me that, based on the client’s specifications, he suspected it might ultimately be put to nefarious uses. Even so, he completed the job and signed his work by including his nickname in the app’s code.

“I was working on this app for some months, and I was hoping that it would be really helpful,” Shmakov wrote. “[The] idea of this app is that you can set it up as a spam filter…block some calls and SMS remotely, from a Web service. I hoped that this will be [some kind of] blacklist, with logging about blocked [messages/calls]. But of course, I understood that client [did] not really want this.”

Shmakov did not respond to requests for comment. His LinkedIn profile says he stopped working for Arello Mobile in 2016, and that he currently is employed full-time as the Android team leader at an online betting company.

In a blog post responding to the Reuters story, Pushwoosh said it is a privately held company incorporated under the state laws of Delaware, USA, and that Pushwoosh Inc. was never owned by any company registered in the Russian Federation.

“Pushwoosh Inc. used to outsource development parts of the product to the Russian company in Novosibirsk, mentioned in the article,” the company said. “However, in February 2022, Pushwoosh Inc. terminated the contract.”

However, Edwards noted that dozens of developer subdomains on Pushwoosh’s main domain still point to JSC Avantel, an Internet provider based in Novosibirsk, Russia.

WAR GAMES

Edwards said the U.S. Army’s app had a custom Pushwoosh configuration that did not appear on any other customer implementation.

“It had an extremely custom setup that existed nowhere else,” Edwards said. “Originally, it was an in-app Web browser, where it integrated a Pushwoosh javascript so that any time a user clicked on links, data went out to Pushwoosh and they could push back whatever they wanted through the in-app browser.”

An Army Times article published the day after the Reuters story ran said at least 1,000 people downloaded the app, which “delivered updates for troops at the National Training Center on Fort Irwin, Calif., a critical waypoint for deploying units to test their battlefield prowess before heading overseas.”

In April 2022, roughly 4,500 Army personnel converged on the National Training Center for a war games exercise on how to use lessons learned from Russia’s war against Ukraine to prepare for future fights against a major adversary such as Russia or China.

Edwards said despite Pushwoosh’s many prevarications, the company’s software doesn’t appear to have done anything untoward to its customers or users.

“Nothing they did has been seen to be malicious,” he said. “Other than completely lying about where they are, where their data is being hosted, and where they have infrastructure.”

GOV 311

Edwards also found Pushwoosh’s technology embedded in nearly two dozen mobile apps that were sold to cities and towns across Illinois as a way to help citizens access general information about their local communities and officials.

The Illinois apps that bundled Pushwoosh’s technology were produced by a company called Government 311, which is owned by Bill McCarty, the current director of the Springfield Office of Budget and Management. A 2014 story in The State Journal-Register said Gov 311’s pricing was based on population, and that the app would cost around $2,500 per year for a city with approximately 25,000 people.

McCarty told KrebsOnSecurity that his company stopped using Pushwoosh “years ago,” and that it now relies on its own technology to provide push notifications through its 311 apps.

But Edwards found some of the 311 apps still try to phone home to Pushwoosh, such as the 311 app for Riverton, Ill.

“Riverton ceased being a client several years ago, which [is] probably why their app was never updated to change out Pushwoosh,” McCarty explained. “We are in the process of updating all client apps and a website refresh. As part of that, old unused apps like Riverton 311 will be deleted.”

FOREIGN ADTECH THREAT?

Edwards said it’s far from clear how many other state and local government apps and Web sites rely on technology that sends user data to U.S. adversaries overseas. In July, Congress introduced an amended version of the Intelligence Authorization Act for 2023, which included a new section focusing on data drawn from online ad auctions that could be used to geolocate individuals or gain other information about them.

Business Insider reports that if this section makes it into the final version — which the Senate also has to pass — the Office for the Director of National Intelligence (ODNI) will have 60 days after the Act becomes law to produce a risk assessment. The assessment will look into “the counterintelligence risks of, and the exposure of intelligence community personnel to, tracking by foreign adversaries through advertising technology data,” the Act states.

