A Close Up Look at the Consumer Data Broker Radaris

If you live in the United States, the data broker Radaris likely knows a great deal about you, and they are happy to sell what they know to anyone. But how much do we know about Radaris? Publicly available data indicates that in addition to running a dizzying array of people-search websites, the co-founders of Radaris operate multiple Russian-language dating services and affiliate programs. It also appears many of their businesses have ties to a California marketing firm that works with a Russian state-run media conglomerate currently sanctioned by the U.S. government.

Formed in 2009, Radaris is a vast people-search network for finding data on individuals, properties, phone numbers, businesses and addresses. Search for any American’s name in Google and the chances are excellent that a listing for them at Radaris.com will show up prominently in the results.

Radaris reports typically bundle a substantial amount of data scraped from public and court documents, including any current or previous addresses and phone numbers, known email addresses and registered domain names. The reports also list address and phone records for the target’s known relatives and associates. Such information could be useful if you were trying to determine the maiden name of someone’s mother, or successfully answer a range of other knowledge-based authentication questions.

Currently, consumer reports advertised for sale at Radaris.com are being fulfilled by a different people-search company called TruthFinder. But Radaris also operates a number of other people-search properties — like Centeda.com — that sell consumer reports directly and behave almost identically to TruthFinder: That is, reel the visitor in with promises of detailed background reports on people, and then charge a $34.99 monthly subscription fee just to view the results.

The Better Business Bureau (BBB) assigns Radaris a rating of “F” for consistently ignoring consumers seeking to have their information removed from Radaris’ various online properties. Of the 159 complaints detailed there in the last year, several were from people who had used third-party identity protection services to have their information removed from Radaris, only to receive a notice a few months later that their Radaris record had been restored.

What’s more, Radaris’ automated process for requesting the removal of your information requires signing up for an account, potentially providing more information about yourself that the company didn’t already have (see screenshot above).

Radaris has not responded to requests for comment.

Radaris, TruthFinder and others like them all force users to agree that their reports will not be used to evaluate someone’s eligibility for credit, or a new apartment or job. This language is so prominent in people-search reports because selling reports for those purposes would classify these firms as consumer reporting agencies (CRAs) and expose them to regulations under the Fair Credit Reporting Act (FCRA).

These data brokers do not want to be treated as CRAs, and for this reason their people search reports typically do not include detailed credit histories, financial information, or full Social Security Numbers (Radaris reports include the first six digits of one’s SSN).

But in September 2023, the U.S. Federal Trade Commission found that TruthFinder and another people-search service Instant Checkmate were trying to have it both ways. The FTC levied a $5.8 million penalty against the companies for allegedly acting as CRAs because they assembled and compiled information on consumers into background reports that were marketed and sold for employment and tenant screening purposes.

The FTC also found TruthFinder and Instant Checkmate deceived users about background report accuracy. The FTC alleges these companies made millions from their monthly subscriptions using push notifications and marketing emails that claimed that the subject of a background report had a criminal or arrest record, when the record was merely a traffic ticket.

“All the while, the companies touted the accuracy of their reports in online ads and other promotional materials, claiming that their reports contain “the MOST ACCURATE information available to the public,” the FTC noted. The FTC says, however, that all the information used in their background reports is obtained from third parties that expressly disclaim that the information is accurate, and that TruthFinder and Instant Checkmate take no steps to verify the accuracy of the information.

The FTC said both companies deceived customers by providing “Remove” and “Flag as Inaccurate” buttons that did not work as advertised. Rather, the “Remove” button removed the disputed information only from the report as displayed to that customer; however, the same item of information remained visible to other customers who searched for the same person.

The FTC also said that when a customer flagged an item in the background report as inaccurate, the companies never took any steps to investigate those claims, to modify the reports, or to flag to other customers that the information had been disputed.

WHO IS RADARIS?

According to Radaris’ profile at the investor website Pitchbook.com, the company’s founder and “co-chief executive officer” is a Massachusetts resident named Gary Norden, also known as Gary Nard.

An analysis of email addresses known to have been used by Mr. Norden shows he is a native Russian man whose real name is Igor Lybarsky (also spelled Lubarsky). Igor’s brother Dmitry, who goes by “Dan,” appears to be the other co-CEO of Radaris. Dmitry Lybarsky’s Facebook/Meta account says he was born in March 1963.

Indirectly or directly, the Lybarskys own multiple properties in both Sherborn and Wellesley, Mass. However, the Radaris website is operated by an offshore entity called Bitseller Expert Ltd, which is incorporated in Cyprus. Neither Lybarsky brother responded to requests for comment.

A review of the domain names registered by Gary Norden shows that beginning in the early 2000s, he and Dan built an e-commerce empire by marketing prepaid calling cards and VOIP services to Russian expatriates who are living in the United States and seeking an affordable way to stay in touch with loved ones back home.

In 2012, the main company in charge of providing those calling services — Wellesley Hills, Mass-based Unipoint Technology Inc. — was fined $179,000 by the U.S. Federal Communications Commission, which said Unipoint never applied for a license to provide international telecommunications services.

DomainTools.com shows the email address gnard@unipointtech.com is tied to 137 domains, including radaris.com. DomainTools also shows that the email addresses used by Gary Norden for more than two decades — epop@comby.com, gary@barksy.com and gary1@eprofit.com, among others — appear in WHOIS registration records for an entire fleet of people-search websites, including: centeda.com, virtory.com, clubset.com, kworld.com, newenglandfacts.com, and pub360.com.

Still more people-search platforms tied to Gary Norden– like publicreports.com and arrestfacts.com — currently funnel interested customers to third-party search companies, such as TruthFinder and PersonTrust.com.

The email addresses used by Gary Nard/Gary Norden are also connected to a slew of data broker websites that sell reports on businesses, real estate holdings, and professionals, including bizstanding.com, homemetry.com, trustoria.com, homeflock.com, rehold.com, difive.com and projectlab.com.

AFFILIATE & ADULT

Domain records indicate that Gary and Dan for many years operated a now-defunct pay-per-click affiliate advertising network called affiliate.ru. That entity used domain name servers tied to the aforementioned domains comby.com and eprofit.com, as did radaris.ru.

A machine-translated version of Affiliate.ru, a Russian-language site that advertised hundreds of money making affiliate programs, including the Comfi.com prepaid calling card affiliate.

Comby.com used to be a Russian language social media network that looked a great deal like Facebook. The domain now forwards visitors to Privet.ru (“hello” in Russian), a dating site that claims to have 5 million users. Privet.ru says it belongs to a company called Dating Factory, which lists offices in Switzerland. Privet.ru uses the Gary Norden domain eprofit.com for its domain name servers.

Dating Factory’s website says it sells “powerful dating technology” to help customers create unique or niche dating websites. A review of the sample images available on the Dating Factory homepage suggests the term “dating” in this context refers to adult websites. Dating Factory also operates a community called FacebookOfSex, as well as the domain analslappers.com.

RUSSIAN AMERICA

Email addresses for the Comby and Eprofit domains indicate Gary Norden operates an entity in Wellesley Hills, Mass. called RussianAmerican Holding Inc. (russianamerica.com). This organization is listed as the owner of the domain newyork.ru, which is a site dedicated to orienting newcomers from Russia to the Big Apple.

Newyork.ru’s terms of service refer to an international calling card company called ComFi Inc. (comfi.com) and list an address as PO Box 81362 Wellesley Hills, Ma. Other sites that include this address are russianamerica.com, russianboston.com, russianchicago.com, russianla.com, russiansanfran.com, russianmiami.com, russiancleveland.com and russianseattle.com (currently offline).

ComFi is tied to Comfibook.com, which was a search aggregator website that collected and published data from many online and offline sources, including phone directories, social networks, online photo albums, and public records.

AMERICAN RUSSIAN MEDIA

Many of the U.S. city-specific online properties apparently tied to Gary Norden include phone numbers on their contact pages for a pair of Russian media and advertising firms based in southern California. The phone number 323-874-8211 appears on the websites russianla.com, russiasanfran.com, and rosconcert.com, which sells tickets to theater events performed in Russian.

Historic domain registration records from DomainTools show rosconcert.com was registered in 2003 to Unipoint Technologies — the same company fined by the FCC for not having a license. Rosconcert.com also lists the phone number 818-377-2101.

A phone number just a few digits away — 323-874-8205 — appears as a point of contact on newyork.ru, russianmiami.com, russiancleveland.com, and russianchicago.com. A search in Google shows this 82xx number range — and the 818-377-2101 number — belong to two different entities at the same UPS Store mailbox in Tarzana, Calif: American Russian Media Inc. (armediacorp.com), and Lamedia.biz.

Armediacorp.com is the home of FACT Magazine, a glossy Russian-language publication put out jointly by the American-Russian Business Council, the Hollywood Chamber of Commerce, and the West Hollywood Chamber of Commerce.

Lamedia.biz says it is an international media organization with more than 25 years of experience within the Russian-speaking community on the West Coast. The site advertises FACT Magazine and the Russian state-owned media outlet Channel One. Clicking the Channel One link on the homepage shows Lamedia.biz offers to submit advertising spots that can be shown to Channel One viewers. The price for a basic ad is listed at $500.

In May 2022, the U.S. government levied financial sanctions against Channel One that bar US companies or citizens from doing business with the company.

The website of lamedia.biz offers to sell advertising on two Russian state-owned media firms currently sanctioned by the U.S. government.

LEGAL ACTIONS AGAINST RADARIS

In 2014, a group of people sued Radaris in a class-action lawsuit claiming the company’s practices violated the Fair Credit Reporting Act. Court records indicate the defendants never showed up in court to dispute the claims, and as a result the judge eventually awarded the plaintiffs a default judgement and ordered the company to pay $7.5 million.

But the plaintiffs in that civil case had a difficult time collecting on the court’s ruling. In response, the court ordered the radaris.com domain name (~9.4M monthly visitors) to be handed over to the plaintiffs.

However, in 2018 Radaris was able to reclaim their domain on a technicality. Attorneys for the company argued that their clients were never named as defendants in the original lawsuit, and so their domain could not legally be taken away from them in a civil judgment.

“Because our clients were never named as parties to the litigation, and were never served in the litigation, the taking of their property without due process is a violation of their rights,” Radaris’ attorneys argued.

In October 2023, an Illinois resident filed a class-action lawsuit against Radaris for allegedly using people’s names for commercial purposes, in violation of the Illinois Right of Publicity Act.

On Feb. 8, 2024, a company called Atlas Data Privacy Corp. sued Radaris LLC for allegedly violating “Daniel’s Law,” a statute that allows New Jersey law enforcement, government personnel, judges and their families to have their information completely removed from people-search services and commercial data brokers. Atlas has filed at least 140 similar Daniel’s Law complaints against data brokers recently.

Daniel’s Law was enacted in response to the death of 20-year-old Daniel Anderl, who was killed in a violent attack targeting a federal judge (his mother). In July 2020, a disgruntled attorney who had appeared before U.S. District Judge Esther Salas disguised himself as a Fedex driver, went to her home and shot and killed her son (the judge was unharmed and the assailant killed himself).