Edwards says he’s hoping those changes pass, because what he found with Pushwoosh is likely just a drop in a bucket.

“I’m hoping that Congress acts on that,” he said. “If they were to put a requirement that there’s an annual audit of risks from foreign ad tech, that would at least force people to identify and document those connections.”

“This Connection Is Not Private” – What it Means and How to Protect Your Privacy

Have you ever been browsing online and clicked a link or search result that took you to a site that triggers a “your connection is not private” or “your connection is not secureerror code? If you’re not too interested in that particular result, you may simply move on to another result option. But if you’re tempted to visit the site anyway, you should be sure you understand what the warning means, what the risks are, and how to bypass the error if you need to.   

What does “this connection is not private” mean?

A “your connection is not private” error means that your browser cannot determine with certainty that a website has safe encryption protocols in place to protect your device and data. You can bump into this error on any device connected to the internet — computer, smartphone, or tablet.  

So, what exactly is going on when you see the “this connection is not private” error?  

For starters, it’s important to know that seeing the error is just a warning, and it does not mean any of your private information is compromised. A “your connection is not privateerror means the website you were trying to visit does not have an up-to-date SSL (secure sockets layer) security certificate. 

Website owners must maintain the licensing regularly to ensure the site encryption capabilities are up to date. If the website’s SSL certificate is outdated, it means the site owners have not kept their encryption licensing current, but it doesn’t necessarily mean they are up to no good. Even major websites like LinkedIn have had momentary lapses that would throw the error. LinkedIn mistakenly let their subdomain SSL certificates lapse.  

In late 2021, a significant provider of SSL certificates, Let’s Encrypt, went out of business. When their root domain officially lapsed, it created issues for many domain names and SSL certificates owned by legitimate companies. The privacy error created problems for unwitting businesses, as many of their website visitors were rightfully concerned about site security.  

While it does not always mean a website is unsafe to browse, it should not be ignored. A secure internet connection is critical to protecting yourself online. Many nefarious websites are dangerous to visit, and this SSL certificate error will protect you from walking into them unaware.   

SSL certification standards have helped make the web a safer place to transact. It helps ensure online activities like paying bills online, ordering products, connecting to online banking, or keeping your private email accounts safe and secure. Online security continues to improve with a new Transport Layer Security (TLS) standard, which promises to be the successor protocol to SSL. 

So be careful whenever visiting sites that trigger the “connection is not private” error, as those sites can potentially make your personal data less secure and make your devices vulnerable to viruses and malware 

Note: The “your connection is not private” error is Google Chrome‘s phrasing. Microsoft Edge or Mozilla Firefox users will instead see a “your connection is not secure” error as the warning message.   

How to fix the “connection is not private” error

If you feel confident that a website or page is safe, despite the warning from your web browser, there are a few things you can do to troubleshoot the error.  

  • Refresh the page. In some cases, the error is just a momentary glitch. Try reloading the page to rule out a temporary error.  
  • Close browser and reopen. Closing and reopening your web browser might also help clear a temporary glitch.  
  • If you’re on public WiFi, think twice. Hackers often exploit public WiFi because their routers are usually not as secure or well-maintained for security. Some public WiFi networks may not have an SSL connection, or they may limit your access to websites. You can safely browse more securely in public spaces if you have an antivirus software or virtual private network (VPN) solution. 
  • Use “Incognito” mode. The most used browsers (Google Chrome browser, Mac‘s Safari, Mozilla Firefox, and Microsoft Edge) offer an “Incognito mode” that lets you browse without data collecting in your history or cache. Open the site in a new incognito window and see if the error still appears.  
  • Clear the cache on your browser. While cookies make browsing the web more convenient and personalized, they also can hold on to sensitive information. Hackers will take advantage of cached data to try and get passwords, purchase information, and anything else they can exploit. Clear browsing data before going to a site with the “connection is not secure” error to help limit available data for hackers 
  • Check the computer’s date and time. If you frequently see the “connection is not private” error, you should check and ensure your computer has the accurate time and date. Your computer’s clock can sometimes have time and date stamp issues and get glitchy in multiple ways. If it’s incorrect, adjust the date and set the time to the correct settings.  
  • Check your antivirus software. If your antivirus software is sensitive, you may have to disable it momentarily to bypass the error. Antivirus software protects you, so you should be careful to remember to turn the software back on again after you’ve bypassed the error.  
  • Be sure your browsers and operating systems are up to date. You should always keep your critical software and the operating system fully updated. An outdated browser can start getting buggy and can increase the occurrence of this kind of error.  
  • Research the website. Do a quick search for the company of the website you wish to visit and make sure they are a legitimate business. You can search for reviews, Better Business Bureau ratings, or check for forums to see if others are having the same issue. Be sure you are spelling the website address correctly and that you have the correct URL for the site. Hackers can take advantage of misspellings or alternative URLs to try and snare users looking for trusted brands. 
  • If it’s not you, it’s them. If you’ve tried all the troubleshooting techniques above and you still see the error, the problem is likely coming from the site itself. If you’re willing to take your chances (after clearing your browser’s cache), you can click the option to “proceed to the domain,” though it is not recommended. You may have to choose “advanced settings” and click again to visit the site.   