Earlier this month, The Record reported on Atlas Data Privacy’s lawsuit against LexisNexis Risk Data Management, in which the plaintiffs representing thousands of law enforcement personnel in New Jersey alleged that after they asked for their information to remain private, the data broker retaliated against them by freezing their credit and falsely reporting them as identity theft victims.

Another data broker sued by Atlas Data Privacy — pogodata.com — announced on Mar. 1 that it was likely shutting down because of the lawsuit.

“The matter is far from resolved but your response motivates us to try to bring back most of the names while preserving redaction of the 17,000 or so clients of the redaction company,” the company wrote. “While little consolation, we are not alone in the suit – the privacy company sued 140 property-data sites at the same time as PogoData.”

Atlas says their goal is convince more states to pass similar laws, and to extend those protections to other groups such as teachers, healthcare personnel and social workers. Meanwhile, media law experts say they’re concerned that enacting Daniel’s Law in other states would limit the ability of journalists to hold public officials accountable, and allow authorities to pursue criminals charges against media outlets that publish the same type of public and governments records that fuel the people-search industry.

PEOPLE-SEARCH CARVE-OUTS

There are some pending changes to the US legal and regulatory landscape that could soon reshape large swaths of the data broker industry. But experts say it is unlikely that any of these changes will affect people-search companies like Radaris.

On Feb. 28, 2024, the White House issued an executive order that directs the U.S. Department of Justice (DOJ) to create regulations that would prevent data brokers from selling or transferring abroad certain data types deemed too sensitive, including genomic and biometric data, geolocation and financial data, as well as other as-yet unspecified personal identifiers. The DOJ this week published a list of more than 100 questions it is seeking answers to regarding the data broker industry.

In August 2023, the Consumer Financial Protection Bureau (CFPB) announced it was undertaking new rulemaking related to data brokers.

Justin Sherman, an adjunct professor at Duke University, said neither the CFPB nor White House rulemaking will likely address people-search brokers because these companies typically get their information by scouring federal, state and local government records. Those government files include voting registries, property filings, marriage certificates, motor vehicle records, criminal records, court documents, death records, professional licenses, bankruptcy filings, and more.

“These dossiers contain everything from individuals’ names, addresses, and family information to data about finances, criminal justice system history, and home and vehicle purchases,” Sherman wrote in an October 2023 article for Lawfare. “People search websites’ business pitch boils down to the fact that they have done the work of compiling data, digitizing it, and linking it to specific people so that it can be searched online.”

Sherman said while there are ongoing debates about whether people search data brokers have legal responsibilities to the people about whom they gather and sell data, the sources of this information — public records — are completely carved out from every single state consumer privacy law.

“Consumer privacy laws in California, Colorado, Connecticut, Delaware, Indiana, Iowa, Montana, Oregon, Tennessee, Texas, Utah, and Virginia all contain highly similar or completely identical carve-outs for ‘publicly available information’ or government records,” Sherman wrote. “Tennessee’s consumer data privacy law, for example, stipulates that “personal information,” a cornerstone of the legislation, does not include ‘publicly available information,’ defined as:

“…information that is lawfully made available through federal, state, or local government records, or information that a business has a reasonable basis to believe is lawfully made available to the general public through widely distributed media, by the consumer, or by a person to whom the consumer has disclosed the information, unless the consumer has restricted the information to a specific audience.”

Sherman said this is the same language as the carve-out in the California privacy regime, which is often held up as the national leader in state privacy regulations. He said with a limited set of exceptions for survivors of stalking and domestic violence, even under California’s newly passed Delete Act — which creates a centralized mechanism for consumers to ask some third-party data brokers to delete their information — consumers across the board cannot exercise these rights when it comes to data scraped from property filings, marriage certificates, and public court documents, for example.

“With some very narrow exceptions, it’s either extremely difficult or impossible to compel these companies to remove your information from their sites,” Sherman told KrebsOnSecurity. “Even in states like California, every single consumer privacy law in the country completely exempts publicly available information.”

Hackers Stole Access Tokens from Okta’s Support Unit

Okta, a company that provides identity tools like multi-factor authentication and single sign-on to thousands of businesses, has suffered a security breach involving a compromise of its customer support unit, KrebsOnSecurity has learned. Okta says the incident affected a “very small number” of customers, however it appears the hackers responsible had access to Okta’s support platform for at least two weeks before the company fully contained the intrusion.

In an advisory sent to an undisclosed number of customers on Oct. 19, Okta said it “has identified adversarial activity that leveraged access to a stolen credential to access Okta’s support case management system. The threat actor was able to view files uploaded by certain Okta customers as part of recent support cases.”

Okta explained that when it is troubleshooting issues with customers it will often ask for a recording of a Web browser session (a.k.a. an HTTP Archive or HAR file). These are sensitive files because they can include the customer’s cookies and session tokens, which intruders can then use to impersonate valid users.

“Okta has worked with impacted customers to investigate, and has taken measures to protect our customers, including the revocation of embedded session tokens,” their notice continued. “In general, Okta recommends sanitizing all credentials and cookies/session tokens within a HAR file before sharing it.”

The security firm BeyondTrust is among the Okta customers who received Thursday’s alert from Okta. BeyondTrust Chief Technology Officer Marc Maiffret said that alert came more than two weeks after his company alerted Okta to a potential problem.

Maiffret emphasized that BeyondTrust caught the attack earlier this month as it was happening, and that none of its own customers were affected. He said that on Oct 2., BeyondTrust’s security team detected that someone was trying to use an Okta account assigned to one of their engineers to create an all-powerful administrator account within their Okta environment.

When BeyondTrust reviewed the activity of the employee account that tried to create the new administrative profile, they found that — just 30 minutes prior to the unauthorized activity — one of their support engineers shared with Okta one of these HAR files that contained a valid Okta session token, Maiffret said.

“Our admin sent that [HAR file] over at Okta’s request, and 30 minutes after that the attacker started doing session hijacking, tried to replay the browser session and leverage the cookie in that browser recording to act on behalf of that user,” he said.

Maiffret said BeyondTrust followed up with Okta on Oct. 3 and said they were fairly confident Okta had suffered an intrusion, and that he reiterated that conclusion in a phone call with Okta on October 11 and again on Oct. 13.

In an interview with KrebsOnSecurity, Okta’s Deputy Chief Information Security Officer Charlotte Wylie said Okta initially believed that BeyondTrust’s alert on Oct. 2 was not a result of a breach in its systems. But she said that by Oct. 17, the company had identified and contained the incident — disabling the compromised customer case management account, and invalidating Okta access tokens associated with that account.

Wylie declined to say exactly how many customers received alerts of a potential security issue, but characterized it as a “very, very small subset” of its more than 18,000 customers.

The disclosure from Okta comes just weeks after casino giants Caesar’s Entertainment and MGM Resorts were hacked. In both cases, the attackers managed to social engineer employees into resetting the multi-factor login requirements for Okta administrator accounts.

In March 2022, Okta disclosed a breach from the hacking group LAPSUS$, which specialized in social-engineering employees at targeted companies. An after-action report from Okta on that incident found that LAPSUS$ had social engineered its way onto the workstation of a support engineer at Sitel, a third-party outsourcing company that had access to Okta resources.

Okta’s Wylie declined to answer questions about how long the intruder may have had access to the company’s case management account, or who might have been responsible for the attack. However, she did say the company believes this is an adversary they have seen before.

“This is a known threat actor that we believe has targeted us and Okta-specific customers,” Wylie said.

Update, 2:57 p.m. ET: Okta has published a blog post about this incident that includes some “indicators of compromise” that customers can use to see if they were affected. But the company stressed that “all customers who were impacted by this have been notified. If you’re an Okta customer and you have not been contacted with another message or method, there is no impact to your Okta environment or your support tickets.”

Update, 3:36 p.m. ET: BeyondTrust has published a blog post about their findings.

Update, Oct. 24, 10:20 a.m. ET: 1Password and Cloudflare have disclosed compromises of their Okta authentication platforms as a result of the Okta breach. Both companies say an investigation has determined no customer information or systems were affected. Meanwhile, an Okta spokesperson told TechCrunch that the company notified about 1 percent of its customer base (~170 customers), so we are likely to see more such disclosures in the days and weeks ahead.

‘Snatch’ Ransom Group Exposes Visitor IP Addresses

The victim shaming site operated by the Snatch ransomware group is leaking data about its true online location and internal operations, as well as the Internet addresses of its visitors, KrebsOnSecurity has found. The leaked data suggest that Snatch is one of several ransomware groups using paid ads on Google.com to trick people into installing malware disguised as popular free software, such as Microsoft Teams, Adobe Reader, Mozilla Thunderbird, and Discord.

First spotted in 2018, the Snatch ransomware group has published data stolen from hundreds of organizations that refused to pay a ransom demand. Snatch publishes its stolen data at a website on the open Internet, and that content is mirrored on the Snatch team’s darknet site, which is only reachable using the global anonymity network Tor.

KrebsOnSecurity has learned that Snatch’s darknet site exposes its “server status” page, which includes information about the true Internet addresses of users accessing the website.

Refreshing this page every few seconds shows that the Snatch darknet site generates a decent amount of traffic, often attracting thousands of visitors each day. But by far the most frequent repeat visitors are coming from Internet addresses in Russia that either currently host Snatch’s clear web domain names or recently did.

The Snatch ransomware gang’s victim shaming site on the darknet is leaking data about its visitors. This “server status” page says that Snatch’s website is on Central European Summer Time (CEST) and is powered by OpenSSL/1.1.1f, which is no longer supported by security updates.

Probably the most active Internet address accessing Snatch’s darknet site is 193.108.114[.]41, which is a server in Yekaterinburg, Russia that hosts several Snatch domains, including snatchteam[.]top, sntech2ch[.]top, dwhyj2[.]top and sn76930193ch[.]top. It could well be that this Internet address is showing up frequently because Snatch’s clear-web site features a toggle button at the top that lets visitors switch over to accessing the site via Tor.

Another Internet address that showed up frequently in the Snatch server status page was 194.168.175[.]226, currently assigned to Matrix Telekom in Russia. According to DomainTools.com, this address also hosts or else recently hosted the usual coterie of Snatch domains, as well as quite a few domains phishing known brands such as Amazon and Cashapp.

The Moscow Internet address 80.66.64[.]15 accessed the Snatch darknet site all day long, and that address also housed the appropriate Snatch clear-web domains. More interestingly, that address is home to multiple recent domains that appear confusingly similar to known software companies, including libreoff1ce[.]com and www-discord[.]com.

This is interesting because the phishing domains associated with the Snatch ransomware gang were all registered to the same Russian name — Mihail Kolesnikov, a name that is somewhat synonymous with recent phishing domains tied to malicious Google ads.

Kolesnikov could be a nod to a Russian general made famous during Boris Yeltsin’s reign. Either way, it’s clearly a pseudonym, but there are some other commonalities among these domains that may provide insight into how Snatch and other ransomware groups are sourcing their victims.

DomainTools says there are more than 1,300 current and former domain names registered to Mihail Kolesnikov between 2013 and July 2023. About half of the domains appear to be older websites advertising female escort services in major cities around the United States (e.g. the now-defunct pittsburghcitygirls[.]com).

The other half of the Kolesnikov websites are far more recent phishing domains mostly ending in “.top” and “.app” that appear designed to mimic the domains of major software companies, including www-citrix[.]top, www-microsofteams[.]top, www-fortinet[.]top, ibreoffice[.]top, www-docker[.]top, www-basecamp[.]top, ccleaner-cdn[.]top, adobeusa[.]top, and www.real-vnc[.]top.

In August 2023, researchers with Trustwave Spiderlabs said they encountered domains registered to Mihail Kolesnikov being used to disseminate the Rilide information stealer trojan.

But it appears multiple crime groups may be using these domains to phish people and disseminate all kinds of information-stealing malware. In February 2023, Spamhaus warned of a huge surge in malicious ads that were hijacking search results in Google.com, and being used to distribute at least five different families of information stealing trojans, including AuroraStealer, IcedID/Bokbot, Meta Stealer, RedLine Stealer and Vidar.

For example, Spamhaus said victims of these malicious ads would search for Microsoft Teams in Google.com, and the search engine would often return a paid ad spoofing Microsoft or Microsoft Teams as the first result — above all other results. The malicious ad would include a logo for Microsoft and at first glance appear to be a safe and trusted place to download the Microsoft Teams client.

However, anyone who clicked on the result was whisked away instead to mlcrosofteams-us[.]top — yet another malicious domain registered to Mr. Kolesnikov. And while visitors to this website may believe they are only downloading the Microsoft Teams client, the installer file includes a copy of the IcedID malware, which is really good at stealing passwords and authentication tokens from the victim’s web browser.

The founder of the Swiss anti-abuse website abuse.ch told Spamhaus it is likely that some cybercriminals have started to sell “malvertising as a service” on the dark web, and that there is a great deal of demand for this service.

In other words, someone appears to have built a very profitable business churning out and promoting new software-themed phishing domains and selling that as a service to other cybercriminals. Or perhaps they are simply selling any stolen data (and any corporate access) to active and hungry ransomware group affiliates.

The tip about the exposed “server status” page on the Snatch darkweb site came from @htmalgae, the same security researcher who alerted KrebsOnSecurity earlier this month that the darknet victim shaming site run by the 8Base ransomware gang was inadvertently left in development mode.

That oversight revealed not only the true Internet address of the hidden 8Base site (in Russia, naturally), but also the identity of a programmer in Moldova who apparently helped to develop the 8Base code.

@htmalgae said the idea of a ransomware group’s victim shaming site leaking data that they did not intend to expose is deliciously ironic.

“This is a criminal group that shames others for not protecting user data,” @htmalgae said. “And here they are leaking their user data.”

All of the malware mentioned in this story is designed to run on Microsoft Windows devices. But Malwarebytes recently covered the emergence of a Mac-based information stealer trojan called AtomicStealer that was being advertised through malicious Google ads and domains that were confusingly similar to software brands.

Please be extra careful when you are searching online for popular software titles. Cracked, pirated copies of major software titles are a frequent source of infostealer infections, as are these rogue ads masquerading as search results. Make sure to double-check you are actually at the domain you believe you’re visiting *before* you download and install anything.

Clarity and Transparency: How to Build Trust for Zero Trust

Be impeccable with your words. It’s the first of the Four Agreements – a set of universal life principles outlined in the bestselling book by Don Miguel Ruiz. ‘Being impeccable with your words’ is my favorite, and it’s no surprise. As a product marketer, I spend most of my daily existence casting about for the perfect word to use in web copy, a webinar, or video script.

Words can connect us, as well as divide us. In helping to develop the message that Cisco takes to the market about zero trust, I try to be as impeccable as I can with each word. After all, cybersecurity is too important to be cavalier about what is possible – within a particular use case, product, or service.

Clarifying what zero trust means to you comes first. The zero trust principles reflect another of the four agreements: ‘Don’t make assumptions’. Don’t assume that a user or device is trusted based on their presence on the network, their type of device, or any other aspect of the connection request. Instead, verify it.

At the same time, don’t assume that everyone in your organization is in accord with, or clear on the goals of a zero trust initiative. Confirm goals and clearly communicate them. Over the past year, I’ve met with several customers keen to embark on zero trust and generally those goals involve one or more of the following:

  • Modernizing user access – secure remote access for users to SaaS-based, and private, on-premises apps
  • Assessing and validating device health– increase visibility into device posture and using this data to make a policy decision (e.g., prompt users to self-remediate before getting access)
  • Accelerating cloud migration – accurately enforce micro-segmentation across your entire application landscape – at scale
  • Orchestrating SOC workflows – gain actionable insights to automate threat response across networks, cloud, endpoints, email, and applications
  • Securing mixed environments consistently apply a “never trust, always verify, least-privilege policy” across OT and IT networks, public and private clouds, managed and unmanaged devices, and employees and contractors.

The phrase zero trust does not inspire trust, clarity, or transparency. No name is perfect, but the challenge with calling an architecture that is consistent with a ‘never assume trust, always verify it, and enforce the principle of least-privilege’ policy ‘zero trust’ is that it sends the message that ‘one cannot ever be trusted’.

Changing the mindset of anyone is already a complex undertaking, but
starting off with a lack of trust (even if it’s only a word) doesn’t help.

Essential cultural accelerators to Zero Trust: Relationships drive Zero Trust

Zero trust is simply good security. Zero trust is a conversation about the totality of the security stack, and how to bring it to bear in ways that allow teams to…

  • consistently and continually verify user and device trust;
  • enforce trust-level access based on least privilege access;
  • and respond to change in trust to protect data and recover quickly from incidents.

Simply put, make sure that one only has access to resources they need and that any violations of this policy are investigated.

So… how do we build the trust necessary for zero trust adoption?

Relationships build trust – an essential ingredient for zero trust momentum. In the Harvard Business Review’s “Begin with Trust”, Frances Frei and Anne Morriss describe three key drivers for trust: authenticity, logic, and empathy. Perhaps we can apply these drivers within the context of zero trust security:

  • Authenticity – are we truly aligned on the goals of a zero trust rollout? Have we clearly communicated our intentions and progress to our users, business leaders, and other stakeholders?
    • How to cultivate: Be as transparent as possible. For example, share lessons learned – including mistakes – during each phase of the initiative. Publish dashboards and other reports on milestones and metrics (e.g., # of users enrolled, # of apps protected, etc.).
  • Logic – have we clearly explained the rationale behind the change in policy, user workflows, as well as the benefits of adopting zero trust?
    • How to cultivate: Appeal to everyone’s bottom line: saving money and making your job easier. Zero trust can save money (refer to our TEI studies and ROI blog article from CIO’s office) and done right, can simplify IT management and empower users to fix issues on their own.
  • Empathy – have we considered the impact on our users and how a move towards zero trust security can vastly improve the user experience?
    • How to cultivate: Remember a very simple yet essential concept. Whatever our role in the organization, we’re all users. The easier we make security controls – in other words, the less they get in the way of getting our work done, the better for all of us.

Privacy’s impact continues to grow, but more remains to be done

As part of Cisco’s recognition of International Data Privacy Day, today we released the Cisco 2023 Data Privacy Benchmark Study, our sixth annual review of key privacy issues and their impact on business. Drawing on responses from more than 3100 organizations in 26 geographies, the findings show that organizations continue to prioritize and get attractive returns from their privacy investments, while integrating privacy into many of their most important processes, including sales motions, management metrics, and employee responsibilities.

Privacy Investment is Very Attractive

Nearly all organizations have recognized the importance of privacy to their business. Ninety-four percent (94%) of respondents said their customers wouldn’t buy from them if their data was not properly protected, and 95% said privacy has become a business imperative.

Even in a difficult economic environment, the average privacy spend in 2022 was $2.7 Million, up 125% from 3 years ago. Estimated benefits from privacy rose to $3.4 Million with significant gains across all organization sizes. The average organization is getting benefits of 1.8 times spending, meaning they get $180 of benefit for each $100 invested in privacy. Thirty-six percent (36%) of organizations are getting returns at least twice their spending with many getting returns upwards of 3 or 5 times.

Privacy Further Integrated into Organizational Skills and Responsibilities

More organizations are recognizing that everyone across the organization plays a vital role in protecting personal data. Ninety-five percent (95%) of survey respondents said that “all of their employees” need to know how to protect data privacy. Among the security professionals who completed our survey, one-third (33%) included data privacy in their top three areas of responsibility.

Another important indication of privacy’s importance to the organization is the use of privacy metrics. Ninety-eight percent (98%) of organizations said they are reporting one or more privacy-related metrics to the Board of Directors. The average number of privacy metrics was 3.1, which is up from 2.6 in last year’s survey. The most-reported metrics include the status of any data breaches, impact assessments, and incident response.

Privacy legislation continues to be very well-received around the world. Seventy-nine percent (79%) of all corporate respondents said privacy laws have had a positive impact, and only 6% indicated that the laws have had a negative impact.

Organizations Not Fully Aligned with Consumers Regarding Data and Building Trust

Ninety-six percent (96%) of organizations said they have an ethical obligation to treat data properly. However, when it comes to earning and building customer trust, their priorities are not fully consistent with those of consumers. Transparency – providing easily accessible and clear information about how their data is being used – was the top priority (39%) for respondents in the consumer survey, well ahead of not selling personal information or complying with privacy laws. Yet, when asked what builds trust for consumers, organizations in the Benchmark Survey selected compliance over transparency. It seems consumers consider legal compliance to be a “given” with transparency more of a differentiator.

This disconnect can also be seen when it comes to the use of Artificial Intelligence (AI). Ninety-six percent (96%) of organizations in our survey believe they have processes already in place to meet the responsible and ethical standards that customers expect. Yet, the majority of consumers don’t see it that way. As reported in our 2022 Consumer Privacy Survey, 65% already have lost trust in organizations over their AI practices. Fortunately, organizations may be starting to get the message that they aren’t doing enough. Ninety-two percent (92%) of respondents said that when it comes to AI applications, their organization needs to be doing more to reassure customers that their data is only being used for intended and legitimate purposes.

Global Providers Viewed as Safer than Local Providers

Many governments and organizations are putting in place data localization requirements, which forces data to be kept within a country or region. The vast majority (88%) of survey respondents believe that their data would be inherently safer if it is only stored locally. Remarkably, 90% also said that a global provider, operating at scale, can better protect the data compared to local providers. When viewing these two statements together, it seems that while organizations would ideally like to keep their data local, they still prefer and trust a global provider over a local provider. Of course, if they can get both — a local instance set up by a global provider — they would presumably like that even better.

Recommendations

This research suggests that organizations should continue to build and apply privacy capabilities into their operations and solutions, particularly among engineering, IT and security professionals, and those who work with personal data. Transparency is particularly important to customers, and organizations need to do more to reassure customers on how their data is being used, especially when applying and using AI and automated decision-making. Finally, organizations should consider the consequences of data localization requirements and recognize that these add cost and may degrade functionality, privacy, and security.

Nine Top of Mind Issues for CISOs Going Into 2023

As the majority of the global Covid fog finally started lifting in 2022, other events – and their associated risks – started to fill the headspace of C-level execs the world over. In my role, I regularly engage with CISOs in all kinds of sectors, representatives at industry bodies, and experts at analyst houses. This gives me an invaluable macroview not only of how the last 12 months have affected organizations and what CISOs are thinking about, but also how the upcoming year is shaping up.