Remember, you are taking your chances anytime you ignore an error. As we mentioned, you could leave yourself vulnerable to hackers after your passwords, personal information, and other risks.  

How to protect your privacy when browsing online

Your data and private information are valuable to hackers, so they will continue to find new ways to try and procure it. Here are some ways to protect yourself and your data when browsing online.  

  • Antivirus solutions are, hands down, your best line of protection against hacking. Solutions like McAfee+ Ultimate offer all the tools you need to secure your data and devices.  
  • Use strong passwords and two-factor authentication when available. 
  • Delete unused browser extensions (or phone apps) to reduce access. 
  • Always keep your operating system and browsers up-to-date. You can open system preferences and choose to update your system automatically. 
  • Use a secure VPN solution to shield your data when browsing. 
  • Use your favorite browser’s incognito mode to reduce the data connected to your devices. 
  • Remove any 3rd party apps from your social media accounts — especially if you’ve recently taken a Facebook quiz or similar (also, don’t take Facebook quizzes). 
  • Engage the highest privacy settings in each of your browsers. 
  • Always check the address bar for HTTPS before sharing credit cards or other sensitive data on a website. 
  • Share less personal and private information on social media.

From Austin to Sydney: How to Work From Anywhere

SaaS Security Marketing Manager Laura O’Melia has always been interested in living and working internationally. After living in Austin, Texas for twenty years, O’Melia was ready for a new adventure and decided to move to Sydney, Australia with the support and encouragement of her manager and Cisco. The pandemic delayed her plans, but now that O’Melia’s settling into life and work in Australia, she shared how she made the move to work from anywhere and how you can, too.

Solving problems on a global scale in a flexible environment

What do you do?

O’Melia: I am on the Security Marketing team and focus on driving demand for our Zero Trust solution in the Asia-Pacific, Japan and China (APJC) region. I work closely with the Sales teams to do activities that will generate pipeline and educate prospects on our security solutions. I spend time finding new leads and trying new ways to engage with our top prospects while having fun along the way.

What do you like most about working at Cisco?

O’Melia: What I love most about working at Cisco is the amount of positive contributions we get to have on the world, from solving some of the world’s biggest problems around cybersecurity to giving money and resources to others in need. I also love the feeling of empowerment to create my own work/life balance as Cisco allows me the opportunity to have a flexible schedule.

What has been your career journey within Cisco?

O’Melia: I started at Duo Security in 2017. While working in Field Marketing, I was able to gain experience across many different teams. For example, I worked closely with a region in the U.S. as well as the Managed Service Provider team, which is a global team with a completely different business model. The needs differ greatly, from how we report and track metrics to the messaging and offers from one team to the next. I am now working in a very different market that is much larger and includes many more languages, so that brings a new level of understanding to how we show up in the market to achieve business goals.

Taking the leap to work anywhere

What prompted you to relocate from Austin, Texas to Sydney, Australia?

O’Melia: Austin is great and was my home for 20 years, but I still wanted to gain international work experience to learn what it would be like somewhere else and compare it to what I know.