Using this information, last year I wrote a blog summing up the nine top of mind issues I believed will most impact CISOs as we headed into 2022. Many of them still ring true now and will continue to do so, but some new concerns have risen up the agenda. Here are the topics that I think will be top of mind in 2023, and what CISOs can do to prepare.

  1. CISO in the firing line

One aspect that has come to the fore this year is the CISO’s position as ‘guardian of customers’ private data’ in the event of a breach, and their responsibilities over the level of disclosure they later provide. And here, we are not only talking about the legal duty to inform regulators, but the implicit moral duty to inform third parties, customers, etc. From my conversations this year, this whole area is getting CISOs thinking about their own personal liability more.

As a result of this, next year we could see CISOs tightening up the disclosure decision making process, focusing on quicker and greater clarity on breach impact, and even looking to include personal liability cover in cyber insurance contracts. CISOs will also likely be pushing more tabletop exercises with the executive leadership team to ask and answer questions around what is showed, to whom, and by whom.

  1. Increasing demands from insurers

Cyber insurance has become a newsworthy topic over the last 24 months, mainly due to the hardening of the market, as insurance products have become less profitable for underwriters and insurers’ costs have risen. But the topic will continue to be in focus as we move into 2023, with insurers demanding greater attribution – aka the science of identifying the perpetrator of a cybercrime by comparing the evidence gathered from an attack with evidence gathered from earlier attacks that have been attributed to known perpetrators to find similarities.

The need for greater attribution stems from the news that some insurers are announcing that they are not covering nation state attacks, including major marketplace for insurance and reinsurance, Lloyd’s – a topic I covered with colleague and co-author Martin Lee, in this blog earlier in the year.

Greater preparation and crystal-clear clarity of the extent to which attribution has taken place when negotiating contracts will be an essential element for CISOs going forward. For more practical advice on this topic, I also wrote a blog on some of the challenges and opportunities within the cyber liability insurance market back in June which you can read here.

  1. Getting the basics right

Being a CISO has never been more complex. With more sophisticated attacks, scarcity of resources, the challenges of communicating effectively with the board, and more demanding regulatory drivers like the recently approved NIS2 in the EU, which includes a requirement to flag incidents that cause a significant financial implication or operational disruption to the service or to others within 24 hours.

With so much to consider, it is vital that CISOs have a clear understanding of the core elements of what they protect. Questions like ‘where is the data?’, ‘who is accessing it?’, ‘what applications is the organization using?’, ‘where and what is in the cloud?’ will continue to be asked, with an overarching need to make management of the security function more flexible and simpler for the user. This visibility will also inevitably help ease quicker decision making and less of an operational overhead when it comes to regulatory compliance, so the benefits of asking these questions are clear.

  1. How Zero Trust will progress

According to Forrester, the term Zero Trust was born in 2009. Since then, it has been used liberally by different cybersecurity vendors – with various degrees of accuracy. Zero Trust implementations, while being the most secure approach a firm can take, are long journeys that take multiple years for major enterprises to carry out, so it is vital that they start as they mean to go on. But it is clear from the interactions we have had that many CISOs still don’t know where to start, as we touched on in point #3.

However, that can be easier said than done in many cases, as the principles within Zero trust fundamentally turn traditional security methods on their head, from protecting from the outside in (guarding your company’s parameter from external threats) to protecting from in the inside out (guarding individual assets from all threats, both internal and external). This is particularly challenging for large enterprises with a multitude of different silos, stakeholders and business divisions to consider.

The key to success on a zero-trust journey is to set up the right governance mode with the relevant stakeholders and communicate all changes. It is also worth taking the opportunity to update their solutions via a tech refresh which has a multitude of benefits, as explained in our most recent Security Outcomes Study (volume 2).

  1. Ransomware and how to deal with it

As with last year, ransomware continues to be the main tactical issue and concern facing CISOs. More specifically, the uncertainty around when and how an attack could be launched against the organization is a constant threat.

Increased regulation on the payment of ransomware and declaring payments is predicted, on top of the Cyber Incident Reporting for Critical Infrastructure Act of 2022 (CIRCIA), the Ransom Disclosure Act, but that doesn’t help alleviate ransomware worries, especially as this will again put the CISO in the firing line.

CISOs will continue to keep a focus on the core basics to prevent or limit the impact of an attack, and again have a closer look at how any ransomware payment may or may not be paid and who will authorize payment.   1. From Security Awareness to Culture Change

Traditionally CISOs have talked about the importance of improving security awareness which has resulted in the growth of those test phishing emails we all know and love so much. Joking aside, there is increased discussion now about the limited impact of this approach, including this in depth study from the computer science department of ETH Zurich.

The study, which was the largest both in terms of scale and length at time of publishing, revealed that ‘embedded training during simulated phishing exercises, as commonly deployed in the industry today, does not make employees more resilient to phishing, but instead it can have unexpected side effects that can make employees even more susceptible to phishing’.

For the most effective security awareness, culture is key. This means that everyone should see themselves as part of the security team, like the approach that has been taken when approaching the issue of safety in many high-risk industries. In 2023, CISOs will now be keen to bring about a change to a security culture by making security inclusive, looking to create security champions within the business unit, and finding new methods to communicate the security message.

  1. Resignations, recruitment and retention

Last year, we talked about preparing for the ‘great resignation’ and how to prevent staff leaving as WFH became a norm rather than an exception. In the past year, the conversations I have had have altered to focus on how to ensure recruitment and retention of key staff within the business by ensuring they work in an environment that supports their role.

Overly restrictive security practices, burdensome security with too many friction points, and limitations around what resources and tools can be used may deter the best talent from joining – or indeed staying – with an organization. And CISOs don’t need that extra worry of being the reason behind that kind of ‘brain drain’. So, security will need to focus on supporting the introduction of flexibility and the ease of user experience, such as passwordless or risk-based authentication.

  1. Don’t sleep on the impact of MFA Fatigue

Just when we thought it was safe to go back into the organization with MFA protecting us, along came methods of attack that rely on push-based authentication vulnerabilities including:

  • Push Harassment – Multiple successive push notifications to bother a user into accepting a push for a fraudulent login attempt;
  • Push Fatigue – Constant MFA means users pay less attention to the details of their login, causing a user to accept a push login without thinking.

There has been a lot written about this kind of technique and how it works (including guidance from Duo) due to some recent high-profile cases. So, in the forthcoming year CISOs will look to update their solutions and introduce new ways to authenticate, along with increased communications to users on the topic.

  1. Third party dependency

This issue was highlighted again this year driven by regulations in different sectors such as the UK Telecoms (Security) Act which went live in the UK in November 2022 and the new EU regulation on digital operational resilience for financial services firms (DORA), which the European Parliament voted to adopt, also in November 2022. Both prompt greater focus on compliance, more reporting and understanding the dependency and interaction organizations have with the supply chain and other third parties.

CISOs will focus on obtaining reassurance from third parties as to their posture and will receive a lot of requests from others about where their organization stands, so it is crucial more robust insight into third parties is gained, documented, and communicated.

When writing this blog, and comparing it to last year’s, the 2023 top nine topics fit into three categories. Some themes make a reappearance, seem to repeat themselves such as the need to improve security’s interaction with users and the need to keep up to date with digital change. Others appear as almost incremental changes to current capabilities such as an adjusted approach to MFA to cope with push fatigue. But, perhaps one of the most striking differences to previous years is the new focus on the role of the CISO in the firing line and the personal impact that may have. We will of course continue to monitor all changes over the year and lend our viewpoint to give guidance. We wish you a secure and prosperous new year!

Why Zero Trust Helps Unlock Security Resilience

Speaking to many CISOs, it’s clear that many security executives view zero trust as a journey that can be difficult to start, and one that even makes identifying successful outcomes a challenge. Simultaneously, the topic of security resilience has risen up the C-level agenda and is now another focus for security teams. So, are these complementary? Or will they present conflicting demands that will disrupt rather than assist the CISO in their role?

One of the most striking results coming from Cisco’s latest Security Outcomes Report is that organizations with a mature zero trust implementation – those with basic controls, constant validation and automated workflows – experience a 30% improvement in security resilience compared to those who have not started their zero trust journey. So, these two initiatives – implementing zero trust and working to achieve security resilience – appear to complement each other while supporting the CISO when a cyber black swan swims in.

Security resilience is the ability to withstand an incident and recover more strongly. In other words, ride out the storm and come back better. Meanwhile, zero trust is best known as a “never trust, always verify” principle. The idea is to check before you provide access, and authenticate identity based on a risk profile of assets and users. This starts to explain why the two are complementary.

Cisco Security Outcomes Report: Resilience Outcomes - Ranked by Importance

The top security resilience outcomes

The Security Outcomes Report summarizes the results of a survey of more than 4,700 security professionals. Among the insights that emerge are nine security resilience outcomes they consider most important. The top three outcomes for resilience are prevention, mitigation and adaptation. In other words, they prioritize first the ability to avoid an incident by having the right controls in place, then the ability to reduce and reverse the overall impact when an incident occurs, and then the ability to pivot rapidly without being bound by too rigid a set of systems. Zero trust will support these outcomes.

Preventing, or reducing the likelihood of a cybersecurity incident, is an obvious first step and no surprise as the most important outcome. Pursuing programs that identify users and monitor the health of devices is a crucial a preventative step. In fact, simply ensuring that multifactor authentication (MFA) is ubiquitous across the organization can bring an 11% improvement in security resilience.

When incidents occur, security teams will need a clear picture of the incident they are having to manage. This will help in them respond quickly, with a proactive determination of recovery requirements. Previous studies show that once a team achieves 80% coverage of critical systems, the ability to maintain continuity increases measurably. This knowledge will also help teams develop more focused incident response processes. A mature zero trust environment has also been found to almost double a team’s ability to streamline these processes when compared to a limited zero trust implementation.

Communication is key

When talking to CISOs about successful implementation programs, communication within the business emerges as a recurring theme. Security teams must inform and guide users through the phases of zero trust implementation, while emphasizing the benefits to them. When users are aware of their responsibility to keep the organization secure, they take a participatory role in an important aspect of the business. So, when an incident occurs, they can support the company’s response. This increases resilience. Research has shown that a mature program will more than double the effect of efforts to improve the security culture. Additionally, the same communication channels established to spread the word of zero trust now can be called upon when an incident requires immediate action.

Mature implementations have also been seen to help increase cost effectiveness and reduce unplanned work. This releases more resource to cope with the unexpected – another important driver of resilience surfaced in Volume 3 of the Security Outcomes Report. Having more efficient resources enables the security function to reallocate teams when needed. Reviewing and updating resource processes and procedures, along with all other important processes, is a vital part of any of any change initiative. Mature zero trust environments reflect this commitment continuous assessment and improvement.

Adapt and innovate

Inherent in organizational resilience is the ability to adapt and innovate. The corporate landscape is littered with examples of those who failed to do those two things. A zero trust environment enables organizations to lower their risk of incidents while adapting their security posture to fit the ongoing changes of the business. Think of developing new partners, supporting new products remotely, securing a changing supply chain. The basic tenets of MFA – including continuous validation, segmentation and automation – sets a foundation that accommodates those changes without compromising security. The view that security makes change difficult is becoming obsolete. With zero trust and other keys to achieving security resilience, security now is a partner in business change. And for those CISOs who fear even starting this journey, understanding the benefits should help them take that first step.

The Upcoming UK Telecoms Security Act Part Two: Changing Mindset from Stick to Carrot

In our last blog, we gave a rundown of what the Telecommunications (Security) Act (TSA) is, why it’s been introduced, who it affects, when it starts, and how firms can prepare. Here, we take a closer look into the themes introduced by the Act, explore how the telecoms industry can explore zero trust to further improve its security posture, and outline the benefits that can be gained when complying.

When the Telecoms Security Act (TSA) was introduced, it was labelled as ‘one of the strongest telecoms security regimes in the world, a rise in standards across the board, set by the government rather than the industry’ by Matt Warman, former Minister of State at the Department for Digital, Culture, Media, and Sport. The industry is certainly feeling the impending impact of the act – with one industry pundit at an event we ran recently describing it as a ‘multi-generational change’ for the sector.

One of the headline grabbers stemming from the Act are the associated fines. With the new powers granted to it by the Act, Ofcom now has the responsibility to oversee operators’ security policies and impose fines of up to 10 percent of turnover or £100,000 a day in case operators don’t comply or the blanket ban of telecoms vendors such as Huawei. Sounds like the typical ‘stick’-based costly compliance messaging that no-one particularly wants to hear, right? But what if the TSA had some ‘carrot’-based business benefits that are much less discussed?

The TSA introduces a new security framework for the UK telecoms sector to ensure that public telecommunications providers operate secure and resilient networks and services and manage their supply chains appropriately. ny of the themes introduced in the code of practice can be aligned with the themes in a zero trust security model, which are also a focus for CISOs.

Zero trust security is a concept (also known as ‘never trust, always verify’) which establishes trust in users and devices through authentication and continuous monitoring of each access attempt, with custom security policies that protect every application. At Duo, our approach to zero trust is:

  • First, accurately establish trust – to verify user and device trust and increase visibility
  • Second, consistently enforce trust-based access – to grant the appropriate level of access and enforce access policies, based on the principle of least privilege.
  • Third, change is inevitable, especially when it comes to risk, so continuously verify trust by reassessing trust level and adjust access accordingly after initial access has been granted
  • And fourth, dynamically respond to change in trust by investigating and orchestrating response to potential incidents with increased visibility into suspicious changes in trust level.

A crucial point to note here: much like a solution that claims to help with all aspects of the TSA, telecom providers should be wary of any vendor who claims to have a zero-trust product. Both are far much bigger than any ‘silver bullet’ solution purports to offer. But there is a good reason a zero-trust framework has been mandated by the US White House for all federal agencies, and recommended by the Australian Cyber Security Centre (ACSC) and the UK’s National Cyber Security Centre (NCSC).

As well as helping to mitigate the significant cyber risks presented to the telecoms industry, a zero-trust strategy provides many business benefits. Our recent Guide to Zero Trust Maturity shows that:

  • Organisations that reported a mature implementation of zero trust were more than twice as likely to achieve business resilience (63.6%) than those with a limited zero trust implementation.
  • Organisations that achieved mature implementations of zero trust were twice as likely to report excelling at the following five security practices:
    • Accurate threat detection
    • Proactive tech refresh
    • Prompt disaster recovery
    • Timely incident response
    • Well-integrated tech
  • Organisations that claimed to have a mature implementation of zero trust were 2X more likely to report excelling across desired outcomes such as greater executive confidence (47%).

A robust zero-trust security program includes phishing-resistant multi factor authentication (MFA), access controls for devices and applications, risk-signalling, dynamic authentication, firewalls, analytics, web monitoring and more. As I said previously there is no one answer to zero trust, or indeed the TSA, but getting the basics right like strong MFA, single sign on (SSO) and device trust are an easy and effective way to get started.

The TSA will be a huge undertaking for industry, but it is important to focus on the benefits such a wide-reaching set of regulatory rules will inevitably result in. As another guest from our recent event put it: ‘the TSA is full of the latest and modern best practice around security, so the aim really is to raise the tide and all ships, which can only be a good thing.’

As with any new technology, getting to a completely passwordless state will be a journey for many organizations. We see customers typically starting their passwordless journey with web-based applications that support modern authentication. To that effect, Duo’s passwordless authentication is enabled through Duo Single Sign-On (SSO) for federated applications. Duo’s Passwordless Architecture

Duo Passwordless Architecture

Duo offers a flexible choice of passwordless authentication options to meet the needs of businesses and their use cases. This includes:

  1. FIDO2-compliant, phishing-resistant authentication using
    • Platform authenticators – TouchID, FaceID, Windows Hello, Android biometrics
    • Roaming authenticators – security keys (e.g. Yubico, Feitian)
  2. Strong authentication using Duo Mobile authenticator application

No matter which authentication option you choose, it is secure and inherently multi-factor authentication. We are eliminating the need for the weak knowledge factor (something you know – passwords) which are shared during authentication and can be easily compromised. Instead, we are relying on stronger factors, which are the inherence factor (something you are – biometrics) and possession factor (something you have – a registered device). A user completes this authentication in a single gesture without having to remember a complex string of characters. This significantly improves the user experience and mitigates the risk of stolen credentials and man-in-the-middle (MiTM) attacks.

FIDO2 authentication is regarded as phishing-resistant authentication because it:

  1. Removes passwords or shared secrets from the login workflow. Attackers cannot intercept passwords or use stolen credentials available on the dark web.
  2. Creates a strong binding between the browser session and the device being used. Login is allowed only from the device authenticating to an application.
  3. Ensures that the credential (public/private key) exchange can only happen between the device and the registered service provider. This prevents login to fake or phishing websites.

Using Duo with FIDO2 authenticators enables organizations to enforce phishing-resistant MFA in their environment. It also complies with the Office of Management and Budget (OMB) guidance issued earlier this year in a memo titled “Moving the U.S. Government Towards Zero Trust Cybersecurity Principles”. The memo specifically requires agencies to use phishing-resistant authentication method.

We understand that getting the IT infrastructure ready to support FIDO2 can be expensive and is typically a long-term project for organizations. In addition, deploying and managing 3rd party security keys creates IT overhead that some organizations are not able to undertake immediately.

Alternatively, using Duo Push for passwordless authentication is an easy, cost effective to get started on a passwordless journey for many organizations, without compromising on security.

We have incorporated security into the login workflow to bind the browser session and the device being used. Beyond passwordless: Thinking about Zero Trust Access and continuous verification

In addition to going passwordless, many organizations are looking to implement zero trust access in their IT environment. This environment typically is a mix of modern and legacy applications, meaning passwordless cannot be universally adopted. At least not until all applications can support modern authentication.

Additionally, organizations need to support a broad range of use cases to allow access from both managed and unmanaged (personal or 3rd party contractor) devices. And IT security teams need visibility into these devices and the ability to enforce compliance to meet the organization’s security policies such as ensuring that the operating system (OS) and web browser versions are up to date. The importance of verifying device posture at the time of authentication is emphasized in the guidance provided by OMB’s zero trust memorandum – “authorization systems should work to incorporate at least one device-level signal alongside identity information about the authenticated user.”

Duo can help organizations adopt a zero trust security model by enforcing strong user authentication across the board either through passwordless authentication where applicable or thought password + MFA where necessary, while providing a consistent user experience. There’s no better time for zero trust

Security resilience requires strong, user-friendly defenses

The concept of zero trust is not a new one, and some may even argue that the term is overused. In reality, however, its criticality is growing with each passing day. Why? Because many of today’s attacks begin with the user. According to Verizon’s Data Breach Investigations Report, 82% of breaches involve the human element — whether it’s stolen credentials, phishing, misuse or error.

Additionally, today’s businesses are hyper-connected, meaning that — in addition to your employees — customers, partners and suppliers are all part of your ecosystem. Couple that with hybrid work, IoT, the move to the cloud, and more emboldened attackers, and organizational risk increases exponentially.

Adopting a zero trust model can dramatically reduce this risk by eliminating implicit trust. It has become so crucial, in fact, that several governments including the U.S., UK and Australia have released mandates and guidance for how organizations should deploy zero trust to improve national security.

However, because zero trust is more of a concept than a technology, and so many vendors use the term, organizations struggle with the best way to implement it. At Cisco, we believe you should take a holistic approach to zero trust, starting with what you have and adding on as you identify gaps in your defenses. And while layers of protection are necessary for powerful security, so is ease of use.

Strengthen security resilience with zero trust

Zero trust plays a major role in building security resilience, or the ability to withstand unpredictable threats or changes and emerge stronger. Through zero trust, the identity and security posture of users, devices and applications are continuously checked and verified to prevent network intrusions — and to also limit impact if an unauthorized entity does gain access.

Eliminating trust, however, doesn’t really conjure up images of user-friendly technology. No matter how necessary they are for the business, employees are unlikely to embrace security measures that make their jobs more cumbersome and time-consuming. Instead, they want fast, consistent access to any application no matter where they are or which device they are using.

That’s why Cisco is taking a different approach to zero trust — one that removes friction for the user. For example, with Cisco Secure Access by Duo, organizations can provide those connecting to their network with several quick, easy authentication options. This way, they can put in place multi-factor authentication (MFA) that frustrates attackers, not users.

Data Transparency and its Impact on Customer Trust

How do organizations earn and build trust when it comes to the personal data that customers share with them? Customers certainly expect these organizations to comply with all privacy laws that are now in place in more than 130 countries. Customers also expect them not to sell personal data without consent and to try to avoid data breaches that could expose personal data. While these actions are necessary, organizations still need to do more when it comes to customer trust. According to our latest research, consumers’ top priority is, in fact, for organizations to be more transparent about how they use personal data.

The Cisco 2022 Consumer Privacy Survey, released today, explores what organizations can do to earn and build trust with customers, the actions individuals are taking to protect their data, the impact of privacy laws around the world, and some of the benefits and costs of Artificial Intelligence (AI) and data localization requirements. The report, our fourth annual look at consumer privacy issues, draws on anonymous responses from 2600 adults in 12 countries.

Here are some highlights from the survey:

  1. Consumers chose ‘data transparency’ as the top thing organizations can do to build trust regarding how personal data is used and protected. At 39%, data transparency was selected almost twice as much as ‘refraining from selling personal information’ (21%) or ‘complying with all privacy laws’ (20%).
  2. More consumers are taking action to protect their personal data. Results showed that 37% have stopped using a company or provider over their data practices, with 24% having exercised their Data Subject Access Rights to inquire about the data companies have about them, and 14% having requested changes or deletions to that data.
  3. When it comes to applying and using AI, consumers are supportive, but very concerned with today’s practices. While 43% say AI can be useful in improving our lives and 54% are even willing to share their anonymized personal data to improve AI products, 60% are concerned about how businesses are using AI today. In fact, 65% say they have already lost trust in organizations due to their AI practices.
  4. Consumers continue to strongly support their nation’s privacy laws, as they want their government to take a leading role in protecting personal privacy. On average, 61% felt these laws are having a positive impact, whereas only 3% believe they are having a negative impact. Awareness of these laws continues to be a challenge as only 43% say they are aware of their country’s privacy laws.
  5. Consumers are evenly split on the value of data localization requirements that add cost to the products and services they buy, with 41% in favor and 41% against. Interestingly, in 9 of the 12 countries surveyed, more respondents were against data localization than in favor.