Stepping outside of my comfort zone is one of my favorite things to do, so when I heard Duo was expanding internationally and there was an opportunity in Australia, I was immediately interested. Everyone I know that has visited Australia always has absolutely wonderful things to say, so without ever having visited I agreed to take a long-term international two-year assignment.

How has Cisco supported your relocation?

O’Melia: I worked closely with my manager on the process from start to finish. We had the support of Cisco’s Mobility Services team, a group of Cisco employees that help with relocation services. We worked with immigration to obtain my work          visa. I was planning to relocate in March 2020 but as we know, the borders were closed and visas were not being processed for nearly two years. I was already in-role, so continued to support the APJC team from Austin.

When the time came, Cisco had a team of experts that I worked with to pack and ship my belongings and help get set up with an overseas bank. I also worked with a realtor to help me find a place to live, and the team even assists with my U.S. and Australian tax returns while I am away.

How has your work changed since relocating?

O’Melia: My role has expanded from doing lead-gen events for Duo in Australia and New Zealand to now being responsible for driving demand across the APJC region through digital campaigns and other marketing channels. I still strive to provide qualified leads to Sales and educate the market on our offerings. My goal is to help get Cisco Secure solutions into more doors to ultimately give users a better experience and stop the bad actors from doing harm.

What advice do you have for others who want to work from anywhere?

O’Melia: If you get the opportunity, take it. Everyone has their own path, but if you feel your career could benefit, even slightly, from the experience you will gain moving to another country and figuring things out far from what you know today, why not give it a try? You can learn so much from meeting and working with people that have a very different experience than you might know.

The word is out! Cisco Secure Endpoint’s effectiveness is off the charts in protecting your enterprise environment.

This is not just a baseless opinion; however, the facts are rooted in actual test results from the annual AV-Comparative EPR Test Report published in October 2022. Look for yourself at where we landed. That’s right, Cisco Secure Endpoint smashed this test, we are almost off the quadrant as one of the “Strategic Leaders”.

We ended up here for a combination of reasons, with the top being our efficacy in protecting our customers’ environments in this real-world test that emulates multi-stage attacks similar to MITRE’s ATT&CK evaluations which are conducted as part of this process (click here for an overview of MITRE ATT&CK techniques). Out of all the 50 scenarios tested, Secure Endpoint was the only product that STOPPED 100% of targeted threats toward enterprise users, which prevented further infiltration into the organization.

In addition, this test not only assesses the efficacy of endpoint security products but also analyzes their cost-effectiveness. Following up on my earlier remarks about achieving the lowest cost of ownership, the graph below displays how we stacked up against other industry players in this space including several well-known vendors that chose not to display their names due to poor results.

Employee Volunteers Enrich Communities From the Farm to the Theatre and Beyond

Cisconians delight in contributing to their communities in a variety of ways including at the local theatre, farm and library. Cisco’s paid Time2Give benefit encourages team members to volunteer at the places where their passions thrive.

How should you decide where to get involved? Customer Success Program Manager Kate Pydyn advises: “Find something that speaks to your passion while giving back. There are so many opportunities that involve being outdoors, crafting, teaching skills you’ve developed, telling stories or providing comfort.”

With ten paid days a year to give, these Cisconians demonstrate that building relationships with people, the arts and the earth can increase fulfillment, connection and community.

Harvesting good will

Urban farming is an issue very close to the heart of Petra Hammerl, a senior enterprise customer success manager who works on Duo Security. Hammerl frequently volunteers at Farm City Detroit, part of Detroit Blight Busters. Using Time2Give, Hammerl has shared the experience by “bringing a crew of awesome co-workers which has been amazing and a lot of fun,” she said.

Pydyn and Emily Gennrich, a manager of operations for security customer success at Cisco Secure, joined in on the fun by contributing to multiple facets of gardening from weeding to harvesting food. “It felt great to take action! There are so many problems in the world, and I often feel powerless to make a difference. What I did was small, but with all of the volunteers together, the work that was done makes a real difference in the lives of my neighbors,” Pydyn said.

Community connections at the library

Senior Communications Manager, Brand Strategy & Design at Cisco Secure Chrysta Cherrie spent her Time2Give as a sighted assistant at the VISIONS vendor fair, hosted at the Ann Arbor District Library Downtown. “I was really happy to take some time to volunteer at the VISIONS vendor fair for people who are blind, visually impaired or physically disabled,” Cherrie said.

Learning how to be a sighted assistant was “a reminder that we can do more when we can rely on each other. Taking the time to better understand how someone makes their way through life gives you a chance to build empathy,” Cherrie said. She escorted attendees around the event where exhibitors offered products and services like electronic readers, leader dogs and transportation. There were also talks throughout the day and Cherrie helped attendees navigate between the presentation and vendor areas.

Meeting attendees of the VISIONS vendor fair and experiencing how meaningful the event is also moved Cherrie. The fair “brings out folks throughout southeast Michigan, so there’s a good chance that the person you’re assisting will run into some friends, and getting to see people connect like that can’t help but make you feel good,” Cherrie said.

Lights up on employee volunteers

Jenny Callans, a senior design researcher who works on Duo Security, serves as the chair of the Friends of the Detroit Film Theatre’s Auxiliary, a part of the Detroit Institute of Arts. “We support the mission of the Friends of the Detroit Film Theatre to make great niche films accessible to audiences,” she said. To do that, the organization is responsible for building a community of film fans and overseeing how donations are spent.

Volunteer

For Callans, the most meaningful part of using Time2Give to support the FDFT and the DIA is sharing her love of film with others. Time2Give supports her duties as FDFT chair, and gives her a sense of connection when she’s visiting the DFT to take in a movie. “Sitting in a theatre next to my young adult son, but surrounded by strangers watching a film that is unusual or unexpected but which moves me and challenges me to think is the best part hands-down,” Callans said.

Employee volunteer program multiplies impact

From supporting youth to volunteering at community hubs, Time2Give “is a fantastic opportunity to have a long-lasting, meaningful relationship with your community by volunteering as a board or committee member! Having a long-term presence with an org is amazingly impactful, for you and for the organization,” Callans said.

Time2Give is one of Cherrie’s favorite things about working at Cisco. She says, “Take advantage of the opportunity! Time2Give is a great way to give back to your community and the people and causes that you care about.”

ThreatWise TV: Exploring Recent Incident Response Trends

Today we’re examining some of the revelations in the Q3 Cisco Talos Incident Response Trends Report. This document is an anonymized look at of all the engagements that the Cisco Talos Incident Response team have been involved in over the previous three months. It also features threat intelligence from our team of researchers and analysts.  

To start, take a watch of this episode of ThreatWise TV which explores how these trends have evolved since the previous quarter. Our guests also talk about incidents and cyber-attacks that they themselves have consulted on recently, including a particularly interesting insider threat case. 

Highlights of the Q3 Cisco Talos Incident Response report 

Ransomware returned as the top threat this quarter, after commodity trojans narrowly surpassed ransomware last quarter. Ransomware made up nearly 18 percent of all threats observed, up from 15 percent last quarter. Cisco Talos Incident Response (CTIR) observed high-profile families, such as Vice Society and Hive, as well as the newer family Blast Basta, which first emerged in April of this year.   

Also noteworthy is the fact that CTIR saw an equal number in ransomware and pre- ransomware engagements this quarter, totalling nearly 40 percent of threats observed. Pre-ransomware is when we have observed a ransomware attack is about to happen, but the encryption of files has not yet taken place. 

Pre-ransomware comprised 18 percent of threats this quarter, up from less than 5 percent previously. While it’s difficult to determine an adversary’s motivations if encryption does not take place, several behavioral characteristics bolster Talos’ confidence that ransomware may likely be the final objective. In these engagements adversaries were observed deploying frameworks such as Cobalt Strike and Mimikatz, alongside numerous enumeration and discovery techniques.  