At Cisco, we believe that privacy is a fundamental human right. Privacy continues to be a high priority for consumers, and organizations need to do their part to protect personal data and build consumer confidence in how this data is being used. Some recommendations for organizations include:

  • Investing in transparency. Show your customers where they can find your company’s privacy policies and tell them in easy-to-understand ways exactly how you use their data (see, for example, Cisco’s in Privacy Data Sheets and Data Maps) as this is critical for earning and building their trust.
  • Helping to ensure your customers are aware of relevant privacy laws and their rights. Individuals who know about these protections are more likely to trust organizations with their personal data and have confidence that their data is protected.
  • Adopting measures to ensure responsible use of data. While misuse of personal data in AI can erode consumer trust, some positive steps to apply and use it responsibly include implementing an AI governance framework, providing transparency on how personal data is used in any AI application, and enabling customers to opt out of the specific application.
  • Evaluating the costs and legal alternatives, if any, to data localization requirements. These requirements may not be worth their cost to many consumers, and it is still unclear if they contribute to greater safety and privacy.

Privacy remains a critical element of trust. Consumers want more transparency and control of their personal data, especially as we continue to see innovations in technology. As we are now in the midst of Cybersecurity Awareness Month in the US and other countries around the world, it’s a great time to learn more and join in activities and discussions that advance cybersecurity.

The Upcoming UK Telecoms (Security) Act Part One: What, Why, Who, When and How

In November 2020, the Telecommunications (Security) Bill was formally introduced to the UK’s House of Commons by the department for Digital, Culture, Media & Sport. Now, after several readings, debates, committee hearings, and periods of consultation, the Telecommunications (Security) Act is quickly becoming reality for providers of public telecoms networks and services in the UK, going live on 1 October 2022. Here, we outline what exactly the requirements mean for these firms, and what they can do to prepare.

What is the Telecommunications (Security) Act?

The Act outlines new legal duties on telecoms firms to increase the security of the entire UK network and introduces new regulatory powers to the UK Telecoms regulator OFCOM to regulate Public Telecommunications Providers in the area of cyber security. It place obligations on operators to put in place more measures around the security of their supply chains, which includes the security of the products they procure. The Act grants powers to the Secretary of State to introduce a so-called Code of Practice. It is this Code of Practice which contains the bulk of the technical requirements that operators must comply with. Those not in compliance face large fines (up to 10% of company turnover for one year).

Why has the Telecommunications (Security) Act been introduced?

Following the UK Telecoms Supply Chain review in 2018, the government identified three areas of concern that needed addressing:

  1. Existing industry practices may have achieved good commercial outcomes but did not incentivise effective cyber security risk management.
  2. Policy and regulation in enforcing telecoms cyber security needed to be significantly strengthened to address these concerns.
  3. The lack of diversity across the telecoms supply chain creates the possibility of national dependence on single suppliers, which poses a range of risks to the security and resilience of UK telecoms networks.

Following the review, little did we know a major resilience test for the telecoms industry was about to face significant challenges brought on by the Covid-19 pandemic. Data released by Openreach – the UK’s largest broadband network, used by customers of BT, Plusnet, Sky, TalkTalk, Vodafone and Zen – showed that broadband usage more than doubled in 2020 with 50,000 Petabytes (PB) of data being consumed across the country, compared to around 22,000 in 2019.

There is no question the security resilience of the UK telecoms sector is becoming ever more crucial — especially as the government intends to bring gigabit capable broadband to every home and business across the UK by 2025. As outlined in the National Cyber Security Centre’s Security analysis for the UK telecoms sector, ‘As technologies grow and evolve, we must have a security framework that is fit for purpose and ensures the UK’s Critical National Telecoms Infrastructure remains online and secure both now and in the future’.

Who does the Telecommunications (Security) Act affect?

The legislation will apply to public telecoms providers (including large companies such as BT and Vodafone and smaller companies that offer telecoms networks or services to the public). More specifically to quote the Act itself:

  • Tier 1: This applies to the largest organisations with an annual turnover of over £1bn providing public networks and services for which a security compromise would have the most widespread impact on network and service availability, and the most damaging economic or social effects.
  • Tier 2 providers would be those medium-sized companies with an annual turnover of more than £50m, providing networks and services for which security compromises would have an impact on critical national infrastructure (CNI) or regional availability with potentially significant security, economic or social effects.
  • Tier 3 providers would be the smallest companies with an annual turnover of less than £50m in the market that are not micro-entities. While security compromises to their networks or services could affect their customers, if those networks and services do not support CNI such compromises would not significantly affect national or regional availability.

When do companies need to start adhering to the Telecommunications (Security) Act?

As the requirements are long and varied and so the timelines to comply have been broken down to help organisations comply. The current Code of Practice expects Tier 1 providers to implement ‘the most straightforward and least resource intensive measures’ by 31 March 2024, and the more complex and resource intensive measures by 31 March 2025.

Tier 2 firms have been given an extra two years on top of the dates outlined above to reflect the relative sizes of providers. Tier 3 providers aren’t in scope of the regulatory changes currently but are strongly encouraged to use the Code of Practice as best practice. The Code of Practice also expects that these firms ‘must continue to take appropriate and proportionate measures to comply with their new duties under the Act and the regulations’.

How can firms prepare for the Telecommunications (Security) Act?

The TSA introduces a range of new requirements for those in the telecoms industry to understand and follow. These will require a multi-year programme for affected organisations.  An area of high focus for example will be on Third Party controls and managing the relationship with them.

However there are more common security requirements as well.  From our work with many companies across many different industries, we know that establishing that users accessing corporate systems, data and applications are who they say they are is  a key aspect of reducing risk by limiting the possibility of attacks coming in through the front door. This is a very real risk highlighted in Verizon’s 2022 Data Breaches Investigations Report, which states that around 82% of data breaches involved a human element, including incidents in which employees expose information directly or making a mistake that enables cyber criminals to access the organisation’s systems.

Therefore, one area to start to try and protect the organisation and take a step on the way to compliance is to build up authentication and secure access to systems, data and applications. However even this can take time to implement over large complex environments. It means gaining an understanding of all devices and ensuring there is a solid profile around them, so they can be reported on, attacks can be blocked and prevented, and access to applications can be controlled as needed.

Demonstrating Trust and Transparency in Mergers and Acquisitions

Jason Button is a director at Cisco and leads the company’s Security and Trust Mergers and Acquisitions (M&A) team. He was formerly the director of IT at Duo Security, a company Cisco acquired in 2018, making him uniquely positioned to lend his expertise to the M&A process. This blog is the second in a series focused on M&A cybersecurity, following Jacob Bolotin’s post on Managing Cybersecurity Risk in M&A.

Demonstrating Trust and Transparency in Mergers and Acquisitions 

All good relationships are built on trust. Add in transparency, and the union becomes even more substantial. “Trust and transparency underpin everything we do,” says Button, “Cisco takes security, trust, and transparency very seriously, and it’s part of our team’s fabric.”

When Cisco acquires a company, the Security and Trust M&A team looks at not only what they can offer in the way of security but also what unique qualities the acquired company brings to Cisco. These qualities might be related to security, but they’re also found in the acquired company’s culture, technical knowledge, and processes.

In all acquisitions, the M&A team needs to move fast. In fact, the Cisco team is committed to pushing even faster as long as they never compromise on security. Around 2020, Button and his team began taking stock of how it does things. They evaluated everything from the ground up, willing to tease out what is working and toss out what isn’t.

The team is also on a trajectory of identifying how it can digitize and automate security.

“If we were going to do things differently, we needed to be bold about it,” says Mohammad Iqbal, information security architect in the Security and Trust M&A team. One of the changes Iqbal proposed to his colleagues is to ensure that an acquired company is integrated into Cisco’s critical security controls within three months after the acquisition deal closes.

Focus on Non-Integrated Risks

To successfully meet the three-month target, the M&A team works closely with the acquired company to identify and address all non-integrated risks (NIRs) that Cisco inherits from an acquisition and encompass:

  • Visibility to get the acquired company integrated into the governance process; includes risk assessments and familiarity with all the players involved in the acquisition
  • Vulnerability management to identify and remediate vulnerabilities. Where do the acquisition’s crown jewels reside? What does the external attack surface look like? Has it been patched?
  • Security operations to determine such functions as identity, administrative access, multifactor authentication, and basic monitoring.

NIRs are a subset of eight security domains, or operating norms, that align with Cisco’s security and trust objectives and top priorities of the larger security community (Figure 1). The M&A team’s focus on NIRs steers the due diligence conversation away from identifying the acquisition’s security deficiencies and towards understanding the inherent risks associated with the acquisition and measuring the security liability.

“Acquisitions are coming in with these risks, and so we must address NIRs early when we’re signing non-disclosure agreements. In doing so, we help put these companies in a position to integrate successfully with all the security domains. And this integration should be done in the shortest time possible within a year of close,” Iqbal says.

Building trust and being transparent early on is critical so the acquired company knows what’s expected of them and is ready to accomplish its three-month and first-year goals.

“I wish this type of conversation was offered to me when Cisco acquired Duo,” Button says. “Being on the Duo side of that deal, I would’ve been able to say with confidence, ‘OK, I get it. I know what’s expected of me. I know where to go. I know what I need to do with my team.’”

“We have a limited time window to make sure an acquisition company is heading down the right route. We want to get in there early and quickly and make it easy,” adds Button.

Time Is of the Essence

Reducing the manual intervention required by the acquired company is integral to helping the acquisition meet the three-month goal. Here’s where automation can play a significant role and the M&A team is looking toward innovation.

“We’re working on bringing in automated processes to lessen the burden on the acquired company,” says Iqbal. The M&A team realizes that much of the automation can be applied in instrumenting the security controls and associated APIs to help the team move beyond what they have already assessed at acquisition day 0 and gain the visibility they need to get the acquired company to its three-month goal. For example, they can automate getting the acquired company on Cisco’s vulnerability scans, using internal tools, or attaining administrative access privileges.

So, Iqbal, Button, and the rest of the team are working on automating processes—developing the appropriate architecture pipeline and workflows—that help acquired companies integrate critical security controls. While the ability to automate integration with security controls is not novel, the innovation that the M&A team brings to the table is the ability to position an acquired target to integrate with security controls in the most expedited way possible.

Automation in Discovery

As with due diligence, the M&A team strives to complete the discovery phase before the acquisition deal close. Here’s another step where digitization and automation can simplify and shorten processes. Take the acquisition company questionnaire, for instance.

“Instead of asking dozens of questions, we could give the company an audit script to run in their environment,” Iqbal says. “Then, all they have to do is give us the results.”