Commodity malware, such as the Qakbot banking trojan, was observed in multiple engagements this quarter. In one engagement, several compromised endpoints were seen communicating with IP addresses associated with Qakbot C2 traffic. This activity coincides with a general resurgence of Qakbot and its delivery of emerging ransomware families and offensive security frameworks that we have not previously observed Qakbot deploy. This comes at a time where competing email-based botnets like Emotet and Trickbot have suffered continued setbacks from law enforcement and tech companies.  

Other threats this quarter include infostealers like Redline Stealer and Raccoon Stealer. Redline Stealer was observed across three engagements this quarter, two of which involved ransomware. The malware operators behind Raccoon introduced new functionality to the malware at the end of June, which likely contributed to its increased presence in engagements this quarter.  

As infostealers have continued to rank highly in CTIR engagements, let’s explore them in a bit more detail. 

Why infostealers proliferate  

Throughout the incidents discussed over the last few quarters, and CTIR engagements in general, information stealing plays a big part of the attackers’ TTPs.   

From a high level, infostealers can be used to gain access a variety of sensitive information, such as contact information, financial details, and even intellectual property. The adversaries involved often proceed to exfiltrate this information and may then attempt to sell it in dark web forums, threaten to release it if a ransom isn’t paid, among other things.  

While these instances can and do crop up in CTIR engagements, many of the infostealers seen in this space are used for accessing and collecting user credentials. Once an attacker has gained an initial foothold on a system, there are many places within an operating system that they can look for and collect credentials through the practice of credential dumping.   

These stolen credentials may be offered up for sale on the dark web, alongside the stolen information mentioned above, but they can also prove to be a key weapon in an attacker’s arsenal. Their usefulness lies in one simple concept—why force your way into a system when you can just log in?  

There are several advantages for bad actors that use this approach. Probably the most oblivious of these is that using pre-existing credentials is far more likely to go unnoticed than other more flagrant tactics an attacker can use. If part of the goal of an attack is to remain under the radar, activities carried out by “known users” are less likely to trigger security alerts when compared to tactics such as exploiting vulnerabilities or downloading malware binaries.  

Adversaries tend to seek credentials with higher privileges, allowing them further control over the systems they compromise, with those including administrative access being the crown jewels.  

User credentials can not only provide an attacker with means to elevate privileges and establish persistence on a system, but also to move laterally through a network. Some credentials, especially those with administrative privileges, can offer access to multiple systems throughout a network. By obtaining them, many more options become available to further an attack.  

Repeat offenders  

There are several threats involved in information stealing that appear repeatedly in CTIR engagements over the last few quarters.  

Perhaps the most notorious is Mimikatz—a tool used to pull credentials from operating systems. Mimikatz is not malware per-se and can be useful for penetration testing and red team activities. But bad actors leverage it as well, and over the last few quarters CTIR has observed it being used in ransomware-as-a-service attacks, as well as pre-ransomware incidents.   

CTIR has also observed Redline Stealer being utilized by adversaries in CTIR engagements across quarters. This infostealer has grown in popularity as a supplementary tool used alongside other malware. On more than one occasion, CTIR has identified stolen credentials on the dark web that claimed to have been obtained via Redline Stealer.  

Other information stealers seen across the last few quarters include the Vidar information stealer, Raccoon Stealer, and SolarMaker, all of which have been used to further an adversary’s attacks.   

Insider threats 

Over the last several months, Talos has seen an increasing number of engagements involving insider threats. In one engagement this quarter, passwords were reset through a management console of a perimeter firewall that a disgruntled employee had access to.   

The organization’s team changed all associated passwords but overlooked one administrative account. On the following day, someone logged in using that account, deleted all other accounts and firewall rules, and created one local account, likely to provide persistence.

To help protect against this threat when an individual leaves an organization, steps like disabling accounts and ensuring that connections to the enterprise remotely through VPN has been removed can be very valuable. Implementing a mechanism to wipe systems, especially for remote employees, is important as well.

How to protect  

In several incidents over the last few quarters that involved information stealers, multi-factor authentication (MFA) was not properly implemented by the organizations impacted, providing adversaries an opportunity to infiltrate the networks. MFA tools like Cisco Secure Access by Duo can prevent attackers from successfully gaining access.