Also, the questionnaire can be dynamically rendered through a dashboard, improving the user experience, and shortening completion time. For example, the number of questions about containers could automatically retract if the acquired company uses Azure Kubernetes Service.

After the Close

Many teams within Cisco compete for an acquired company’s time before and after an acquisition deal closes. The acquired company is pulled in several different directions. That’s why the Security and Trust M&A team doesn’t stop looking for ways to digitize and automate security processes after the close—to continue to help make the acquired company’s transition more manageable.

“If we can make processes simple, people will use them and see the value in them within days, not weeks or quarters,” says Button.

“The majority of companies we acquire are smaller,” Button says. “They don’t have large security teams. We want them to tap our plethora of security experts. We want to enable an acquired company to apply Cisco’s ability to scale security at their company. Again, we want things to be simple for them.”

The M&A team helps facilitate simplicity by telling a consistent story (maintaining consistent messaging unique to the acquired company) to all the groups at Cisco involved in the acquisition, including M&A’s extended Security and Trust partners such as corporate security, IT, and supply chain. Because each group deals with different security aspects of the integration plan, it’s essential that everyone is on the same page and understands the changes, improvements, and benefits of the acquisition that are relevant to them. Maintaining a consistent message can go a long way toward reducing complexity.

It’s All About Balance

The human element can easily get overlooked throughout an acquisition’s myriad business, technical, and administrative facets. Balancing the human aspect with business goals and priorities is essential to Button and the entire Security and Trust M&A team. They want to bring the human connection to the table. In this way, trust and transparency are on their side.

“Emotions can run the gamut in an acquisition. Some people will be happy. Others will be scared. If you don’t make a human connection, you’ll lose so much value in the acquisition,” Button says. “You can lose people, skillsets, efforts. If we don’t make that human connection, then we lose that balance, and we won’t be off to a great start.”

One way the M&A team helps maintain that balance is by embracing the things that make the acquired company unique. “It’s vital to identify those things early on so we can protect and nurture them,” says Button.

He also wants to remind companies that they don’t have to be experts at everything asked of them during acquisition. “Cisco has been here for a while. We have entire teams within M&A that are dedicated to doing one thing. We can help acquired companies find out where they’re struggling. We can handle the things they don’t want to deal with.”

“M&A is complex, but complexity is off the chart when you talk about M&A and security. Our team won’t be successful if we can’t find a way to make things easier for the acquired company. They need to understand where they’re headed and why,” Button says. “It’s up to us to motivate them towards a successful outcome.”

The past few months have been chockfull of conversations with security customers, partners, and industry leaders. After two years of virtual engagements, in-person events like our CISO Forum and Cisco Live as well as the industry’s RSA Conference underscore the power of face-to-face interactions. It’s a reminder of just how enriching conversations are and how incredibly interconnected the world is. And it’s only made closer by the security experiences that impact us all.  

I had the pleasure of engaging with some of the industry’s best and brightest, sharing ideas, insights, and what keeps us up at night. The conversations offered more than an opportunity to reconnect and put faces with names. It was a chance to discuss some of the most critical cybersecurity issues and implications that are top of mind for organizations.  

The collective sentiments are clear. The need for better security has never been so strong. Securing the future is good business. Disruptions are happening faster than ever before, making our interconnected world more unpredictable.  Hybrid work is here to stay, hybrid and complex architectures will continue to be a reality for most organizations and that has dramatically expanded the threat surface. More and more businesses are operating as ecosystems—attacks have profound ripple effects across value chains. Attacks are becoming more bespoke, government-sponsored threat actors and ransomware as a service, continue to unravel challenging businesses to minimize the time from initial breach to complete compromise, in the event of a compromise.  

Digital transformation and Zero Trust 

Regardless of where organizations are on their digital transformations, they are progressively embarking upon journeys to unify networking and secure connectivity needs. Mobility, BYOD (bring your own device), cloud, increased collaboration, and the consumerization of IT have necessitated a new type of access control security–zero trust security. Supporting a modern enterprise across a distributed network and infrastructure involves the ability to validate user IDs, continuously verify authentication and device trust, and protect every application— 

without compromising user experience. Zero trust offers organizations a simpler approach to securing access for everyone, from any device, anywhere—all the while, making it harder for attackers.

Simplicity continues to be a hot topic, and in the context of its functionality. In addition to a frictionless user experience, the real value to customers is improving operational challenges. Key to this simplified experience is connecting and managing business-critical control points and vulnerabilities, exchanging data, and contextualizing threat intelligence. The ultimate simplicity is improved efficacy for the organization. 

Everyone is an insider  

Insider cyber-attacks are among the fastest growing threats in the modern security network, an increasingly common cause of data breaches. Using their authorized access, employees are intentionally or inadvertently causing harm by stealing, exposing, or destroying sensitive company data. Regardless, the consequences are the same—costing companies big bucks and massive disruption. It’s also one of the reasons why “identity as the new perimeter” is trending, as the primary objective of all advanced attacks is to gain privileged credentials. Insider attack attempts are not slowing down. However, advanced telemetry, threat detection and protection, and continuous trusted access all help decelerate the trend. Organizations are better able to expose suspicious or malicious activities caused by insider threats. Innovations are enabling business to analyze all network traffic and historical patterns of employee access and determine whether to let an employee continue uninterrupted or prompt to authenticate again.  

The interconnection conundrum and the ransomware ruse   

Supply chain attacks have become one of the biggest security worries for businesses. Not only are disruptions debilitating, but no one knew the impacts or perceived outcomes. Attackers are highly aware that supply chains are comprised of larger entities often tightly connected to a broad array of smaller and less cyber-savvy organizations. Lured by lucrative payouts, attackers seek the weakest supply chain link for a successful breach. In fact, two of the four biggest cyber-attacks that the Cisco Talos team saw in the field last year were supply chain attacks that deployed ransomware on their targets’ networks: SolarWinds and REvil’s attack exploiting the Kaseya managed service provider. While there’s no perfect way to absolutely protect from ransomware, businesses are taking steps to bolster their defenses and protect against disaster. 

Data privacy is getting personal 

Security incidents targeting personal information are on the rise. In fact, 86 percent of global consumers were victims of identity theft, credit/debit card fraud, or a data breach in 2020. In a recent engagement discovered by the Cisco Talos team, the API on a customer’s website could have been exploited by an attacker to steal sensitive personal information. The good news is governments and businesses alike are leaning into Data Privacy and Protection, adhering to global regulations​ that enforce high standards for collecting, using, disclosing, storing, securing, accessing, transferring, and processing personal data.​ Within the past year, the U.S. government implemented new rules to ensure companies and federal agencies follow required cybersecurity standards. As long as cyber criminals continue seeking to breach our privacy and data, these rules help hold us accountable.  

Through all the insightful discussions with customers, partners, and industry leaders, a theme emerged. When it comes to cybersecurity, preparation is key and the cost of being wrong is extraordinary. By acknowledging there will continue to be disruptions, business can prepare for whatever comes next. And when it comes, they’ll not only weather the storm, but they will also come out of it stronger. And the good news is that Cisco Security Business Group is already on the journey actively addressing these headlines, and empowering our customers to reach their full potential, securely.

So today we are introducing a new patent-pending Wi-Fi Fingerprint capability (available in Public Preview this summer) to understand user location without compromising location privacy. We are also announcing new Session Trust Analysis capabilities to evaluate risk after login by using open standards for shared signals and events. We will unveil the first integration of this technology with a demo of Duo MFA and Box this week. 

Addressing advanced threats

As organizations become more interconnected as ecosystems, and attacks become more sophisticated and personalized, it is no longer adequate to evaluate risk and threats generically across the industry. Organizations need deeper levels of advice and expertise.  We are excited to launch the new Talos Intelligence On-Demand service, available now, offering custom research on the threat landscape unique to each organization. Talos Intelligence on Demand can assist with custom research, and brief our customers on the unique risks, threats, and mitigation strategies for their organizations.

The need for simplification

Simplification is critical to driving better security efficacy. To that end, we are excited to announce the new Cisco Secure Client (available this summer), combining AnyConnect, Secure Endpoint, and Umbrella, to simplify how administrators and users manage endpoints. This follows the launch of the new cloud-delivered Secure Firewall Management Center, which unifies management for both cloud and on-premise firewalls.

There is more work to be done, of course, and today’s announcements at the RSA Conference are the latest advances in support of this vision. We will continue working on all aspects of the Security Cloud to improve our customers’ security resilience in the face of unprecedented change and increasing threats. Because next-level problems deserve next-level solutions.

How Cisco Duo Is Simplifying Secure Access for Organizations Around the World

At Cisco Duo, we continually strive to enhance our products to make it easy for security practitioners to apply access policies based on the principles of zero trust. This blog highlights how Duo is achieving that goal by simplifying user and administrator experience and supporting data sovereignty requirements for customers around the world. Read on to get an overview of what we have been delivering to our customers in those areas in the past few months.

Simplifying Administrator and End-User Experience for Secure Access 

Duo strives to make secure access frictionless for employees while reducing the administrative burden on IT (Information Technology) and helpdesk teams. This is made possible thanks to the strong relationship between our customers and our user research team. The insights we gained helped us implement some exciting enhancements to Duo Single Sign-On (SSO) and Device Trust capabilities.

Duo SSO unifies identities across systems and reduces the number of credentials a user must remember and enter to gain access to resources. Active Directory (AD) is the most popular authentication source connected to Duo SSO, accounting for almost 80% of all setups. To make Duo’s integration with AD even easier to implement, we have introduced Duo SSO support for multiple Active Directory forests for organizations that have users in multiple domains. Additionally, we added the Expired Password Resets feature in Duo SSO. It provides an easy experience for users to quickly reset their expired Active Directory password, log into their application, and carry on with their day. Continuing the theme of self service, we introduced a hosted device management portal – a highly requested feature from customers. Now administrators no longer need to host and manage the portal, and end users can login with Duo SSO to manage their authentication devices (e.g.: TouchID, security keys, mobile phone etc.) without needing to open IT helpdesk tickets.

We are also simplifying the administrator experience. We have made it easy for administrators to configure Duo SSO with Microsoft 365 using an out of the box integration. Duo SSO layers Duo’s strong authentication and flexible policy engine on top of Microsoft 365 logins. Further, we have heard from many customers that they want to deliver a seamless on-brand login experience for their workforce. To support this, we have made custom branding so simple that administrators can quickly customize their end-user authentication experience from the settings page in the Duo Admin Panel.

Device Trust is a critical capability required to enable secure access for the modern workforce from any location. We have made it easy for organizations to adopt device trust and distinguish between managed and unmanaged devices. Organizations can enforce a Trusted Endpoint policy to allow access only from managed devices for critical applications. We have eliminated the requirement to deploy and manage device certificates to enforce this policy. Device Health application now checks the managed status of a device. This lowers administrative overhead while enabling organizations to achieve a better balance between security and usability. We have also added out-of-box integrations with unified endpoint management solutions such as Active Directory domain-joined devices, Microsoft Intune, Jamf Pro and VMware Workspace ONE. For organizations that have deployed a solution that is not listed above, Duo provides a Device API that works with any enterprise device management system.

 Supporting Global Data Sovereignty Requirements 

To support our growing customer base around the world, Duo expanded its data center presence to  Australia, Singapore, and Japan in September last year. And now Duo is thrilled to announce the launch of the two new data centers in the UK and India. Both the new and existing data centers will allow customers to meet all local requirements, all while maintaining ISO27001 and SOC2 compliance and a 99.999% service availability goal.

The launch of the new data centers is the backbone of Duo’s international expansion strategy. In the last two years, Duo has met key international growth milestones and completed the C5 attestation (Germany), AgID certification (Italy) and IRAP assessment (Australia) – all of which demonstrate that Duo meets the mandatory baseline standards for use by the public sector in the countries listed above. Revisiting the Session: The Potential for Shared Signals

Sometimes in order to move forward effectively, it’s good to take stock of where we’ve been. In this blog, we’ll review a concept that has been foundational to networking and cybersecurity from the beginning: the session. Why focus on the session? As the philosophy of Zero Trust is adopted more broadly in the security industry, it’s important to understand the building blocks of access. The session is a fundamental component of access to any resource.  

To get things started, let’s start with a definition. A simple definition of a session might be: “a period of time devoted to a particular activity.” Not so bad, but the complexity for internet and network security springs from scoping the “particular activity.”  

The internet exists on top of a standardized suite of protocols that govern how data can be transmitted or exchanged between different entities. This suite, now generally referred to as the TCP/IP stack, is comprised of four distinct layers that delineate how data flows between networked resources. This is where the scoping of a session becomes obscure. The “particular activity” could refer to the network layer, which is responsible for establishing communications between the actual physical networks. Or, perhaps the activity refers to the Internet layer, which ensures the packets of data reach their destinations across network boundaries. The activity could also be the transport layer, responsible for the reliability of end-to-end communication across the network. It could also be referencing the application layer, the highest layer of the TCP/IP stack, which is responsible for the interface and protocols used by applications and users. For the familiar, these layers were originally defined in the OSI model.  

TC/IP Stack

This layering framework works well for establishing the distinct session types and how we can begin to protect them.  However, the rise of cloud-based services means we must now also look at how sessions are defined in relation to the cloud — especially as we look to provide security and access controls.  At the application layer, we now have client devices with web browsers and applications that communicate to a cloud service.  Additionally, cloud services can be one or a combination of SaaS, PaaS and IaaS, each defining their own session and thus access.   

With all the different classes of sessions, there are different mechanisms and protocols by which authentication and authorization are employed to eventually provide that access.  All sessions use some type of account or credential to authenticate and evaluate a set of variables to determine authorization or access.  Some of these variables may also be similar across different sessions. For example, an enterprise may evaluate the device’s security posture (e.g. it is running the latest OS patches) as a variable to grant access at both the network and application layer. Similarly, the same username and password may be used across different session layers.   

However, each layer might also use distinct and specific variables to evaluate the appropriate access level.  For instance, the network interface layer may want to ensure cryptographic compliance of the network interfaces. A cloud service may evaluate geographical or regional compliance.  The common practice today is to have every session layer act alone to make its own access decision.  

Let’s take a step back and review.  

  • We’ve established that there are many types of sessions, and the definitions are only expanding as cloud services become more prominent.  
  • We’ve established that securing each type of session is important, yet in most cases each distinct session is evaluating a Venn diagram of variables, some common across session types, yet others specific to a particular session definition.  
  • Finally, each session layer typically makes its own access evaluation. 

Now, let’s explore something new: what if the variables and access evaluation outcomes were shared seamlessly across session layers? 

What if recent network context and activity were used to inform cloud access decisions? Or, recent user access decisions across the network layers be used to inform cloud application controls?  Think about the enhanced resilience provided if network-based risk signal like packet information could be appropriately mapped and shared with the cloud application layer. Sharing information across session boundaries provides more robust fulfillment of Zero Trust principles by striving to evaluate security context as holistically as possible at the time of access.  

In order to build a future where security decisions are informed by broader and continuous context, we’ll need tools and protocols that help us bridge tools and map data across them.  To provide improved access and security, both the bridge and the correct mapping must be in place.  It’s one thing to get the data transferred to another tool, it’s quite another to map that data into relevance for the new tool. For example, how do we map a privileged application credential to a device? And, then how do we map relevant context across systems?  

The good news is that work is starting to enable a future where regardless of session definition, security context can be mapped and shared. Protocols such as the Shared Signals and Events and the Open Policy Agent are evolving to enable timely and dynamic signal sharing between tools, but they are nascent and broader adoption is required.  Cisco has already contributed a technical reference architecture as a guide for Shared Signals and Events. We hope that by accelerating the adoption of these standards the industry gets one step closer to actively sharing relevant security context across OSI layers. While the road ahead won’t be easy, we think the sharing signals will make for a more resilient and robust security future.

ISE business value and ROI uncovered in Forrester study

Forrester Consulting recently conducted an independent analysis of five organizations using Cisco Identity Services Engine (ISE), the industry-leading network access control solution, to uncover the business value of ISE. The commissioned study conducted by Forrester Consulting on behalf of Cisco, “The Total Economic Impact™ of Cisco Identity Services Engine (ISE),” published in March 2022, highlighted a total payback period of only 11 months within a composite organization that was built from data compiled across the participants in the research. The study showed that the composite organization received a 191% ROI over the first three years use of use, with a current returned value of $1.03 million across many categories, including:  

  • Improved security impact from breaches: 44% of total  
  • Reduced IT costs with automation: 33% of total  
  • Improved business outcomes, such as employee productivity: 23% of total  

The research by Forrester into customer utilization and the related business value comes at a time when organizations are looking to gain a more strategic focus on resources amidst unprecedented global uncertainty. In a world where everything is connected and boundaries are blurred, the report highlights how ISE is improving organizational resilience across three areas related to maintaining business continuity and securing network access: improved security, reduced IT costs, and improved business outcomes.  

NAC and security resilience  

The Forrester study states that, “Cisco Identity Services Engine (ISE) is a network access control (NAC) solution that streamlines secure network management and gives users and devices segmented access to corporate resources.” Having the level of visibility and control that ISE supplies has allowed organizations to be resilient and withstand change. One of the five organizations that were studied to compile the singular composite used in determining the final ROI is a media company in Europe with 7000 users. The director interviewed stated that, “The greatest challenge we faced during the pandemic was having 7000 people start working from home the next day. What we had in place was not good enough. We needed to add ISE, and we needed to add Software-Defined Access to handle the changes.” In an ever-changing world, ISE is providing the access controls needed to respond to change with confidence and limit organizational risk.  

Improved security  

The Forrester study noted that cost savings from improved security were the single greatest factor in the overall 191% return on investment. This was due not only to a reduction in the number of security incidents, which was 50%, but also to the business impact of the staff resources needed to respond to access-related security events, which would have required increasing security personnel by 25%. The study stated that, “Together, these benefits are worth $442,000 over three years. This benefit does not include other potential costs of a breach such as lost revenue, fines, and brand reputation damage because it varies greatly depending on the size and nature of a breach and on company specifics such as industry and size.”   

Reduced IT costs 

In addition to improved security, the study by Forrester found that, “Cisco ISE streamlined and automated activities related to network management and user and device access.” This helped IT avoid hiring additional full-time staff and equated to considerable direct savings, 34% of the total ROI. To achieve the same level of value with manual methods, the study noted that the organization would have had to increase staffing by 66%. The study stated, “Contributing factors to the time savings include better automation, less time to diagnose potential problems, fewer user-access help desk tickets, and fewer security false alerts.”  

“Without ISE, we would be spending a lot more time helping people connect. Now, we can diagnose 90% of the problems in 10 minutes. Doing it the old-school way would have taken a lot more time.” Network engineering services assistant director, higher education organization

Improved business outcomes 

Organizations need to supply fast, secure access to network resources. When they do, end users are more productive, and they can also increase collaboration with customers, partners, and suppliers. Forrester noted in the study that aligning to these business-driven outcomes created $236,000 in value, or 23% of total ROI. Forrester also noted that the increase in innovation and speed can deliver “improved business outcomes such as faster time to market, increased revenues, and higher customer satisfaction.” The value was achieved at scale across the different organizations included in the study. The director at the European media organization said that its “7000 employees were all more productive, which ‛is extremely important because TV productions are on a tight timeline.’” And an enterprise architect at the European higher education organization said it “onboards 45,000 to 55,000 devices per year and that 96% of the time it is a fully self-service and near-instantaneous experience.” ISE is increasing business value for organizations of all sizes and across all industries.  

Flexibility and SD-Access 

Companies are also looking to increase the value of existing solutions. A few of the organizations included in the report have matured their secure network access strategies by layering on Cisco DNA Center to deploy Software-Defined Access (SD-Access). SD-Access brings additional savings through improved policy creation and enforcement. The study cited benefits across all categories, including reducing applicable threats by 40%, reducing business user downtime, and avoiding hiring additional full-time employees. SD-Access, layered onto ISE, completes zero trust within the self-managed infrastructure, adding an additional 88% uplift and boosting a 3-year present value of $906,205.   

ISE: Trusted – Proven – Resilient  

Two things have remained constant in a world of uncertainty. The first is that change is constant, and the second is that controlling access to ensure that only trusted users and devices can gain access to trusted network resources is and will remain a top concern as organizations look to be resilient and protect the integrity of their business. Cisco Duo Security Completes Australia’s Information Security Registered Assessors Program (IRAP) Assessment

The Australian Cyber Security Centre (ACSC) leads its government’s efforts to monitor threats and improve cyber security for individuals and families, small and medium businesses, major organizations and vital infrastructure, and government entities. Keeping watch 24 hours a day, seven days a week, the ACSC is dedicated to helping Australia be the most secure place to thrive and connect online.

What is IRAP?

There are several programs that the ACSC administers to safeguard the country from cyber incidents. One of particular significance is the Information Security Registered Assessors Program (IRAP), a program that certifies qualified individuals to perform security assessments against the Information Security Manual (ISM), which is a comprehensive framework for information security requirements that are applied against government systems, cloud services, and cloud service providers. It is noteworthy to mention that  recently announced the completion of this important assessment. Following a data center expansion to Australia last year, the Duo IRAP assessment came at an opportune time, enabling us to better serve our regulated customers in the country’s various sectors.

What was the process to complete Duo’s IRAP assessment? 

According to the ACSC on their website, “Cloud computing offers a range of potential cyber security benefits for cloud consumers to leverage, providing access to advanced security technologies, shared responsibilities, fine-grained access management, comprehensive monitoring and highly redundant geographically dispersed cloud services.” To address requirements in the assessment, Duo was evaluated in multiple phases in accordance with the methodology process, which you can see in more detail in the Anatomy of a Cloud Assessment and Authorisation.

Upon the successful completion of the IRAP evaluation, a security assessment letter and the assessment report were issued. For your information, both documents are available for you, as well as Cisco customers, to view via the Trust Portal.

What security classification was Duo assessed for? 

Within IRAP, and under the Australian Government Protective Security Policy Framework, there are four classifications that the ISM defines the applicability of information sensitivity and security. They are: OFFICIAL, PROTECTED, SECRET and TOP SECRET. Duo completed an assessment against the PROTECTED controls.
